CALL TO ORDER: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:02 p.m.

1. MR. JOHNSON ANNOUNCED THE CLERK'S OFFICE IS COLLECTING ANKLIN PARK'S HONORABLY DISCHARGED VETERANS' TO BE ENGRAVED ON THE VETERANS' MEMORIAL MONUMENTS. ANY VETERAN WHO DID OR IS LIVING IN FRANKLIN PARK IS WELCOME TO SUBMIT A COPY THEIR DD-214, (HONORABLE DISCHARGE PAPERS) TO THE CLERK'S OFFICE BEFORE FRIDAY, OCTOBER 15 TO BE INCLUDED ON THE MONUMENTS FOR THE VETERANS' DAY CEREMONY EVENT
B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia Chair)
1. MS. AVITIA REPORTED 6 WATER MAIN BREAKS 3 BACKED UP SEWERS, 5 SEWER COLLAPSES (2 REPAIRED BY VILALGE STAFF AND 3 BY OUR CONTRACTOR) AND 1 BACK YARD DRAINAGE PROJECT COMPLETED
2. MS. AVITIA STATED REUTERS' PHASE 3 AND 4 IS MOVING ALONG WITH FIRST PART OF THE WATER MAIN INSTALLATION AND PRESSURE TEST AND IT HAS PASSED THE CHLORINE TEST. WHEN THE HARD COPY OF THE RESULTS IS RETURNED, IT WILL BE SUBMITTED TO THE E.P.A.
3. MS. AVITIA STATED A WATER MAIN REDIRECTION WAS INSTALLED BY CROSSINGS 2
4. MS. AVITIA STATED A HYDRANT WAS OUT OF SERVICE DUE TO IT BEING HIT BY VEHICLE, BUT WILL BACK BE IN SERVICE BY THE END OF THE WEEK
5. MS. AVITIA REPORTED WATER BILLING AND COLLECTION HAS BEEN BUSY WITH WATER BILLS DUE SEPTEMBER 29 AND SHUT OFF FOR DELINQUENT ACCOUNTS ON SEPTEMBER 30. THE VENDOR FOR THE METER BILLING SOFTWARE WENT ONLINE ON SEPTEMBER 15 TO RUN PARALLEL WITH THE CURRENT PLATFORM
6. MS. AVITIA STATED VISU-SEWER CONTINUES TO JET AND TELEVISE ALL SEWERS IN THE NERBONNE AREA AND SOUTH OF MARCONI SUBDIVISION AS WELL AS ROSE STREET. MS. AVITIA STATED THE IDOT FULLERTON AVENUE DRAINAGE PROJECT IS MOVING ALONG

1. MR. YBARRA STATED SINCE THE LAST MEETING, 14 TONS OF COLD PATCH AND 27 TONS OF HOT PATCH APPLIED TO REPAIR STREET OPENINGS
2. MR. YBARRA STATED I.D.O.T. (ILLINOIS DEPARTMENT OF TRANSPORTATION) IS WORKING ON RESURFACING MANNHEIM ROAD AND INSTALLING A TRAFFIC SIGNAL AT ROBINSON AND RIVER ROADS
3. MR. YBARRA REPORTED SMITH LA SALLE STAFF AND CONTROLLER DAVID GONZALEZ WORKING TO RESOLVE ALL SUBMITTAL ISSUES REGARDING THE 20 GM-MFT PROJECT CLOSE OUT
4. MR. YBARRA STATED SMITH LA SALLE IS WORKING ON 9380 CHESTNUT PROJECT
5. MR. YBARRA STATED THE STREET DEPARTMENT REMOVED 3 TREES AND TRIMMED 37 TREES, INSTALLED 4 STOP SIGNS, 3 COMBO STREET NAME SIGNS, 2 SPEED LIMIT SIGNS, 6 ONE-WAY SIGNS
6. MR YBARRA REPORTED THE FLEET DEPARTMENT IS SHORT STAFFED AND HAS BEEN OUTSOURCING MOST REPAIRS UNTIL NEW MECHANICS CAN BE HIRED
7. MR. YBARRA STATED THE 17TH AVENUE ALLEY IS MOVING ALONG
E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE (Ms. Special, Chair)
1. MS. SPECIAL REPORTED COMMUNITY DEVELOPMENT STAFF ATTENDED THE ILLINOIS CHAPTER OF THE AMERICAN PLANNING ASSOCIATION'S ANNUAL CONFERENCE VIRTUALLY AND THROUGH WEBINARS AND THE CONFERENCE HIGHLIGHTED THE DES PLAINES RIVER TRAIL IMPROVEMENTS WHICH MAYOR PEDERSEN AND THE VILLAGE HAVE BEEN SPEARHEADING ALONG WITH THE FOREST PRESERVE DISTRICT OF COOK COUNTY, CHRISTOPHER BURKE ENGINEERING AND OTHER MUNICIPALITIES

THERE WERE 14 PROPERTY CLOSINGS AND 7 NEW BUSINESSES THAT APPLIED FOR OCCUPANCY, 4 OCCUPANCY CERTIFICATES APPROVED AND 1 MULTI DWELLING REGISTRATION
F. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair)
1. MR. HAGERSTROM ANNOUNCED REPRESENTATIVE COMILLE LILLY AND THE VILLAGE WILL BE CO-SPONSORING A SHRED DAY ON SATURDAY, OCTOBER 24 FROM 9:00 A.M. TO NOON AT THE POLICE DEPARTMENT PARKING LOT AND VOLUNTEERS ARE NEEDED TO TAKE SHREDDING MATERIALS OUT OF TRUNKS OF CARS SO RESIDENTS DON'T HAVE TO EXIT THEIR CARS
2. MR. HAGERSTROM STATED WITH FLU SEASON COMING ON, HE

THE SHOTS WILL BE AVAILABLE TO VILLAGE EMPLOYEES ON OCTOBER 1 AT FIRE STATION #2 FROM 7:30 TO 9:00 A.M. AND AT THE POLICE STATION FROM 1:00 TO 2:00 P.M. X. COMMENTS FROM THE CLERK
Ms. Johnson stated early voting will take place in the Village Hall back conference room from October 19 through November 2 from 8:30 a.m. to 7:00 p.m. and Saturdays and Sundays from 9:00 a.m. to 5:00 p.m. There will be a drop box available inside the polling place room for those using mail-in voting who would prefer to drop off their ballot instead of mailing it to the Cook County Clerk
XI. COMMENTS FROM THE PRESIDENT
Mayor Pedersen commented on progress of the Des Plaines River Trail Improvements Project that the Village is spearheading with the Forest Preserve District of Cook County, Christopher Burke Engineering and other municipalities and announced grants from the Illinois Transportation Enhancement Program and others to help pay for chronic flooding issues, maintenance repairs and unsafe road crossings
