Village of Western Springs General Government Committee Met August 6

Village of Western Springs General Government Committee met Aug. 6.

Here is the minutes provided by the committee:

Present

Chair Tyrrell, Member Chen, Village President Gallagher, Village Manager Velkme, Directors Baer and Budds, and Village Attorney Jurusik

Chair Tyrrell moved to open the committee meeting, seconded by Member Chen. The motion passed on a roll call vote. Voting aye: ]VIember Chen and Chair Tyrrell. The General Government Committee meeting was called to order at 11:51 a.m.

1. Public Comment

There were no public comments.

2. Approval of Minutes

Chair Tyrrell moved, seconded by Committee Member Chen, to approve the minutes of the meeting of July 8, 2020 as read. The motion passed on a roll call vote. Voting aye: Chair Tyrrell and Member Chen. Voting nay: None.

3. The Village Club Raffle License Request

Village Manager Velkme stated that the committee initially reviewed a request from the Village Club for a raffle license. They want to start a drawing on September 1 which would be held weekly with proceeds up to $100,000. The Village had received a request for a "Queen of Hearts" type raffle from Nazareth in late 2018 which was denied due to crowd control and parking issues. St. John of the Cross also approached the Village with a request for such a license and after discussion, they revoked the request.

Chief Budds reviewed the application submitted by the Village Club at Village Manager Velkme's request and stated that he had concerns about COVID-19 and social distancing concerns for an in-person raffle conducted at the Village Club, as well as the same crowd control and parking issues related to the Nazareth request.

Mr. Frank Schimmel participated in the meeting remotely and said the plan for the raffle now looks to be a virtual raffle with the actual drawing of the raffle tickets conducted by a small group at the Village Club. Two (2) individuals will run the raffle and others will be in attendance to ensure the raffle is conducted properly and documented. People would able to purchase tickets in this "Zoom meeting" format and could also purchase raffle tickets from Village Club Board members prior to the drawing.

Chief Budds said this revision would alleviate most of his concerns. He did request that Mr. Schimmel submit a revised and updated application based on the new plan to the Village. Chief Budds asked if a large amount of cash would be on hand at the Village Club at any time. Mr. Schimmel said there would be no more cash than at any of the prior Village club events. Chief Budds asked what the Club's intention would be should the Governor lift the current restrictions. Mr. Schimmel said they would prefer to stay virtual.

Attorney Jurusik provided an update on pending legislation regarding raffle license law. Outsourcing of raffles is a current trend and the pending legislation will address some issues related to this. A physical presence at a key location should be part of any virtual raffle. The Village Club building would be the key location for the raffle the Club wishes to hold. Attorney Jurusik said the Board should update the Village's current raffle license ordinance with any changes the legislature adopts.

President Gallagher reiterated the need for an updated application submittal and said she wishes the Village Club well with their raffle. Village Manager Velkme also wished them well.

4. Director of Engineering Recruitment Update

Director Baer provided the committee with an update on the recruitment process for the new Director of Engineering position. Last week, interviews of potential candidates began and a second round of interviews with staff will be conducted. Director Baer will provide an update in September when we are further in the process.

5. Strategic Plan Process Review

President Gallagher said that August 17, 2020 is Village Manager Velkme's anniversary date and she would like to provide her with a review based on performance over the last year. President Gallagher also said the strategic plan process and budget process should be utilized to set future goals. Village Manager Velkme has contacted Dr. Greg Kuhn who has assisted the Village in the process in the past and he will provide her with several dates in September and October to update the strategic plan. This will be an abbreviated process in light of budget pressures caused by the pandemic. Village Manager Velkme's review will be the subject of a closed Board meeting on August 17, 2020.

6. Other

There was nothing else to discuss.

7. Schedule Next Committee Meeting

The Board has meetings scheduled on August 17 as well as September 14 and 28, 2020. The General Government Committee set their next meeting on Thursday, September 3, at 11:45 a.m.

8. RECESS AND ADJOURN TO CLOSED MEETING For The Purpose Of

Discussion Of: Pending Litigation (5 ILCS 120/2 (c)(l1)).

No further business was conducted during the open meeting.

With no further business to discuss. Chair Tyrrell moved, seconded by Member Chen, to adjourn the committee meeting at 12:25 p.m.

The motion passed on a roll call vote. Voting aye: Chair Tyrrell and Member Chen. Voting nay: None.
