CITY OF NORTHLAKE: Open For Bids Fullerton Avenue Resurfacing Project

City of Northlake issued the following announcement on Jan. 9.

Fullerton Avenue Resurfacing project.

RFQ’s will be due by January 27, 2021.

The City of Northlake (hereinafter City) is seeking Phase III Engineering Services for the East

Fullerton Avenue Resurfacing Project. This construction phase of the project is funded

through the federal Surface Transportation Program (STP); therefore, all work must be done

in accordance with STP guidelines.

The Consulting Engineer shall perform and carry out, in a professional and satisfactory

manner, the necessary services required to complete the requirements included in the

project. The City shall provide a qualified Liaison Engineer to assist the Consultant in City

interpretations. The services to be provided related to this Request for Qualifications (RFQ)

are described in the Minimum Scope of Services section of this RFQ. All work must adhere

to City and Illinois Department of Transportation (IDOT) standards as required.

The Consulting Engineer shall have successfully completed a minimum of three projects of

the same type and size to the East Fullerton Avenue Resurfacing Project. The proposed

Project Manager shall have a minimum of five years of experience in Phase III Engineering

on IDOT Bureau of Local Roads and Streets (BLRS) projects. A list of these projects and the

IDOT BLRS contact and local agency contact for the project should be provided.

The project will include the resurfacing of East Fullerton Avenue (Key Route 1381) from North

Wolf Road (Key Route 2690) to Geneva Avenue (Corporate Limits) (4,000 LF, 0.75 miles).

Resurfacing will include the removal of 3½ inches of asphalt and replacement with 1½ inches

of Hot-Mix Asphalt Surface Course and 2¼ inches of Hot-Mix Asphalt Binder Course along

with Area Reflective Crack Control, asphalt pavement patching, removal and replacement as

necessary of curb and gutter, sidewalks and driveways, construction of detectable warnings

(ADA accessibility), structure adjustments and reconstructions, removal and replacement of

traffic signal detector loops, sodding and restoration, and pavement striping.

The schedule on this project is critical and a team with the experience and relationship with

IDOT staff to complete the design in a timely manner is key. The project is currently

scheduled for a June 11, 2021 letting.
