Village of Forest Park Village Council met Oct. 12.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS
It was moved by Commissioner Maxham and seconded by Commissioner Nero that the minutes from the September 27, 2021, Regular Meeting of the Council be approved without reading as each member has received a copy thereof.

PUBLIC COMMENT
Mr. John Cunningham commented that he is a 5-year resident of Forest Park and expressed his frustration that he was required to request permission in writing from the Village Council to plant bulbs in the village’s medians along Harvard Street. He further stated that the village should consider a different alternative to approving activities of volunteers who are donating their time and effort to improve their community and should do a better job making these volunteers feel a part of and belong to the neighborhood.
COMMUNICATIONS:
Clerk Moritz read the request from John Cunningham and Rob Sall for permission to continue their volunteer work in the sidewalk planters along Harvard Street as well as to plant 10,000 bulbs in the medians along Harvard Street near Des Plaines and Harlem Avenues. The efforts would require temporary street closures during the planting, as well as continued maintenance and watering by village staff. After in-depth discussion, it was concluded that the Village Council would like to work with the group in order to make this happen, however would require waivers to be submitted by those doing the work as well as a formal application from the group. Administrator Amidei will follow and coordinate the project and involve the Recreation Board if necessary.

It was moved by Commissioner Byrnes and seconded by Commissioner Nero that the Resolution for the payment of bills be adopted. The bills totaled $457,205.62.

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham that the Ordinance authorizing the acceptance of a proposal from Springbrook Holding Company, LLC for Software Services be adopted.

It was moved by Commissioner Maxham and seconded by Commissioner Nero that the Ordinance amending Section 3-3- 6, entitled “License Fee and Number” of chapter 3, entitled “Liquor Control” of Title 3, entitled “Business and License Regulations” of the village code of ordinances of the Village of Forest Park, Cook County, Illinois, be adopted.

ORDINANCE AMENDING BEER GARDEN AND LIQUOR ESTABLISHMENT ENTERTAINMENT LICENSES
It was moved by Commissioner Nero and seconded by Commissioner Maxham that the Ordinance amending Section 3-3-5-M and 3-3-12 of the Village of Forest Park Liquor Code pertaining to Patio (Beer Garden) Licenses and Entertainment Licenses be adopted. It was discussed that patios are able to stay open until midnight, however entertainment has to end at 9:00 p.m. The proposed motion was amended by striking the last sentence of Section 3-3-5-M-1, which reads “Use of speakers shall be prohibited in patio areas.”

AMUSEMENT ESTABLISHMENT LICENSE APPLICATIONS
It was moved by Commissioner Maxham and seconded by Commissioner Byrnes to approve the Amusement Establishment License applications submitted by Angelo O’Leary’s, Blueberry Hill, and Scratch Kitchen per section 3-3- 12 of the village’s liquor code. It was discussed that the licensed establishments will be required to conform these activities to the stated hours in the approved Ordinance and there is no fee associated with the license.

It was moved by Commissioner Byrnes and seconded by Commissioner Nero that the Resolution authorizing the waiver of the Hiring Freeze for IMRF Employees regarding the hiring of a full-time Parking Enforcement Officer and a full-time Police Desk Clerk be adopted.

It was moved by Commissioner Voogd and seconded by Commissioner Byrnes that the Ordinance to authorize the execution of Supplemental License Agreements for use of certain village infrastructure in Rights-of-way by and between Chicago SMSA Limited Partnership d/b/a Verizon Wireless and the Village of Forest Park, Illinois be adopted.

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham to approve the raffle license application submitted by the North Riverside Fan Club for their fundraiser, benefitting families in need, to be held on October 23, 2021, at the Forest Park American Legion Hall at 500 Circle Avenue.

ADMINISTRATOR’S REPORT:
Administrator Amidei reported that the first of our weekly E-Newsletters went out last week to 2100 subscribers, 733 of which opened the email. In addition the newsletter was shared on the village’s Facebook page and website. Moses further stated that we are conducting a non-scientific survey to receive feedback from the citizens in an effort to get preferences and improve their interactions with the village. The administrator expressed his appreciation to those who took the time and effort to respond.
COMMISSIONER’S REPORTS:
Commissioner Byrnes expressed his gratitude to Administrator Amidei and the Village Council for working to get the entertainment license ordinance completed as intended.
Commissioner Maxham attended the kickoff to Domestic Violence Action month event that was hosted by Sarah’s Inn. The event was intended to bring attention and provide ways for the public to get involved and to take action against Domestic Violence. They have a lot of ways for people to help on their website. Sarah’s Inn has been helping victims of domestic violence for 40 years and recently moved their headquarters to Forest Park.
Commissioner Voogd also recognized the Sarah’s Inn event and expressed her appreciation for the organization, encouraging local residents to act against domestic violence.
Mayor Hoskins happily reported that 63% of Forest Park residents are fully vaccinated. The Community Center is holding a vaccination event on November 2nd in coordination with Walgreens. Riveredge Hospital is holding a Trunk or Treat event on October 23rd. There will be music and entertainment. The Chamber’s ninth annual Casket Races are being held on October 23rd. Last, West Suburban Hospital’s River Forest location is giving free mammograms on October 25th.
