1 President called the meeting to order at 6:30 p.m.

Also present: Village Administrator Espiritu, Village Attorney Smith, Assistant to the Village Administrator Miller, Police Chief Larem, Fire Chief Grenier, Public Works Superintendent Wagner

4 Presentations and Appointment

4.1 Proclamation Recognizing and Honoring the Contribution to Berkeley History by Rosemarie Johnson

CONGRATULATIONS! Rosemarie Johnson has been declared and recognized as 1st historian of Village of Berkeley. This has never been done in the 97-year history of Berkeley. Rosemarie was the author of From Oats To Roses which has the best information and is a historical document. She was presented with a proclamation by President Lee and also the 1st reprinted copy of From Oats To Roses.

4.2 Proclamation Recognizing October 3-9, 2021 as Fire Prevention Week Thank-you Chief Grenier and staff for providing proclamation which was recited by Clerk Nowak. President Lee proclaimed October 3-9 fire prevention week in Berkeley.

9.2.3 Video Gaming Penny-Per-Play Fee (“Push Tax”) Discussion

Administrator Espiritu opens discussions on possible revenue gain from terminal operators, a penny per play fee. Trustees all agree good idea.

9.3 Police and Property Maintenance (Chair – Trustee Salemi; Co-Chair Trustee Hammar)

9.3.1 Trustee Liaison Report

Trustee Salemi has nothing to report. Chief Larem would like to recognize at next board meeting Commander John Kerner for his diligent work on apprehending a robber who had burglarized two business establishments in town.

9.4 Fire and Health (Chair – Trustee Mathews; Co-Chair Trustee Perez)

9.5 Public Works and Utilities (Chair – Trustee Hammar; Co-Chair Trustee Mathews)

9.5.1 Trustee Liaison Report

Trustee Hammer advises next ad hoc meeting will be held 10/14/21 6:30 p.m., all are welcomed. He informs all of a new public works employee Matt Garcia added to their staff, they are now at full head count.

Construction projects beginning on prairie path and public works building. T-Mobile also will begin construction on water tower.

9.6 Community and Intergovernmental Relations (Chair – Trustee Perez; Co Chair Trustee Graf-Stone)

9.6.1 Trustee Liaison Report

Trustee Perez advises Autumn fest will held 10/16 & 10/17. Table will be put in place for board members to staff. There will be music, food vendors, games etc. This is a first combine effort with two villages, this will take place from Wolf Rd. to gazebo.

Lions club is providing financial assistance for folks that need hearing aids.

November 9 chamber luncheon will be held. First Financial Credit Union will be taking occupancy most likely in the next month, will be setting up ribbon cutting ceremony. Legion also having flag burning ceremony.

10 Village President

10.1Berkeley Baseball 2022 Report

President Lee states big changes coming to Berkeley Baseball 2022 merging with Hillside. Dugouts are going to be rebuilt adding chain link fence and tee ball field.

10.4 10/19/2021 Village Board Meeting at 6:30 P.M.

11 Village Administrator

Administrator Espiritu states has action items from strategic meeting from 8/19/21. He provides a COVID 19 update which currently has zero cases in the village.
