Village of Forest Park Village Council met March 28.

Here are the minutes provided by the council:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Byrnes, Maxham, Voogd and Mayor Hoskins answered the Roll Call. Commissioner Nero was absent.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Maxham and seconded by Commissioner Byrnes that the minutes from the March 14, 2022, Regular Meeting of the Council be approved without reading as each member has received a copy thereof.

ROLL CALL:

AYES: Commissioners Byrnes, Maxham, Voogd and Mayor Hoskins

NAYES: None

ABSENT: Commissioner Nero

The motion carried.

It was moved by Commissioner Maxham and seconded by Commissioner Byrnes that the minutes from the March 14, 2022, Closed Session Meeting of the Council be approved without reading as each member has received a copy thereof.

PUBLIC COMMENT

Ms. Gayle Reis expressed her concerns about pedestrian safety in the area of Marengo, where cars routinely speed and ignore school zone signs. Ms. Reis requested that the village conduct a traffic study and potentially install light up crosswalk signs to help with crossing Randolph Street.

Ms. Rachelle Ernst, representing the Southside PTO, requested a either a crossing guard or a flashing crosswalk sign at Jackson and Hannah near Garfield School.

DEPARTMENT REPORTS:

The Fire Department submitted its February, 2022 report.

APPROVAL OF BILLS:

R-32-22 RESOLUTION APPROVING BILLS IN THE AMOUNT OF $655,850.43

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham that the Resolution for the payment of bills be adopted. The bills totaled $655,850.43.

R-33-22 RESOLUTION PUBLISHING OFFICIAL ZONING MAP

It was moved by Commissioner Maxham and seconded by Commissioner Voogd that the Resolution approving and publishing the Official Zoning Map of the Village of Forest Park be adopted.

R-34-22 RESOLUTION APPROVING AT&T INTERNET & VOICE BUNDLE AGREEMENT

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the Resolution approving and authorizing the execution of the AT&T Dedicated Internet and Voice bundle agreement for internet access and voice services between AT&T and the Village of Forest Park be adopted.

R-35-22 RESOLUTION APPROVING AGREEMENTS FOR JACKSON BLVD. RIGHTOF-WAY IMPROVEMENTS

It was moved by Commissioner Voogd and seconded by Commissioner Byrnes that the Resolution approving a local public agency agreement for federal participation with the Illinois Department of Transportation and a construction engineering services agreement for federal participation with Christopher B. Burke Engineering, Ltd. regarding Jackson Boulevard (Madison Street to Des Plaines Avenue) right-of-way improvements be adopted.

R-36-22 RESOLUTION SOFTWARE AGREEMENT WITH AMERICAN COMPUTER & COMMUNICATIONS, INC

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham that the Resolution approving and authorizing the execution of a Lite Software Maintenance Agreement with American Computer & Communications, Inc. for the Tele Ticket Lite J.U.L.I.E. software for the Village of Forest Park be adopted.

It was moved by Commissioner Voogd and seconded by Commissioner Byrnes that the Resolution approving and authorizing the execution of Pay Request #2 (Final) for the Jackson and Austin meter vault repairs project to Genco Industries, Inc. be adopted.

R-38-22 RESOLUTION APPROVING PAY REQUEST #2 TO BURKE, LLC FOR AUSTIN METER VAULT REPAIRS

It was moved by Commissioner Voogd and seconded by Commissioner Maxham that the Resolution approving and authorizing the execution of Pay Request #2 (Final) for the Jackson and Austin Meter Vault repairs project to Burke, LLC, Inc. be adopted.

COMMUNITY CENTER AGREEMENTS

It was moved by Commissioner Maxham and seconded by Commissioner Byrnes to authorize the mayor’s signature on agreements with Enchanted Castle, Lakeview Bus Liens and Dave and Busters, associated with Senior Citizen and Community Relations functions organized by the Community Center.

RATIFIED BY MOTION

COMMUNITY CENTER AGREEMENTS FOR GROOVN’ IN THE GROVE

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham to authorize the mayor’s signature on agreements with Robert Lear, Joe Nagle and Robert Davis, associated with community relations functions organized by the Community Center.

FOREST PARK LIBRARY REQUEST TO HOLD EVENTS IN PICNIC GROVE

It was moved by Commissioner Voogd and seconded by Commissioner Maxham to approve the Forest Park Public Library’s request to use the Grove to host two public events on June 4 and June 23, 2022.

It was moved by Commissioner Maxham and seconded by Commissioner Voogd to approve Betsy Ross Elementary School’s request to close the 1300 block of Marengo on 6/3/22 to hold an end-of-school year celebration event.

ADMINISTRATOR’S REPORT:

None

COMMISSIONER’S REPORTS:

Commissioner Maxham wished Public Works Director, Sal Stella, a happy birthday.

Commissioner Voogd likewise wished Director Stella a happy birthday and reminded all that there will be a village cleanup event on April 24th. Last, the commissioner asked citizens to be aware of and remove trash around town and asked everyone to do their part to dispose of trash properly.

Mayor Hoskins reported that the village issued an Arbor Day proclamation today and provided copies to each of the elected officials. The mayor further reported that he and Commissioners Voogd and Maxham attended lobby day in Springfield last week. LGDF funds were a big topic and local officials are requesting that the state reinstate the local share back to the higher percentage. He also lobbied for help with repairing the viaduct at Harlem and Lake Streets, with the help of officials in Oak Park and River Forest.

ADJOURNMENT

There being no further business to be addressed, Commissioner Byrnes moved and Commissioner Maxham seconded to adjourn the meeting. The motion carried unanimously.

Mayor Hoskins declared the meeting adjourned at 7:23 P.M.
