Village of Western Springs Properties and Recreation Committee Met Feb. 2.

Called to Order: 6:00 P.M. by Nicole Chen, Chair-Trustee

Committee Members Present:     Staff Present:

Public Comment: None

Approval of Minutes:

The meeting minutes from 1/7/2021 were approved by the Trustees. Trustee Tyrell voted aye, and Chair-Trustee Nicole Chen voted aye to approve the minutes in the roll call vote.

Declaration of Surplus – Multiple Vehicles:

The Village has ten (10) vehicles to declare surplus for the year 2021. Four of the ten vehicles will be replaced by the Enterprise Lease Program, two will not be replaced, and four vehicles will be replaced with Village owned vehicles in an effort to reduce the size of the Public Works fleet and replace certain vehicles with more fuel efficient alternatives. Vehicles will be disposed of through the partnership with Enterprise Fleet Management. The vehicles will all be sold at or above the Kelly Blue Book value. The Trustees recommend declaring the vehicles as surplus.

Recreation Update: Director Briedis presented the Recreation Update.

Programs

Currently the Village is under Phase Four. All programs have restarted with limits on the maximum number of participants to comply with COVID-19 mitigation guidelines.

Brochure

Staff is currently working on the March-May Brochure. The brochure will be distributed to the public electronically in mid-February. Registration will being at the same time.

Summer Programs

Staff has begun preparing for the tennis season. The decision of hosting the Tower Trot is still undecided. The current COVID-19 guidelines only allow for a maximum of fifty people so adjustments to the event may need to be made.

Grand Avenue Renovation

The project is approximately 70% completed. The ceiling is being installed and the flooring installation is the next step. Construction is estimated to be completed by March 5th.

Capital Summary Report: Director Supert presented the Capital Summary Report to the Committee.

West Underpass Construction:

The Village is still awaiting a construction timeline from the BNSF. The Village is also awaiting a status update regarding ICC Grant Funding. A meeting was held between Staff and the BNSF pertaining to the eighty foot long retaining wall along the BNSF Tollway Bridge South of Burlington.

Wolf Road Bike Path:

The Pre-Final Phase II Design plans were submitted to IDOT on January 7th, 2021. The Village is currently awaiting response from IDOT which may take up to 90 days. Staff is currently working through the draft IGA with Village Attorney.

East Train Platform Construction:

The Village received the Final Pay Estimate for the construction portion of the project from IDOT on January 14, 2021 in the amount of $24,050.70. The final contract value is $3,284,329.38. The Village is still awaiting final invoicing and approval from IDOT on approximately $142,000 in engineering expenses.
