CALL TO ORDER:

President Roth called the meeting to order at 7:07 p.m.

PRESIDENT’S REPORT:

P-21-001 Commission Resignation, Appointments and Re-appointments

President Roth requested concurrence with the appointment of Peter Murphy as an alternate member of the Planning and Zoning Board for a four-year term expiring May 2025. Trustee Baumer moved for approval. Trustee Carlson seconded the motion. A voice vote approved the appointment.

VILLAGE MANAGER’S REPORT:

Village Manager Sharon Caddigan mentioned that business licensing is doing well with over 540 fully licensed businesses in Streamwood. While most businesses were able to weather the storm of COVID-19, some were unable to creating open spots for new businesses to enter the market. The Village is also awaiting word on Governor Pritzker’s “Bridge” transition plan as well as the eventual move to Phase 5 related to the pandemic. However, hospitalization rates continue to fluctuate which has created uncertainty. Yet, the vaccine continues to give the community hope for a path to move forward. Manager Caddigan also discussed the movement forward with the Village of Bartlett on an intercommunity bike path plan. The Village is excited about moving forward with public input on a connectivity plan that benefits both communities.

Request the Board approve the April 15, 2021 Agenda as presented. Trustee Carlson moved for approval. Trustee Thon seconded the motion. A voice vote approved the Agenda as presented.

APPROVAL OF THE MINUTES:

Request the Board approve the Minutes of the Regular Board Meeting of April 1, 2021 as presented. Trustee Schmidt moved for approval. Trustee Harper seconded the motion. A voice vote approved the Minutes as presented.

COMMUNITY DEVELOPMENT - Trustee Carlson/Trustee Cecille

A-21-046 Resolution – MTI Contract – Renovations to Fire Station #33 and Other Buildings

Request the Board approve a Resolution entitled “A RESOLUTION APPROVING AND AUTHORIZING THE VILLAGE PRESIDENT TO EXECUTE ON BEHALF OF THE VILLAGE OF STREAMWOOD AND AUTHORIZING THE VILLAGE CLERK TO ATTEST TO A CERTAIN AGREEMENT WITH MTI CONSTRUCTION SERVICES, LLC TO PROVIDE CONSTRUCTION MANAGEMENT SERVICES AT-RISK TO THE VILLAGE FOR THE ADDITION / RENOVATION OF FIRE STATION NUMBER 33, VILLAGE HALL BASEMENT RESTROOM UPDATE, COMMUNITY DEVELOPMENT GARAGE UPDATES, LIFT STATION GENERATOR IMPROVEMENTS AND PUBLIC WORKS MAINTENANCE GARAGE RENOVATION.” This Resolution approves a professional service construction management contract with MTI Construction for renovation to Fire Station #33 and various other projections for a guaranteed maximum price which is dependent on actual construction costs. Funds for these projects have been included in the 2021 Facilities and Equipment Fund and Capital Funds budgets. Trustee Carlson moved to approve the resolution as presented. Trustee Baumer seconded the motion. Community Development Director John Peterson, Public Works Director Matt Mann, and Fire Chief Chris Clark discussed the work to be performed at the respective Village facilities. Trustee Harper inquired if the roof was to be replaced at Fire Station #33. Chief Clark mentioned that the soffit, fascia, and gutters were being replaced but the roof was in good shape as it was replaced within the last several years. Trustee Harper asked about the Village Hall basement improvements including the bathrooms. Director Peterson stated that the majority of the work done here was for the bathrooms due to an ongoing sanitary sewer issue. President Roth mentioned that Elgin Community College hopes to be back in the rooms soon and would also be making modifications to the classrooms.

Request the Board approve the semi-monthly expenditures in the amount of $1,931,035.04 which represents the total of the schedule of bills dated April 15, 2021.

P-21-001 Proclamation – Arbor Day

The Village of Streamwood has been recognized as a designated Tree City USA for the past 29 consecutive years and encourages all residents to celebrate Arbor Day 2021 on April 30.

PUBLIC SAFETY - Trustee Harper/Trustee Carlson

I-21-001 Info Item – E-Waste Event

The Natural Resource Conservancy Commission will be holding a contact-less e waste recycling event on May 1 from 10:00 am- 2:00 pm. Electronic waste, unused prescription drugs, and document shredding will be available at Village Hall and the Police Department.

LEGISLATIVE – Trustee Cecille/Trustee Thon

I-21-002 Information Item – Blood Drive

A blood donation truly is a “gift of life” that a healthy individual can give to others in their community. The Streamwood Blood Commission and Vitalant will host a blood drive Wednesday, April 21 from 1:00 – 7:00 pm at the Police Station (401 E. Irving Park Road). Registrations are encouraged. The Village does follow all required COVID restrictions and protocols. A mask is required to enter the building and to donate.

A-21-048 Resolution – 2021 Roadway Maintenance Program

Request the Board approve a Resolution entitled “A RESOLUTION ACCEPTING THE LOW BID AND AUTHORIZING THE VILLAGE PRESIDENT TO EXECUTE ON BEHALF OF THE VILLAGE AND AUTHORIZING THE VILLAGE CLERK TO ATTEST TO A CERTAIN CONTRACT WITH BROTHERS ASPHALT PAVING, INC. FOR ROADWAY MAINTENANCE, RESURFACING, SIDEWALK, CURB, GUTTER AND DRIVEWAY REPAIRS.” This Resolution approves the allocation of $860,436.43 in Rebuild Illinois Funds for use in the roadway maintenance, resurfacing, sidewalk, curb, gutter and driveway repairs on various streets as part of the Village’s 2021 Roadway Maintenance Program. Trustee Baumer moved to approve the resolution as presented. Trustee Baumer seconded the motion. Public Works Director Matt Mann mentioned that the Rebuild Illinois Funds would be utilized for this project which is to be specifically used for transportation improvements. Director Mann mentioned that while the Village had not used the contractor previously in town, but they had solid references from work in other communities in the area.
