Here is the minutes provided by the board:

1 President Lee called the meeting to order at 6:30pm.

Present at Roll call: Trustees Hammar, Washington, Salemi, Mathews, Graf-Stone, Perez, Village President Lee, Village Clerk Nowak

Also present: Village Administrator Espiritu, Village Attorney Smith, Assistant to the Village Administrator Miller, Police Chief Larem, Fire Chief Grenier, Superintendent Wagner

4 Presentations and Appointment

4.1 Berkeley Public Library Remodeling Plan Presentation

Library director Ryan Cox begins presentation by stating the library was founded 75 years ago, it’s a building that has been well maintained. Ryan stated the library has not been modernized since its establishment. Ryan introduces Andy Tokin from Williams Architects and he delivers renovation plans. Andy presents the plan stating the library has good bones. President Lee comments that he will support the library in every step of the way of renovation.

Trustee Washington commented on the audit and last fiscal year, credits all on hard work and success. He also stated that he will be resigning as a trustee due to the fact that he is relocating his residence to the Yorkville and due to residency requirements can no longer hold the position of Trustee. Trustee Washington will be attending his last meeting in August.

9.3 Police and Property Maintenance (Chair – Trustee Salemi; Co-Chair Trustee Hammar)

9.3.3 Off-Street Parking Discussion

Police Chief Larem was given the floor by trustee Salemi. He first addressed the human remains that were found today between I-290 and I-294. The remains were identified as an assailant that the police were in pursuit of many months ago.

Chief Larem then made all aware of his department’s new body cameras for his staff and that they should be in full operation by August.

Lastly, Chief Larem discussed off-street parking. He presented via slide show and reviewed ordinances in place regarding off-street parking and provided pictures of businesses that are having off-street parking issues. Chief Larem presented three possible solutions to the problem. The Village Board discussed each solution and gave direction to Village staff on how to move forward. Trustees Graf-Stone and Hammer were in favor of enforcing current ordinances.

9.4 Fire and Health (Chair – Trustee Mathews; Co-Chair Trustee Perez) 9.4.1 Trustee Liaison Report

9.4.2 Monthly Report

Trustee Mathews along with Fire Chief Grenier confirmed there is a generator issue at Village Hall that will be addressed and that the department is looking to purchase new hoses and are looking at different options.

9.5 Public Works and Utilities (Chair – Trustee Hammar; Co-Chair Trustee Mathews)

9.5.1 Trustee Liaison Report

Trustee Hammar met with Zinni Architects and they are reviewing documents and will be soon ready for bid for the new Public Works Storage Facility.

9.6 Community and Intergovernmental Relations (Chair – Trustee Perez; Co Chair Trustee Graf-Stone)

9.6.1 Trustee Liaison Report

Trustee Perez states Electric Nights had to be rescheduled due to inclement weather this past Thursday. He was at site to let public know concert was not going forward 7/15/21. Trustee Perez hopes weather cooperates going forward.

10 Village President

10.1 7/22 Electric Nights: The Rob Post Band at 7:00 p.m.

10.2 7/27 Planning & Zoning Commission Meeting at 6:30 p.m.

10.3 7/29 Electric Nights: The Funcles at 7:00 p.m.

10.4 8/3 Village Board meeting at 6:30 p.m.

President Lee states park district meetings going very well. He states there are little things we can do and we need to look at the big picture. Both library and park district need our support for planning.

11 Village Administrator

Administrator Espiritu extends invitation to staff picnic for old and new employees.

12 Village Attorney

Village Attorney Smith clarifies voting for trustees, states a present vote goes with the majority.

Resident Gilda Nelson from 5719 Rose Ct commented on a new issue that is occurring in her home. She states water and sewage are backing into her home and the homes of other residences on her block. Resident Dan O’Connell also commented on the problem with off street parking and also asked if the weeds and grass could be cut at the 5740 St Charles Road property.
