Village of Forest Park Village Council met July 13.

Here is the minutes provided by the council:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Novak, Byrnes, Nero, Voogd and Mayor Hoskins answered the Roll Call. Mayor Hoskins announced that all members are attending remotely via video teleconference due to Governor Pritzker’s Shelter-in-place order.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Novak and seconded by Commissioner Voogd that the minutes from the June 22, 2020, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

AYES: Commissioners Novak, Byrnes, Nero, Voogd and Mayor Hoskins

NAYES: None

ABSENT: None

The motion carried unanimously.

PUBLIC COMMENT

Ms. Nicole Nellums expressed her comments regarding the village’s overnight parking ban being reinstated after three months. Ms. Nellums questioned whether the ban helps or hinders residents and asked about the tradeoff between safety and the reason the village created this parking rule.

APPROVAL OF BILLS:

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $1,017,212.39.

R-44-20 RESOLUTION FOR THE PAYMENT OF BILLS IN THE AMOUNT OF $1,017,212.39 APPROVED

UNFINISHED BUSINESS:

It was moved by Commissioner Voogd and seconded by Commissioner Novak that the Resolution authorizing and ratifying approval for the Mayor to enter into a contract for the purchase of electricity from AEP Energy Inc., the lowest cost energy provider, Green Energy Certified, for the purposes of street lighting through the Northern Illinois Municipal Electric Collaborative Bid Process be adopted. It was discussed that the Resolution was previously tabled until a date certain at the last meeting.

R-45-20 RESOLUTION APPROVING GREEN ENERGY CONTRACT WITH AEP ENERGY, INC. APPROVED

NEW BUSINESS:

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Resolution authorizing the execution of Pay Request #5 (Final – Less Retainage) for the 2019 Brown Avenue TIF Improvements Project to Swallow Construction Corp. be adopted.

R-46-20 RESOLUTION AUTHORIZING PAY REQUEST #5 FOR 2019 BROWN TIF IMPROVEMENTS TO SWALLOW CONSTRUCTION APPROVED

It was moved by Commissioner Voogd and seconded by Commissioner Nero to appoint Ms. Ayanna Brown to the Library Board.

MS. AYANNA BROWN APPOINTED TO THE LIBRARY BOARD

It was moved by Commissioner Voogd and seconded by Commissioner Byrnes to re-appoint Mr. Steve Rummell to the Police Pension Board.

MR. STEVE RUMMELL RE-APPOINTED TO POLICE PENSION BOARD

ADMINISTRATOR’S REPORT:

Administrator Gillian was not in attendance.

COMMISSIONER’S REPORTS:

Commissioner Byrnes reported that the Building Department is very busy these days with lots of remodeling and new construction going on around town. In addition, they should have the estimated valuation of the Altenheim property in the near future.

Commissioner Nero commented that in order for the Village Council to be successful, they need to work together. The commissioner further expressed his disappointment and embarrassment when the median on Madison Street was painted by an artist, without his advance knowledge or the approval of the Village Council as a whole. Commissioner Nero then suggested that the Council revisit the idea of a community artwork project with recycled materials.

Commissioner Voogd stated that she agreed with parts of what Commissioner Nero said and added that communication is very important. The commissioner added that there were plans to promote a “Plastic-Free July” effort in coordination with the businesses and the Chamber. There is the hope to promote the effort more next year.

Mayor Hoskins reported that the Historical Society’s annual Garden Walk was a well-attended event. In addition, the village has received notification from the County that they have allocated approximately $296,000 to Forest Park to reimburse for eligible costs under the CARES Act. Staff will be working on seeking reimbursement.

ADJOURNMENT

There being no further business to be addressed, Commissioner Nero moved and Commissioner Byrnes seconded to adjourn the meeting. The motion carried unanimously.

Mayor Hoskins declared the meeting adjourned at 7:21 P.M.
