City of Northlake City Council met Sept. 14.

This was a combined meeting because of COVID-19 and was called to order at 7:00 p.m. Mayor Sherwin called for the roll.

Mayor Sherwin presented the minutes of the combined finance and city council meeting held on August 17, 2020. Alderman Patti made a motion to accept the minutes of the finance and city council meeting held on August 17, 2020; seconded by Alderman Grochowski. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
MOTION TO ACCEPT THE MINUTES OF THE AUGUST 17, 2020 COMBINED FINANCE AND CITY COUNCIL MEETING CARRIED
Alderman Patti made a motion to appoint Jaime Ochoa, Jr. to the Addison Creek Conservancy District Board; seconded by Alderman Johnson. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Alderman Patti made a motion to accept the warrants and vouchers; seconded by Alderman Gonzalez. Questions were asked and answered respectively. Mayor Sherwin called for the roll.

Alderman Patti stated the Youth Commission and Northlake Library are planning on a bilingual story hour which should begin next month. Mayor Sherwin noted the City Council will resume its normal schedule next month. There was a discussion on Trick-Or-Treating and it was decided to go ahead with it unless something changes regarding COVID, and that the hours will be from 2:00 to 7:00 since it falls on a Saturday. Mayor Sherwin noted the Kiwanis and the Northlake Library are working on a “story walk” which would be situated in Grant Park.
Alderman Patti made a motion to approve Resolution R-16-2020; A Resolution Approving an Intergovernmental and Subrecipient Grant Agreement for Coronavirus Relief Funds Between the County of Cook, Illinois and the City of Northlake; seconded by Alderman Straube. Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve Ordinance O-13-2020; An Ordinance Establishing Sign Requirements for the Intersection of Country Club Drive and Roy Avenue and Amending Section 6-4-1 of the Northlake City Code; seconded by Alderman Johnson. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-13-2020; AN ORDINANCE ESTABLISHING SIGN REQUIREMENTS FOR THE INTERSECTION OF COUNTRY CLUB DRIVE AND ROY AVENUE AND AMENDING SECTION 6-4-1 OF THE NORTHLAKE CITY CODE CARRIED
Alderman Patti made a motion to proceed with the development and approval of a contract with Lakeshore Recycling Systems effective January 1, 2021 for the collection and transportation of residential waste; seconded by Alderman Straube. Alderman Gonzalez was
on the committee that researched venders and they reviewed several proposals. They met with the three top bidders. Lakeshore Recycling Systems was the lowest bidder and had good references. Mayor Sherwin called for the roll.

MOTION TO PROCEED WITH THE DEVELOPMENT AND APPROVAL OF A CONTRACT WITH LAKESHORE RECYCLING SYSTEMS EFFECTIVE JANUARY 1, 2021 FOR THE COLLECTION AND TRANSPORTATION OF RESIDENTIAL WASTE CARRIED
Alderman Grochowski made a motion to refer Grievance #20-03 to the Hearing Officer; seconded by Alderman Patti. Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve the contract with Ciosek Tree Service for 2021 through 2025; seconded by Alderman Straube. Tony Faciano recommended we approve this 5-year contract as they have provided good service to the City and they guarantee no price increase for two years. Mayor Sherwin called for the roll.

Alderman Patti made a Motion to Approve Resolution R-17-2020; A Resolution Supporting the Renewal of a Class 6b Real Estate Tax Assessment Application by RLF I-C SPE, LLC for an Industrial Facility Located at 165 Lake Street, Northlake, Cook County, Illinois; seconded by Alderman Straube. This is a refined version of a Resolution passed at last month’s meeting. Mayor Sherwin called for the roll.

Alderman Patti made a Motion to Award Bid for Permeable Paver Parking Lot at City Center; seconded by Alderman Feldmann. Mayor Sherwin called for the roll. The City received a $350,000.00 Grant for this project.

Ms. Powell from Republic Services thanked the City for their successful partnership and asked for us to please consider them again when our new waste disposal contract expires.
Lexie thanked the City Council for approving the stop sign at the intersection of Country Club and Roy Avenues.
There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
