City of Elgin Committee of the Whole met April 28.

Here is the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. All members, with the exception of Councilmembers Lopez, Martinez, Shaw, Steffen and Mayor Kaptain, attended via electronic means. This was allowed at this time granted by Governor Pritzker’s Executive Order 2020-07.

Approval of Minutes

Councilmember Shaw made a motion, seconded by Councilmember Lopez, to approve the minutes of the April 14, 2021 regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Designation of 1032 Prospect Boulevard within the Elgin Bungalow Thematic Historic District

Councilmember Powell made a motion, seconded by Councilmember Lopez, to approve the designation of 1032 Prospect Boulevard within the Elgin Bungalow Thematic Historic District in order to preserve, enhance and sustain the active use of historically and architecturally significant properties in Elgin. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Resolution Approving Selected Recipients for the 2021 Historic Architectural Rehabilitation Grant Program

There was discussion on how the grant funds are disbursed, the types of projects that can apply to the program, and how contractors for the projects are determined.

Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve three recipients to participate in the 50/50 component and four recipients to participate in the 75/25 component of the Historic Architectural Rehabilitation Grant Program in the amount of $100,000 to owners of historic landmark properties or those located within the City’s historic districts for exterior rehabilitation and restoration work to their residential properties. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmember Shaw.

Kane County Child Advocacy Center Agreement for Investigating Sensitive Crimes Involving Children

Councilmember Shaw made a motion, seconded by Councilmember Gavin, to approve the contract with the Kane County Child Advocacy Center in the amount of $35,000 in order to provide investigative and victim services for cases involving children who have been victimized by sexual or serious physical abuse. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Acceptance of Public Improvements within the Tall Oaks Unit 4 Subdivision

Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the acceptance of the public improvements for ownership and maintenance in the Tall Oaks Unit 4 Subdivision in order to fulfill the City’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Design Engineering Services Agreement with Gewalt Hamilton Associates, Inc. for the 2021 Community Development Block Grant (CDBG) Neighborhood Street Resurfacing Program

Councilmember Steffen made a motion, seconded by Councilmember Martinez, to enter an agreement with Gewalt Hamilton Associates, Inc. in an amount not to exceed $48,332 to analyze, design and prepare construction documents for the resurfacing of various residential streets for the 2021 CDBG Neighborhood Street Resurfacing Program. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Agreement with Smith Ecological Systems for Procurement of Lime Slaker Controller

Councilmember Shaw made a motion, seconded by Councilmember Steffen, to award a contract to Smith Ecological Systems Company in the amount of $26,800 to replace the obsolete controller with upgraded equipment at the Leo Nelson Riverside Water Treatment Plant. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Proposed Amendment Ordinance to the City’s Liquor Code to Revise Provisions Regarding the Downtown Farmers Market Event Permit

There was discussion regarding how the location for the market was picked and the benefits to the businesses for holding the event in the downtown.

Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve moving forward with an ordinance amendment to allow for continuance of the downtown farmer’s market event permits in instances when the event location moves to authorize alcohol sales and consumption at the downtown farmer’s market events sponsored by the Downtown Neighborhood Association of Elgin. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Announcements from Council

Councilmember Gavin thanked the citizens of Elgin for the honor of serving the city as a councilmember. He also thanked the staff for the outstanding work they do for the city.

Councilmember Rauschenberger expressed her condolences to those involved in the auto accident near Judson University.

Mayor Kaptain expressed condolences to the family of Chuck Gruber. Mr. Gruber served as the Elgin Police Chief and implemented the ROPE program.

Mayor Kaptain invited residents to attend programs at the Gail Borden Public Library to celebrate Asian Pacific Heritage.
