Village of Forest Park Village Council met July 27.

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.
ROLL CALL
Commissioners Novak, Byrnes, Nero, Voogd and Mayor Hoskins answered the Roll Call. Mayor Hoskins announced that all members are attending remotely via video teleconference due to Social Distancing regulations resulting from the COVID-19 pandemic.
APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS
It was moved by Commissioner Novak and seconded by Commissioner Nero that the minutes from the July 13, 2020, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

ABSENT: None
Commissioner Byrnes was experiencing technical problems and was not counted in the roll call vote. The motion carried.
It was moved by Commissioner Nero and seconded by Commissioner Voogd that the minutes from the July 17, 2020, Special Meeting of the Village Council be approved without reading as each member has received a copy thereof.

PUBLIC COMMENT
Mr. Gene Armstrong spoke representing “Concerned Van Buren Citizens” regarding the disposition and plans for development of the village-owned Altenheim property. He communicated their opposition to plans to build a concert venue and requested the group be involved in the planning and decision making for this property.

The Police Department submitted its May/June, 2020 Report
APPROVAL OF BILLS:
It was moved by Commissioner Nero and seconded by Commissioner Byrnes that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $487,046.20.

R-47-20 RESOLUTION FOR THE PAYMENT OF BILLS IN THE AMOUNT OF $487,046.20 APPROVED

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the Appropriation Ordinance of the Village of Forest Park, Cook County, Illinois for the fiscal year beginning May 1, 2020, ending April 30, 2020, be adopted.

O-25-20 ANNUAL APPROPRIATION ORDINANCE FOR FISCAL YEAR 2021 APPROVED
ADMINISTRATOR’S REPORT:
No report.
COMMISSIONER’S REPORTS:
Commissioner Byrnes reported that he (and other Commissioners) have been receiving calls about rats and he would like Director Steve Glinke to speak now about how to deal with the problem and what property owners can do to help. It was discussed that Commissioner Byrnes should compile the information and Director Glinke’s contact information and post the materials on the village’s website and Facebook page.
Commissioner Nero thanked Commissioner Byrnes for bringing up the rat issue and added that property owners can take action on their own as well. They can eliminate debris and fill cracks and clean up areas where rodents live and breed. In addition, the Commissioner thanked the Building Department for their diligence and work in cleaning up the area of Harlem and Harvard.
Mayor Hoskins wanted everyone to know that the village takes rodent complaints seriously, adding that since March, Quality-of-Life issues have been on the forefront. The Mayor added that staff is focusing their attention to nuisance properties that can attract rats and these property owners are receiving citations for the poor conditions.

There being no further business to be addressed, Commissioner Nero moved and Commissioner Voogd seconded to adjourn the meeting. The motion carried unanimously.
Mayor Hoskins declared the meeting adjourned at 7:25 P.M.
