Village of Western Springs Properties and Recreation Committee met March 2.

Called to Order: 6:00 P.M. by Nicole Chen, Chair-Trustee

Committee Members Present: Staff Present: Nicole Chen – Trustee, Chair Matthew Supert - Staff James Tyrell – Village Trustee Aleks Briedis- Staff Jenny Pesek-Staff

Public Comment: None

Approval of Minutes:

The meeting minutes from 2/2/2021 were approved by the Trustees. Trustee Tyrell voted aye, and Chair-Trustee Nicole Chen voted aye to approve the minutes in the roll call vote.

Wolf Road Bike Path -Draft IGA with Forest Preserve District Director Supert presented the Draft IGA with the Forest Preserve District to the Committee. He reported the Village will serve as the lead agency for the construction of the Wolf Road Bike Path. No action required from the Committee at this time. Staff is working with the Village Attorney and a final review at the April cycle. This agreement will also identify the maintenance as well for the Wolf Road Bike Path. A major discussion point with them will be the Village to maintain the path, and discussion will continue about owning the improvements. The Village would incorporate a maintenance plan. Discussion will need to continue with the Cook County Highway Department.

Recreation Program Update Recreation Director Alek Briedis reported to the Committee that programs almost back to normal, registration started again. Filling all programs and adding more and doing more outside rentals and not on-line yet. The recreation department started on-line payments since the new system. Tower Trot is scheduled for Saturday, September 18, 2021. The Western Springs Business Association scheduled Gathering on the Green for the same day, September 18, 2021.

Grand Avenue renovation done, waiting for a few doors for delivery. Minor items on the punch list. Open house on March 27, 2021. April 1st first rent payment and renovations are under budget. Sensory Room has been reserved and continued to be used. The rooms look great and everyone overall pleased with the updates. The May-March brochure is completed and registration started on February 22, 2021.

5001 Central-ROW and Sidewalk Relocation Request Matthew Supert, Director of Municipal Services presented to the Committee a letter from Lisa Dudash who recently purchased a property at 5001 Central Avenue. She is looking to build a new home at the property. The previous homeowner purchased available ROW to the north of 5001 Central in 2008. The existing sidewalk through the area was not relocated and resides in the middle of the property. Ms. Dudash is requesting from the Village Board to modify the previous ROW sale ordinance and allow for the existing sidewalk to be relocated north to the remaining Village ROW and the Public Utility Easement. Director Supert presented the supporting documentation for the Committee’s review. Committee recommends presenting to the

Village Board. Motion to present letter and proposal by Nicole Chen, Chair and seconded by Trustee Tyrell.

BLR 05310-IDOT Agreement for Wolf Road Bike Path Matthew Supert, Director of Municipal Services presented to the Committee. He reported the Pre-final Phase II design plans were submitted on January 7, 2021 and the Village is awaiting final design approval. Director Supert stated approximately 80% is federally funding. Motion to bring before the Village Board by Nicole Chen, Chair, and 2nd by Trustee Tyrell.

West Underpass- BNSF Project Timeline Matthew Supert, Director of Municipal Services presented to the Committee and reported the Village’s federal funding for the project may be placed on IDOT”S Fire list if the project doesn’t demonstrate progress in 2021. Several invoices have been received by the BNSF and the Village is working with the West Central Municipal Conference to coordinate with IDOT and to show the project is active. Village staff has requested the BNSF to provide an update and summary to the Village on BNSF letterhead outlining the proposed schedules and timelines.

Capital Summary Report: Director Supert presented the Capital Summary Report to the Committee.

West Underpass Construction:

The Village is still awaiting a construction timeline from the BNSF. The Village is also awaiting a status update regarding ICC Grant Funding. A meeting was held between Staff and the BNSF pertaining to the eighty-foot long retaining wall along the BNSF Tollway Bridge South of Burlington. Phase II Engineering 100% completed by the Illinois Tollway.

Wolf Road Bike Path:

The Pre-Final Phase II Design plans were submitted to IDOT on January 7th, 2021. The Village is currently awaiting response from IDOT which may take up to 90 days. Staff is currently working through the draft IGA with the Village Attorney.

East Train Platform Construction:

The Village received the Final Pay Estimate for the construction portion of the project from IDOT on January 14, 2021 in the amount of $24,050.70. The final contract value is $3,284,329.38. The Village is still awaiting final invoicing and approval from IDOT on approximately $142,000 in engineering expenses.
