Village of Western Springs Public Works and Water Committee met June 7.

Approval of Minutes:
The Committee minutes from the 5/3/2022 Properties and Recreation meeting were approved with no corrections.
Public Comment:
None
Sidewalk Grant Updates:
Staff recently met with IDOT to discuss the “Safe Walk to School Grant” and aid in the Village’s chance of receiving the grant in the future. The grant is given out in alternating years; the Village will attempt to receive the grant when it is next available.
Springdale Inlet Modifications Project:
Staff has been coordinating with Christopher B Burke Engineering (CBBEL) to develop construction plans to improve inlet capacity and collection in the Springdale subdivision. The proposed improvements include additional inlets and modifications of existing inlets at the intersection of 53rd and Clausen Avenue, and the intersection of 52nd Place and Howard Avenue. While this project is not expected to solve the flooding problems on the 5400 block of Franklin, it will ensure that as much stormwater as possible is captured upstream of the flooding area.
2022 Asphalt Resurfacing Bid Results & Award Recommendation:
Project bids were opened on Monday 6/6/2022. The lowest qualified bidder M and J Asphalt; they completed the 2020 asphalt resurfacing project. The cost came in over the engineer’s estimate but below the budgeted amount.
Trustee Fink moves to bring the 2022 Asphalt Resurfacing Bid to the Village Board; seconded by Trustee John.
Well No. 5 Landscape Improvement Project – Proposal:
Staff just received a proposal from Brightview Landscaping. Following a bid posting that resulted in no bids, staff coordinated with Smith Group who designed the project. They suggested updating the warranty section of the bid. Staff is recommending we go out to bid again but changing to a 6-month warranty and maintenance period with a 12-month warranty on the specimen trees.
WTP Generator – Project Completion Date Change Order:
ABS Electrical was awarded the bid for the WTP generator. Due to continuing supply issues ABS is unable to co meet federal grant completion date of 12/31/2022. This change order is to extend the date to 5/31/2023.
Trustee Fink motions to bring the change order for the WTP Generator to the Village Board; seconded by Trustee John.
Public Works Dump Truck – Bed:
New dump truck beds are needed to extend the operational lifespan of two Public Works dump trucks. After consideration of the different materials for the bed, aluminum was settled upon for its lightweight and fuel efficiency factors. Staff budgeted $15,000 but is recommending the purchasing of two dump beds for $15,566. Staff intends to use $556 from the “Misc. Machine Parts” fund to split the difference in costs.
Trustee Fink motions to bring the payment for the PW Dump Truck Beds to the Village Board; seconded by Trustee John.
Capital Summary Report:
Central Avenue Reconstruction/MWRD Sewer Separation
Staff received notice today that IDOT awarded the contract. A pre-con meeting will occur within a few weeks. Staff is anticipating hosting an open house meeting on 6/28 in Spring Rock Park.
Rose/Grove Water Main Improvements
Project is substantially complete; sod laying, and parkway restoration is underway.
2022 MFT
The resurfacing bid is planned to be awarded next week with the work beginning after 7/4.
2022 Harvey Reconstruction
Contract is being finalized and the bid opening is planned for late June. Award will occur in July, with work starting in August.
Elevated Tank Painting
Coordinating final payment, the project is complete.
Spring Rock Park Water Main
No substantial update. Staff is anticipating a design update sometime this week or next. The plan is still to go out to bud this summer with construction occurring this fall.
Other:
Regarding the July committee meeting, to avoid schedule conflicts around 7/4, the committee meeting is tentatively moved to Thursday 7/7.
