Village of Forest Park Village Council met Jan. 24.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS
It was moved by Commissioner Maxham and seconded by Commissioner Byrnes that the minutes from the January 10, 2022, Regular Meeting of the Council be approved without reading as each member has received a copy thereof.

DEPARTMENT REPORTS:
The Police Department submitted its 4th quarter, 2021 report, the Finance Department submitted its November 30, 2021 report and the Fire Department submitted its December 2021 report. Commissioner Maxham commented that she was impressed with the Police Department report and thanked all of the departments who submitted reports.

RESOLUTION APPROVING BILLS IN THE AMOUNT OF $775,869.25
It was moved by Commissioner Byrnes and seconded by Commissioner Nero that the Resolution for the payment of bills be adopted. The bills totaled $775,869.25.

ORDINANCE ABATING THE TAX ON 2012 G.O. BONDS
It was moved by Commissioner Byrnes and seconded by Commissioner Nero that the Ordinance abating the tax heretofore levied for the year 2021 to pay the principal of and interest on the village’s 6,745,000 General Obligation Refunding Bonds (alternate revenue source), Series 2012, of the Village of Forest Park, Cook County, Illinois be adopted.

ORDINANCE AUTHORIZING PURCHASE OF TWO POLICE VEHICLES
It was moved by Commissioner Nero and seconded by Commissioner Byrnes that the Ordinance authorizing the purchase of two fully equipped 2022 Chevrolet Tahoe Police Vehicles with buildout be adopted.

ORDINANCE AUTHORIZING PURCHASE OF TWO PLOW TRUCKS
It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Ordinance authorizing the purchase of two (2) fully equipped 2024 International HV 607 Heavy Duty Plow trucks with buildout be adopted. It was discussed that these vehicles will replace trucks that are in very bad condition, and are part of the fleet management plan, being purchased, through the new equipment fund.

PRESENTATION OF DRAFT 2022 INFRASTRUCTURE PLAN
Village Engineer, James Amelio, presented the draft 2022 infrastructure plan, including projects being proposed through various funding structures, totaling $4,710,164 for 2022. In addition, alternate projects totaling $1,656,000 were also introduced for 2022, along with a few potential projects for fiscal year 2024. Capital improvements to the Community Center were also suggested. Staff was directed to begin assessing and gathering pricing for work at the Community Center. We are at the end of a 5-year plan and staff is beginning to work on a new 5-year plan.

RESOLUTION APPROVING ENGINEERING PROPOSAL FROM BURKE ENGINEERING FOR FERDINAND AVE. WATERMAIN PROJECT
It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Resolution to approve and authorize the execution of a Professional Design Engineering Services Proposal by and between Christopher B. Burke Engineering, Ltd. and the Village of Forest Park for the Ferdinand Avenue Watermain and Resurfacing Project be adopted.

RESOLUTION APPROVING IGA WITH COOK COUNTY FOR LOW INCOME WATER ASSISTANCE
It was moved by Commissioner Byrnes and seconded by Commissioner Maxham that the Resolution to approve and authorize the execution of an intergovernmental agreement between the Community and Economic Development Association of Cook County and the Village of Forest Park in connection with the Low Income Home Water Assistance Program (LIHWAP) be adopted.

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham to approve the request from the Park District of Forest Park to solicit and collect donations in support of the Fourth of July Fireworks display at the Park.

ADMINISTRATOR’S REPORT:
Administrator Amidei advised that the Council should expect a new policy regarding handling of replacement of lead water service lines for residential property, in connection with the new State law. This will affect the cost of any new watermain projects. The law has a 20-year deadline. The Council was also advised that the final rules on how to use ARPA funding just came out and they will need to decide how to use the village’s funding.
COMMISSIONER’S REPORTS:
Commissioner Nero stated that enforcement of snow routes are in effect over for up to 48 hours after a 2-inch snowfall. This is to allow village crews to properly clear the roadways.
Commissioner Voogd expressed her gratitude to those volunteers who were appointed to positions on the village’s boards and commissions.

There being no further business to be addressed, Commissioner Nero moved and Commissioner Byrnes seconded to adjourn the meeting. The motion carried unanimously.
