Village of Western Springs General Government Committee met April 6.

Chair Tyrrell moved to open the committee meeting, seconded by Member Chen. The motion passed on a roll call vote. Voting aye: Chair Tyrrell and Member Chen. The General Government Committee meeting was called to order at 11 :45 a.m.

2. Approval of Minutes

Chair Tyrrell moved, seconded by Committee Member Chen, to approve the minutes of the meeting of March 4, 2021 as read. The motion passed on a roll call vote. Voting aye: Chair Tyrrell and Member Chen. Voting nay: None.

3. Tollway Intergovernmental Agreement

Village Manager Velkme reported that this item was tabled. The Hinsdale Village Attorney is out of town and there has been no resolution to the draft agreement discussions. A conference call is scheduled on April 13, 2021 to discuss the agreement further. Village Manager Velkme said she has spoken with the Tollway representatives and she does not think this will delay the project.

4. Ordinance Amending Section 1-8B-10 (Compensation), Article B (Village Treasurer).Chapter 8 (Officers and Employees) of Title 1 ('Administration) of the Western Springs Municipal Code Relative to_ Compensation for Village Treasurer Village Manager Velkme introduced this code amendment which is needed to combine the positions of Treasurer and Director of Finance. The Western Springs Municipal Code currently provides for the Village Treasurer to receive compensation during his or her1term of office. However, in practice the Village does not provide compensation to the Village Treasurer and the current Village Treasurer has never received compensation for her services since 1993. This code amendment changes this provision of the Village code to state that the Village Treasurer shall not receive compensation for performing his or her service. This code amendment will modify the code to conform with Village practices. When Director Turi retires, the new Finance Director will handle the treasurer responsibilities. In some municipalities, generally larger ones, the Treasurer is an elected position.

The committee discussed the amendment and Member Chen moved, seconded by Chair Tyrrell, to recommend the Board adopt this amendment in the April meeting cycle. The motion passed on a roll call vote. Voting aye: Chair Tyrrell and Member Chen. Voting nay: None.

5. Other

** Village Attorney Jurusik joined the committee meeting at this time. Attorney Jurusik presented an ordinance which amending Section 1-20-3 (Rules and Procedures) of Chapter 20 (Rules and Procedures for Land Use Public Hearings) and Section 1-21-1(Participation in Meetings by Telephone Conference Call or Other Electronic Means) of Chapter 21 (Meetings of Title 1 (Administration) of the Western Springs Municipal Code. In order to conduct several upcoming public hearings using an internet-based electronic audio and video meeting platform (the Zoom App) to allow remote, electronic participation amendments that were made to the Open Meeting Act by Illinois Public Act101-0640, effective June 12, 2020. Village Attorney Jumsik said this ordinance will allow the Village to move forward with remote participation in public hearings on matters including the condominium over commercial on Hillgrove and a development proposal at Timber Trails as well as several other projects. The Village is currently operating in remote meeting protocol. This ordinance will cover public hearings due process and evidentiary issues.

The committee discussed this ordinance and the need for it and Chair Tyrrell moved, seconded by Member Chen, to recommend approval of this ordinance to the Board of Trustees. The goal would be to approve these changes in the April meeting cycle. The motion passed on a roll call vote. Voting aye: Chair Tyrrell and Member Chen. Voting nay: None.

The next General Government Committee meeting was scheduled for Tuesday, May 4,2021 at 11:45 a.m.
