Village of Franklin Park Firefighters’ Pension Fund Board of Trustees met Nov. 2.

Here is the minutes provided by the board:

I. PLEDGE OF ALLEGIANCE

II. CALL TO ORDER: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

III. ROLL CALL; ESTABLISHMENT OF QUORUM

Village Clerk Roberta Johnson called the roll:

Present at Board Meeting: Mayor Pedersen; Joe Montana (Village Attorney); Roberta Johnson (Village Clerk); Tom Dailly, (I.T. Director); and Mike Witz (Director of Police)

Present Via Teleconference: Trustees Ms. Avitia, Mr. Hagerstrom, Mr. Johnson, Mr. Ruhl, Ms. Special, Mr. Ybarra

The Village Clerk declared a quorum was present.

Staff Members Present Via Telecommunication: Lisa Anthony (Director of Human Resources/Health and Welfare), Joe Lauro (Utilities Commissioner), John Schneider

(Director, Community Development), Tom McCabe (Engineer Consultant for Smith LaSalle), Frank Grieashamer (Treasurer), Pete Cajigas (Director, Building Department)

1. (Public was also give the opportunity to submit comments to the Village Clerk via email to be read at the meeting) No comments were received via email and no comments from those present in the room

V. COMMITTEE REPORTS

A. Finance And Special Events Committee (Mr. Johnson, Chair)

1. Mr. Johnson Stated The Latest Financial Report Has Been Distributed To The Trustees By Controller David Gonzalez

2. Mr. Johnson Announced The Village Of Franklin Park And The American Legion Post 974 Will Host Their Annual Veterans’ Day Observance On Wednesday, November 11 At 11 A.M. The Event Will Be Held At The American Legion Located At 9757 Pacific Avenue And Will Honor All Military Veterans Who Have Honorably Served Our Country And The Ceremony Will Include Recognition Of The New Names To The Veterans Monument

3. Mr Johnson Announced The Village Is Planning A Christmas Parade On Saturday, December 5, 2020 In The Afternoon. This Will Take Place Instead Of The Annual Tree Lighting Festivities. Santa, Mrs. Clause And The Elves Will Be Riding Along In The Parade And Trustees Will Drive Their Own Car Or Have A Family Member Drive. The Parade Will End At The Gazebo And The Mayor Will Light The Christmas Tree. More Information Will Be Forthcoming

B. Water And Sewer/Fleet Maintenance Committee (Ms. Avitia Chair)

1. Ms. Avitia Stated Since The Last Board Meeting, There Were 4 Water Main Breaks And 2 Valves On The King Street Pump Vaults Replaced

2. Ms. Avitia Stated Tom Dailly And I.T. Are Helping With Replacing The Main Server For The S.C.A.D.A. And Working On The Billing Side Getting The Switch Gear Repaired Or Replaced For Water Billing

3. Ms. Avitia Stated There Were 7 Backed Up Sewer Calls All Were Resident Issues, And 19 Dirt Stops Completed To Repair Parkways

4. Ms. Avitia Stated Reuters Phase 3 And 4 Are Moving Along And All Domestic Water Services Are About Complete With Remaining Work Finishing By Thanksgiving For Winter Shutdown

5. Ms. Avitia Stated The Franklin Avenue Reconstruction Project Is Moving Along With The Water Main Alignment And The Nbis Inspection Of The Silver Creek Box Culvert Will Be Completed Soon

6. Ms. Avitia Announced Village Staff And Smith Lasalle Staff Met To Discuss Utility Coordination For The Eowa Tollway Project

7. Ms. Avitia Stated There Were 4 Large Sewer Repairs Since The Last Board Meeting And All 4 Repairs Were Done By A Private Village Contractor Due To The Depth Of The Sewer Lines

