City of Northlake City Council met March 21.

Here are the minutes provided by the council:

The meeting was called to order at 7:00 p.m.

Mayor Sherwin called for the roll.

ROLL CALL:

PRESENT: Alderman Straube

Alderman Feldmann

Alderman Garcia

Alderman Johnson

Alderman Gonzalez

Alderman Grochowski

Alderman Patti

ABSENT: Alderman Contreras

OTHERS PRESENT: Ken Beres, Chief Of Police

Tony Faciano, Superintendent Public Works

Carol Lampard, Finance Director

Mark Sterk, City Attorney

Mayor Sherwin presented the minutes of the city council meeting held on March 7, 2022. Alderman Patti made a motion to accept the minutes of the city council meeting held on March 7, 2022; seconded by Alderman Grochowski. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor. Alderman Gonzalez abstained. The motion carried.

MOTION TO ACCEPT THE MINUTES OF THE CITY COUNCIL MEETING HELD ON MARCH 7, 2022 CARRIED

Buy Commercial came in for the 2nd time regarding a Community Solar Program. This is for a community solar farm that residents could subscribe to for savings on their electric bill. It was agreed that more research should be done before the City recommends this or any other similar program to residents.

Alderman Patti made a motion to accept the Warrants and Vouchers; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO ACCEPT THE WARRANTS AND VOUCHERS CARRIED

Alderman Straube noted there will be a senior luncheon on April 11th at 12:00 noon and a casino trip on June 23rd.

Alderman Feldmann made a motion to approve eliminating the registration fee for Northlake residents for the Dog Park; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE ELIMINATING THE REGISTRATION FEE FOR

NORTHLAKE RESIDENTS FOR THE DOG PARK CARRIED

Alderman Patti made a motion to approve Ordinance O-03-2022; An Ordinance Increasing the Number of Liquor Licenses and Amending Section 3-3-4-6A of the Northlake City Code; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-03-2022; AN ORDINANCE INCREASING THE NUMBER OF LIQUOR LICENSES AND AMENDING SECTION 3-3-4-6A OF THE NORTHLAKE CITY CODE CARRIED

Alderman Patti made a motion to approve Ordinance O-04-2022; An Ordinance Regarding the Replacement of Lead Water Service Lines and Amending Section 7-7A-2 of the Northlake City Code; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-04-2022; AN ORDINANCE REGARDING THE REPLACEMENT OF LEAD WATER SERVICE LINES AND AMENDING SECTION 7-7A-2 OF THE NORTHLAKE CITY CODE CARRIED

Alderman Patti made a motion to approve Ordinance O-05-2022; An Ordinance Regulating Accessory Buildings and Amending Section 8-8-1 of the Northlake City Code; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-05-2022; AN ORDINANCE REGULATING ACCESSORY BUILDINGS AND AMENDING SECTION 8-8-1 OF THE NORTHLAKE CITY CODE CARRIED

Alderman Patti made a motion to approve a Raffle License to sell tickets for 2022 Northlake Kiwanis; seconded by Alderman Gonzalez. Mayor Sherwin called for the roll.

MOTION TO APPROVE A RAFFLE LICENSE TO SELL TICKETS FOR 2022 NORTHLAKE KIWANIS CARRIED

Alderman Feldmann made a motion to approve a $5,000.00 Funding for Northlake Scholarship Program at Triton College; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE A $5,000.00 FUNDING FOR NORTHLAKE SCHOLARSHIP PROGRAM AT TRITON COLLEGE CARRIED

Alderman Grochowski made a motion to approve Resolution R-05-2022; A Resolution Authorizing the Mayor and City Clerk to Execute the 2022 Community Development Block Grant Program Year Agreements with the County of Cook, Illinois; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE RESOLUTION R-05-2022; A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE 2022 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM YEAR AGREEMENTS WITH THE COUNTY OF COOK, ILLINOIS CARRIED

A resident had comments on the solar energy presentation.

Mayor Sherwin noted he will be in Springfield on March 30th for the West Central Municipal Conference.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
