Village of Western Springs Board of Fire and Police Commissioners met Oct. 12.

Present: Chair Marcia Buell; Commissioner Janet Dahl; Commissioner James Maragos; Brian Budds, Director of Law Enforcement Services; Susan Depner, Law Enforcement Services

Absent: Patrick Kenny, Director of Fire and EMS; Ingrid Velkme, Village Manager; Ellen Baer, Director of Administrative Services; Michael Jurusik, Village Attorney

Call to Order

Chair Buell called the meeting to order at 2:03 p.m.

Roll Call

Chair Marcia Buell, Commissioner Janet Dahl, and Commissioner James Maragos were present. Also present were Brian Budds, Chief of Police, and Susan Depner, Police Department Administrative Services Coordinator.

Approval of Minutes - August 26, 2020

MOTION: Commissioner Maragos made a motion to approve the minutes of the August 26, 2020 meeting. Commissioner Dahl seconded the motion. All present were in favor and the motion was approved by voice vote.

Public Comment

None.

Notice of Sergeant Retirement

Chief Budds notified the Commissioners that Sgt. Tony Jemison retired, effective October 9, 2020. Sgt. Jemison gave one-week notice, three months after being promoted to the position of sergeant. Chief Budds said that Sgt. Jemison left on good terms after serving the Western Springs Police Department for 21 years.

Recess to Closed Session: 5 İLCS 120/2(c)(1) - Discussion of the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employee(s) of the Public Body

MOTION: Commissioner Maragos made a motion to adjourn to closed session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employee(s) of the public body. Commissioner Dahl seconded the motion. The motion passed by a unanimous voice vote and the Commission adjourned to closed session at 2:12 p.m.

MOTION: Commissioner Dahl made a motion to adjourn the closed session. Commissioner Maragos seconded the motion. The motion passed by a unanimous voice vote and the closed session adjourned at 2:27 p.m.

Motion to Approve the Promotion of Candidate from Current Eligibility List to the Classified Rank of Sergeant to Fill Current Sergeant's Vacancy

MOTION: Commissioner Dahl made a motion to approve the appointment of Detective A.J. Hull to the position of sergeant to fill the current sergeant's vacancy. Commissioner Maragos seconded the motion. The motion passed by a unanimous voice vote.

Other Business

Chief Budds gave an update on the sergeant process. Last week, a mandatory orientation session was held. Every officer who is eligible to take the sergeant exam has applied to do so. With the promotion of Det. Hull, there will be 11 candidates for the sergeant exam. The In-basket exam is scheduled for November 5th. Oral interviews with the Commissioners are scheduled for December 3rd.

Chief Budds also updated the status of Probationary Officer Aaron Riley. He is in the 12th week of the 14-week academy. The academy has been paused due to two persons testing positive for COVID-19, but Probationary Officer Riley is still on track to graduate from the academy on October 30, 2020.

Adjournment

MOTION: Commissioner Maragos made a motion to adjourn the meeting and Commissioner Dahl seconded the motion. The motion passed by a unanimous vote. The meeting adjourned at 2:40 p.m.