8. Ms. Avitia Stated The I.D.O.T. Fullerton Avenue Drainage And Culver Project Gas Mains Has Been Completed

C. Police And Fire Committee (Mr. Ruhl, Chair)

1. Mr. Ruhl Stated He Had No Report For The Police Or Fire Department

D. Streets, Alleys And Fleet Maintenance (Mr. Ybarra, Chair)

1. Mr. Ybarra Stated 26 Tons Of Cold Patch Was Used For Pot Hole Repair

2. Mr. Ybarra Announced The Forestry Division Has Removed

4 Trees And Trimmed 37 Trees

3. Mr. Ybarra Stated All Street Sweeping Routes Completed And 3 Fly Dumps

4. Mr. Ybarra Stated The 17th Avenue Alley Construction Started With The Alley Closed Until November 8 And Employees For The Businesses Will Be Allowed To Park On The South Side Of Fullerton Avenue

5. Mr. Ybarra Stated Reuter’s Phase 2 Final Hma Top Surface Coat Will Be Applied Tuesday, November 3

6. Mr. Ybarra Announced The Franklin Avenue Reconstruction Project Is Moving Along With The Plat Of Highway Approved By I.D.O.T. R.O.W. Negotiators Contract Approved With Final Negotiations Starting

7. Mr. Ybarra Announced Item Number 6 On The Consent Agenda Is For The Purchase Of 4 Large 740 Snow Plow Trucks And Will Take About 6 To 9 Months To Build

8. Mr. Ybarra Stated Interviews For Mechanics Has Been Ongoing

E. Property, Planning, Zoning, And Building Committee (Ms. Special, Chair)

1. Ms. Special Announced For The Building Department 35 Contractors Applied And Registered For Licenses, 77 Building Permits, 18 Electrical Permits, 1 Sign Permit, And 5 Fire Permits With Total 101 Permits In A Two-Week Span. There Were 12 Property Closings, Including Residential And Commercial, 4 New Businesses Applied For Occupancy With 1 Occupancy Certificate Approved

2. Ms. Special Stated For Community Development, The Village Has Selected An Engineering Consultant To Assist With The Bike And Pedestrian Route Proposal As Part Of The Regional Transportation Authority’s (Rta) Access To Transit Grant Program. The Proposal Will Create Safe Bicycle And Pedestrian Travel Through Franklin Park Via Routes That Connect Public Transportation To The Village’s Downtown District, Industrial Corridors And Des Plaines River Trail. Preliminary Planning And Engineering For The Project Has Begun

F. Human Resources, Sustainable Practices And Senior Services Committee (Mr. Hagerstrom, Chair)

1. Mr. Hagerstrom Announced The Annual Shred Day Was A Successful Event With 350 Vehicles Coming Through With Either Paper To Shred Or Electronics To Recycle. Unwanted Drugs Were Also Collected To Be Destroyed By The Police Department. Representative Camille Lilly And Her Staff Distributed Bags With Sanitizer And Face Coverings. He Thanked Chief Witz For Providing An Officer To Help With Traffic And An Big Thank You To Mike Saeli And The Street Department Staff For Coordinating A Smooth Event

Motion To Approve The Acquisition Of Four (4) Ford F-750 Diesel Regular Cab Base Dump Trucks With Spreaders And Plows From Roesch Ford Commercial Truck Center, Bensenville, Illinois And Monroe Truck Equipment, Joliet, Illinois, As Part Of The State Of Illinois Procurement Program In An Amount Not To Exceed $655,228.00 (Or $163,807.00 Per Truck), To Ensure The Health, Safety And Welfare Of The Residents And Authorize The Officers And Officials Of The Village To Execute The Necessary Documents And Take Such Further Action To Effectuate Same

Motion made by Ms. Special seconded by Ms. Avitia to approve the Consent Agenda with Item Number 5. “An Ordinance of the Village of Franklin Park, Cook County, Illinois Approving A Purchase and Sale Agreement Between the Village and A & E Landscaping, Incorporated for the Village Owned Parcel of Real Property At 9800 Franklin Avenue” removed

Village Clerk Roberta Johnson announced early voting in the Village Hall had finished today with a huge turnout of voters during the early voting period

1. President Pedersen announced he will be doing commentary on the election results tomorrow evening on ABC-TV channel 7 beginning at 7:00 p.m.
