Chair Tyrrell moved to open the committee meeting, seconded by Member Chen. The motion passed on a roll call vote. Voting aye: Member Chen and Chair Tyrrell. The General Government Committee meeting was called to order at 11:45 a.m.

2. Approval of Minutes
Chair Tyrrell moved, seconded by Committee Member Chen, to approve the minutes of the meeting of November 5, 2020 as read. The motion passed on a roll call vote. Votingaye: Chair Tyrrell and Member Chen. Voting nay: None.
3. Updated Intergovernmental Agreement with Lyons Township High School
Director Schramm introduced his request to approval of an updated intergovernmental agreement with Lyons Township High School. The Village's Metropolitan AreaNetwork (1VIAN) currently utilizes a 1 Gb fiber optic connection which is shared among other members. This provides cost sharing between the agencies and has worked well for several years. Due to COVID-19 requiring remote learning and the high schools 1 to 1 initiative, there is a need for increased internet bandwidth. The high school has proposed upgrading the circuit to 10 Gb fiber with the same provider. If the connection terminates at and is billed through the high school, we can take advantage of federal E-rate subsidies. Between newly negotiated rates with the provider and the E-rate subsidy, this can be accomplished with no increase in cost to the Village or any other members.
To allow for this transition, some changes need to be made to the intergovernmental agreement between the Village and Lyons Township High School. The billing responsibility is changing to the high school and the connection will originate there. It will connect to us using the same fiber than was connecting us before. We are simply changing the direction. The agreements with the other agencies would remain intact.
After a lengthy discussion which included history on the Village's Metropolitan AreaNetwork, the committee agreed that moving forward with a revised agreement providing for this change made sense. Attorney Jumsik is drafting a revised intergovernmental agreement and approval resolution which will be before the Board for consideration of approval on December 7, 2020.

The next General Government Committee meeting was scheduled for Wednesday,January 6, 2021 at 11:45 a.m.
With no further business to discuss, Chair Tyrrell moved, seconded by Member Chen, to adjourn the committee meeting at 12:30 p.m.
