Village of Berkeley Village Board met March 17.

Here is the minutes provided by the board:

1 President Lee called the meeting to order at 6:30 p.m.

Absent: Village Clerk Rivera

Also Present: Village Administrator Rudy Espiritu, Assistant to the Village Administrator Justyn Miller, Fire Chief Michael Kuryla, Police Chief Timothy Larem, Assistant Attorney Liz Brogan and Village Attorney Greg Smith.

5 Public Hearings

5.1 FY 20-21 Budget Hearing

Village Administrator Rudy Espiritu went over some facts regarding the upcoming FY 20-21 Budget proposed to the Board. The Village of Berkeley’s Budget is balanced regarding all funds, including the General Fund. At this time they have a surplus of $1,200 in the General Fund. The fund balance in the General Fund is estimated to go from $2,065,000 this fiscal year to $2,066,199 next fiscal year because of this surplus, keeping in line with the Village’s fund balance policy. The fund balance policy requires the Village to maintain a 25% fund balance.

The $2,066,199 in fund balance keeps the Village at a 37.5% fund balance. The General Fund is projected to have $5,516,193 in revenues and $5,514,994 in expenditures. The total Village budget, including all funds, is projected to have $12,522,337 in total revenues and $12,442,747 in total expenditures. They are planning to submit an amended budget because of some numbers that may change because of the tollway project.

Village Administrator Espiritu asked the Board if they want to cancel the meetings in April. Consensus from the Board: Cancel the next Board Meeting, April 7th and have the Board Meeting on April 21 in person and remote. President Lee suggested to notify the residents of this plan for the Board Meeting schedule. Put the agenda out on the website as soon as it is ready, this way the residents can ask any questions they have in writing.

Village Attorney Smith informed the Board that he will keep in contact with Village Administrator Espiritu regarding any updates that come up.

Mark Dodson, Resident - commends Joe Wagner and his staff regarding all their hard work during the winter season and the Board was commended for all their work and how they work so well together.
