Village of Forest Park Village Board met Nov. 23

Here is the minutes provided by the board:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m. 

ROLL CALL 

Commissioners Novak, Byrnes, Voogd and Mayor Hoskins answered the Roll Call. Mayor Hoskins  announced that all members are attending remotely via video teleconference and he is present in the  Council Chambers due to Social Distancing regulations resulting from the COVID-19 pandemic. 

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS 

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the minutes from  the November 9, 2020, Regular Meeting of the Village Council be approved without reading as each  member has received a copy thereof.  

ROLL CALL: 

AYES: Commissioners Novak, Byrnes, Voogd 

and Mayor Hoskins 

NAYES: None 

ABSENT: Commissioner Nero 

The motion carried. 

PUBLIC COMMENT 

Mr. Mark Boroughf expressed his view that the Commissioner of Accounts and Finance has not  recently given a commissioner’s report. 

COMMUNICATIONS: 

None 

DEPARTMENT REPORTS: 

The Police Department submitted its September/October report and the Fire Department submitted  its October report.

APPROVAL OF BILLS: 

It was moved by Commissioner Novak and seconded by  Commissioner Byrnes that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance  has reviewed the bills as applicable to each department and  

found the aggregate amounts to be correct and recommends  payment when funds are available. The bills totaled  $743,218.35.

NAYES: None 

ABSENT: Commissioner Nero 

The motion carried. 

UNFINISHED BUSINESS: 

None 

NEW BUSINESS: 

It was moved by Commissioner Novak and seconded by  Commissioner Voogd that the Resolution determining the  estimated property taxes to be levied by the Village of Forest  Park for the 2020 tax year be adopted.

AYES: Commissioners Novak, Byrnes, Voogd and Mayor Hoskins 

NAYES: None 

ABSENT: Commissioner Nero 

The motion carried. 

It was moved by Commissioner Voogd and seconded by  Commissioner Novak that the Resolution approving a  Collective Bargaining Agreement between the Village of Forest  Park and Teamsters Local Union No. 705 be adopted.

AYES: Commissioners Novak, Byrnes, Voogd and Mayor Hoskins 

NAYES: None 

ABSENT: Commissioner Nero 

The motion carried. 

R-79-20 

RESOLUTION FOR THE  PAYMENT OF BILLS IN THE  AMOUNT OF $743,218.35 APPROVED 

R-80-20 

RESOLUTION ESTIMATING  2020 PROPERTY TAX LEVY APPROVED 

R-81-20 

RESOLUTION APPROVING  SUCCESSOR AGREEMENT  WITH TEAMSTERS UNION  LOCAL 705 

APPROVED

It was moved by Commissioner Voogd and seconded by  Commissioner Byrnes that the Resolution approving a 2021  Paratransit Service Provider Agreement between Suburban  Bus Division of the Regional Transportation Authority (PACE)  and the Village of Forest Park be adopted.

NAYES: None 

ABSENT: Commissioner Nero 

The motion carried. 

It was moved by Commissioner Voogd and seconded by  Commissioner Byrnes that the Resolution approving Pay  Request #2 (Final) for the 2020 CTA Blue Line Parking Lot  Improvements Project from Chicagoland Paving Contractors,  Inc. be adopted.  

ROLL CALL: 

AYES: Commissioners Novak, Byrnes, Voogd and Mayor Hoskins 

NAYES: None 

ABSENT: Commissioner Nero 

The motion carried. 

It was moved by Commissioner Byrnes and seconded by  Commissioner Voogd to direct the Forest Park Board of Fire  and Police Commissioners to appoint one candidate from its  current Fire Captain Eligibility list, one candidate from its  current Fire Lieutenant Eligibility list and one candidate from its  current Probationary Firefighter Eligibility list.

ADMINISTRATOR’S REPORT: 

Administrator Gillian reported the following: 

R-82-20 

RESOLUTION APPROVING  2021 PACE PARATRANSIT  AGREEMENT 

APPROVED 

R-83-20 

RESOLUTION APPROVING  FINAL PAY REQUEST FOR  CTA BLUE LINE PARKING  

TO CHICAGOLAND PAVING  CONTRACTORS, INC. APPROVED 

BOARD OF FIRE AND  POLICE COMMISSIONERS  DIRECTED TO APPOINT 1  FIRE CAPTAIN, 1 FIRE  LIEUTENANT AND 1  

FIREFIGHTER 

APPROVED BY MOTION

• He was notified that the Invest in Cook grant was awarded to the village to pay half of the Van  Buren sidewalk project. The project will total about $500,000 in work and will stretch from  Madison street to the CTA Blue Line, along Van Buren Street.

• The village and Local 705 bargaining teams did a great job and it’s a good sign when both  groups can make an agreement where they are all satisfied. 

• Mr. Gillian thanked Swallow Construction and Brad Bahn of Burke Engineering on the  conclusion of the Circle Sewer Separation Project. The project was not scheduled to be  completed until Spring of 2021 and thanks to their hard work and coordination, the job is  essentially finished. The street striping may be done on Wednesday and the entire job was  accomplished with minimal complaints.  

COMMISSIONER’S REPORTS: 

Commissioner Novak wished his neighbor and longtime Forest Park Resident, May Bill, a Happy 100th Birthday on November 28th. In addition, the Commissioner wished all a Happy Thanksgiving. 

Commissioner Byrnes congratulated the staff at the Community Center on a job well done today. The  staff packaged up and provided 110 turkeys and trimmings to needy Forest Park families today. The  Commissioner also wished everyone a happy and safe Thanksgiving. 

Commissioner Voogd expressed her gratitude to the village staff, Department Heads, Attorney, Mayor  and Fellow Commissioners and wished a happy and safe Thanksgiving to all. 

Mayor Hoskins reported that he is happy to be back working at Village Hall and stated it is nice to be  here tonight with the Village Council and to be COVID-free. The virus is nothing to take lightly. The  mayor further thank all for their well wishes and thanked his generous neighbors for all they offered  during his illness. With 84,000 people currently hospitalized with COVID-19, the mayor encouraged  everyone to wear masks, and continue to be extra careful to try to slow the spread of the virus. In  addition, the village has reached out to the liquor license holders to communicate the village’s  expectations and the state’s current restrictions on their operations. Last, the mayor stated that he is  thankful for the support of the village staff and Village Administrator Gillian.  

ADJOURNMENT 

There being no further business to be addressed, Commissioner Voogd moved and Commissioner Byrnes seconded to adjourn the meeting. The motion carried. 

Mayor Hoskins declared the meeting adjourned at 7:24 P.M.
