1. Public Comment None

Chair Fink inquired about the Electrical Pumping station aesthetics of the building. Director Supert reported the building is not completed at this time, landscape screening around the cabinet will be done in the spring. This was submitted to the Plan Commission in 2018. The reviewed various designs in the Chicagoland area and various elements in areas for different options. This was a full process along with community input and was taken to the Village Board and the Plan Commission.

2. Approval of Minutes Motion to approve by Trustee Scott Lewis and seconded by Chair Al Fink. Roll Call to approve minutes Chair Fink-Aye; Trustee Lewis-Aye.

3. Preliminary Budget Presentation Director Supert presented the preliminary budget to the Committee, a draft budget information and now working with the Finance department. The draft budget will be presented and then bring back to the November board cycle with a MUNIS presentation. Director Supert reported these items will mainly be capital related, roadway, water and sewer. Updated budget worksheets with pre-final information from MUNIS, the Village’s financial software, are expected to be presented to the Committee during the November cycle. Discussion continued about the preliminary draft budget with the Committee.

4. CMAP Transportation Resilience Plan Assistant Director Casey Biernacki presented to the Committee the Central Council of Mayors Transportation Resilience Plan. He reported the Council is comprised of fifteen individual communities, including Western Springs, in the Chicagoland area. In 2018, the Council through the CMAP completed the first phase of the Surface Transportation (STP) Fund and Transportation Plan. The first phase outlined transportation improvement needs of the fifteen communities to propose future multi- jurisdictional projects. Assistant Director Biernacki reported on September 9, 2020, the Council voted to assess the transportation system further by identifying flooding issues resulting from climate change and to pinpoint where flooding and stormwater needs coincide with planned transportation project. The local contribution is $15,000 split evenly between the fifteen members of the council. Assistant Director Biernacki presented the project charter, resolution and IGA between the Village and CMAP.

5. IDOT Salt/Sidewalk MFT Resolution Assistant Director Biernacki presented the 2020 IDOT MFT Salt/Sidewalk Purchase Correction to the Committee. He advised the Illinois Department of Transportation (IDOT) allows municipalities to utilize motor fuel tax (MFT) funds for various infrastructure maintenance items. These resolutions need to be updated on an annual basis at IDOT’s request. He reported the Village is requesting $109.642.50 in MFT funds to be split between the sidewalk replacement program and the purchase of salt.

6. Capital Summary Report

Director Matthew Supert presented the Capital Summary Report to the Committee.

Ridgewood Oaks Detention Basin

Bids were opened on 3/10/2020 with two apparent low bidders and the bid was awarded during the March Board cycle. The ordinance drafting SSA#8 was presented to the Village Board in May. The vote for the creation of SSA#8 has been postponed until October 15.

Well No 5 Electrical & Pumping Equipment

ComEd has completed their work on the site and Suez is scheduled to place the pump equipment within the next two weeks. The Village anticipates test pumping the well in late October and November.

Elevated Tank

This project is going to kick-off. There has been discussion for the removal of the cellular equipment on the elevated tank. The monopole is anticipated to be placed near the Elevated Tank around November and equipment is expected to be remove by March 15th. All cell providers coordinate with each other. The Village does an inspection for ROW.

2020 Roadway Referendum Assistant Director Casey Biernacki reported to the Committee an update on the roadway projects. All concrete payment has been poured and roadway is open for public use. The contractor has begun installation of the green infrastructure improvements at Reid/Prospect and parkway restoration is underway. Pavement stripping will be done soon. Trending over the contract price due to water main underground infrastructure.

2020 Roadway Referendum Program and IEPA Water Main Improvement Project-Clausen Avenue

The contractor poured the east lane of Clausen Avenue. The west lane is scheduled for removal and replacement beginning the week of October 12th. Projected completion date is 11/22/2020.

2020 Motor Fuel Tax (MFT) Resurfacing Program

The project is substantially complete. Site restoration will occur once the weather allows the installation of sod.

2019 Roadway Referendum Program

Restoration is complete. Final pay quantities and estimates are being finalized.

2019 MFT Resurfacing Program

Project restoration is complete and awaiting final invoicing.

Central Avenue Reconstruction/MWRD Sewer Separation

Director Supert reported an open house meeting was held on September 15, 2020 5-7pm. Comments from the resident meeting are being compiled and responses are being developed. Village is coordinating with the Park District and Illinois Tollway on easements needed for a new storm sewer. The Village is working with IDOT and OSLAD grants on the park district property. Assistant Director Biernacki reported to the Committee the Central Avenue meeting went well. It was held outdoors at Spring Rock and was successful in attendance

7. Other

Director Supert reported the Forest Hills Sidewalk Engineering Proposal will be discussed at the next Village Board meeting to discuss further.
