Electronic Attendance: This meeting was conducted via Zoom online platform in accordance with Illinois Governor Executive Orders: Number 2020-07 dated March 16, 2020, Number 2020-10 dated March 20, 2020, Number 2020-18 dated April 1, 2020, and Number 2020-32 dated April 30, 2020 ("Stay at Home" Order).

1. Call to Order

The meeting was called to order at 6:00 p.m. on Monday, November 9, 2020. 2. Roll Call

Present were Scott Lewis, Chair, and Alan Fink, Trustee. Also present were Chief Brian Budds, LES, Chief Patrick Kenny, Fire & EMS, Deputy Chief Mike Kelly, Fire & EMS, Grace Turi, Director of Finance, Pat Schramm, Director of Technology, President Alice Gallagher, and Manager Ingrid Velkme.

3. Approval of Minutes - October 6, 2020

MOTION: Trustee Fink made a motion to approve the minutes of the October 6, 2020 meeting. Chair Lewis seconded the motion and the minutes were approved by unanimous vote.

5. Engine 1711 Replacement Request

Chief Kenny explained that the fleet was evaluated in 2011 when they had three engines. The Fire Department split the fleet when Station 2 opened that year and made the decision to reduce the fleet from three engines to two engines. This reduction did not affect the ISO rating. Reducing the fleet from three engines to two engines saved $500,000.

It was decided to refurbish the ladder truck instead of purchasing a new ladder truck. This saved over $500,000. It is now necessary to purchase a new ladder truck. A grant has been applied for and is in the process of being reviewed, but it has not been awarded at this time.

Chief Kenny explained that the cost of purchasing a new ladder truck would go up from $16,000 to $20,000 if purchased after January 1, 2021. If the ladder truck was purchased or there was an agreement to purchase in place before a decision has been made on the grant, the grant may be voided. However, the purchase is a necessity and the Village is running out of time for 2020.

Deputy Chief Kelly explained this is the reason for the letter of intent. The dealer has agreed to extend the 2020 pricing if the Village signs a letter of intent stating they will sign a contract by February 1, 2021. This gives the Village time to hear if the grant will go through. Director Turi said that if the grant does not go through, financing will have to be secured elsewhere, possibly through a bank promissory note or through lease/purchase.

MOTION: Chair Lewis made a motion to recommend that President Gallagher sign the letter of intent to replace Engine 1711. Trustee Fink seconded the motion and it was approved by unanimous vote.

7. Adjournment

MOTION: Chair Lewis made a motion to adjourn. Trustee Fink seconded the motion.

The motion to adjourn was approved by a unanimous vote at 6:14 p.m.
