Village of Forest Park Village Council met Sept. 24.

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.
ROLL CALL
Commissioners Novak, Byrnes, Voogd and Mayor Hoskins answered the Roll Call. Commissioner Nero was unable to attend due to work travel. Mayor Hoskins announced that all members are attending remotely via video teleconference and he is present in the Council Chambers due to Social Distancing regulations resulting from the COVID-19 pandemic.
APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS
It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the minutes from the August 24, 2020, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

PUBLIC COMMENT
Mr. Larry Cima expressed his view that the Altenheim property should remain open and should not be developed for apartments or condos.

APPROVAL OF BILLS:
It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $683,436.10.

R-54-20 RESOLUTION FOR THE PAYMENT OF BILLS IN THE AMOUNT OF $683,436.10 APPROVED
It was moved by Commissioner Novak and seconded by Commissioner Byrnes that the Resolution authorizing acceptance of Department of Homeland Security Federal Emergency Management Agency Assistance to Firefighters Grants for FY2019 in the amount of $38,152.38 and FY 2020 COVID-19 Supplement in the amount of $1,692.38 and approving and authorizing execution of a purchase order for a Breathing Air Compressor be adopted.

R-55-20 RESOLUTION AUTHORIZING GRANT FOR BREATHING AIR COMPRESSOR APPROVED
It was moved by Commissioner Voogd and seconded by Commissioner Byrnes that the Resolution approving Pay Request #1 for the 2020 CTA Blue Line Parking Lot Improvements Project from Chicagoland Paving Contractors Inc. be adopted.

Mayor Hoskins announced that agenda item #4 is being postponed and will not be considered by the Village Council this evening.

COMMISSIONER’S REPORTS:
Commissioner Byrnes reported that we are coming down the stretch for the 2020 Census and Forest Park’s response is falling behind. The commissioner encouraged anyone who can to help out to convince Forest Park residents to respond to the Census. It is important to beat out the percentage of households that responded to the 2010 Census.
Mayor Hoskins echoed Commissioner Byrnes and thanked the commissioner for actively engaging residents and encouraging them to respond. In addition, the mayor pointed out that Commissioner Voogd has been consistently promoting the Census response as well. Forest Park is currently at about a 70% response rate. The mayor reminded residents that the Census does not use the information gathered for anything except for allocating Federal funding and for determining representation. The mayor further added that Forest Park is not alone with the 70% response rate. Rates are similar throughout the country. Last, Mayor Hoskins pushed for a strong finish with two weeks remaining before the Census stops gathering data and requested that the elected officials promote responding through any means, including social media. The Community Center has stepped up and is assisting Forest Park families with remote learning. The mayor recognized Karen Dylewski and her staff for their hard work towards this goal. The village received good news today from Cook County President Toni Preckwinkle. The county is providing more flexibility in the regulations for the village to receive the $296,000 reimbursement under the CARES Act, including the ability to use the funding to cover payroll for public safety employees. Finally, Cook County Assessor, Fritz Kaegi will be hosting a virtual town hall in coordination with the Mayor’s Office on Monday, September 21st. at 5:30. The Assessor will explain the reassessment and appeals process as Forest Park properties just received their triennial reassessment. Information and help to residents with appealing will be made available.

There being no further business to be addressed, Commissioner Byrnes moved and Commissioner Voogd seconded to adjourn the meeting. The motion carried unanimously.
