Mayor Hermanek called the meeting to order with a Pledge of Allegiance and a Roll Call. In attendance were Trustee Czajka, Trustee Demopoulos, Trustee Mandel, Trustee Mengoni and Trustee Sarro. Trustee Flores was absent
Others in attendance were Administrator Scarpiniti, Attorney Byrne, Police Chief Garcia, Fire Chief McDermott, Recreation Director Mrozik and Public Works Foremen Durec.

Trustee Czajka read the following report from the Parks and Recreation Department:
Family Pumpkin Float will be held Tuesday October, 20th from 6:30 to 8pm and the Family Pumpkin Carving will be held on October 29th from 6:30 to 8pm. Please register as soon as possible for these events.

Trustee Mengoni read the following Executive Summary:
On September 29th ,2020 bids were received and opened for new construction of sidewalks on the south end of town. Ten bids were received and tabulated with no errors found.
The low bidder was J. Nardulli Concrete, Inc of Cicero, Il in the amount of $64,145.00. This amount was $13,205 or 17.7% below the Engineer’s project estimate of $74,680. J. NardulliConcrete is qualified to perform this work.
Sufficient funding has been budgeted in the current fiscal year.
Trustee Mengoni moved and Trustee Demopoulos seconded to accept the Tabulation of Bids for the south end sidewalk construction project and to award the contract to the lowest bidder,

Trustee Mengoni read the following Executive Summary:
As part of the ongoing efforts to update existing development codes and ordinances, we are requesting a text amendment to Chapters 5 thru 8 of the current Zoning Ordinance in order to create a single list of all permitted and conditional-permitted uses within the Village.
Currently, permitted and conditional land uses are listed individually by zoning district within Chapters 6 thru 8 of current zoning ordinance. The significant majority of the land uses date back to when this ordinance was first enacted in 1990.
Staff is recommending a substantive change that should over time, be viewed as positive changes for the Village. This recommendation is as follows:
Protect the B2 and B3 Zoning Districts by limiting the amount of commercial (i.e., retail) tenant that can be converted to office use. Presently, the Mall is zoned B3 and within that district general office and medical office type uses are permitted by right. Over time, significant areas of the Mall tenant space could be converted from retail to non-sales tax generating office use without the benefit of any involvement or approval by the Village Board. Accordingly, Staff is recommending that for any multi-tenant building, the total amount of gross floor area that could be devoted to any office use (i.e., professional or medical office) would be 15 percent of the total gross floor area of all buildings on the property. Anyone seeking relief to this provision could seek the approval of either a variation or incorporate the change as part of a formal planned development application.
A public hearing is planned for Thursday, October 15th at 6pm to review and discuss these recommendations.

Trustee Mengoni read the following Executive Summary:
As part of the Staff’s ongoing efforts to update the Village’s zoning ordinance, we are recommending a text amendment to Chapter 12, titled Administration & Enforcement. The key element of this updated amendment is to reflect the recent changes approved that consolidated the Plan Commission and the Zoning Board of Appeals into a single 7 member Joint PC/ZBA with dual responsibilities and purposes.
A public hearing is planned for Thursday, October 15th at 6pm to review and discuss these recommended changes.

MAYORAL REPORT
Mayor Hermanek would like everyone to have a fun and safe Halloween. We have a couple announcements to ensure that everybody can enjoy themselves. Trick or Treating will be allowed from 3pm-6pm. We ask that everyone travels with members of their own household, maintain social distance from other groups and wear a mask for the duration of trick or treating. Please follow the CDC guidelines to keep the holiday safe for all involved.
The Village will have signage available at the end of the week for homes that either wish or do not wish to pass out treats for Halloween. There will be green signs for houses that are participating and red signs for homes that are not. Simply display the sign on your front door or in a window that is visible to the parents and children.
The Recreation Department has added a new event for children in town. North Riverside are invited to participate in the Boo-2-You Drive-Thru on Saturday, October 31st beginning at 1pm. Cars will drive through Veterans Park parking lot to see costumed characters, bop to the music and collect a goodie bag with treats. The event will continue until supplies run out. Please have your North Riverside vehicle sticker clearly displayed upon arrival. North Riverside wishes you all a Happy Halloween!
