Village of Schiller Park Committee of the Whole met May 21.
Here is the agenda provided by the committee:
I. CALL TO ORDER:
President Nick Caiafa called the meeting to order at 6:05 P.M.
II. ROLL CALL:
Upon a call of the roll by Village Clerk Jos, the following Elected Officials were:
Present: President Nick Caiafa, Trustees: Moses Diaz, Russell Klug, Joan Golembiewski, Tom Deegan, Robert Lima (present by phone), Terri Sheridan, and Village Clerk Rosa Jos
Absent: None
Clerk Jos declared a quorum present.
Also present: Corporate Counsel Joe Montana, Interim Village Manager Dave Strahl, John Bealer (present by phone), Brian Bursiek, and Peter Chiodo (present by phone)
Ill. APPROVAL OF MINUTES:
1. Trustee Deegan moved, seconded by Trustee Klug that the MINUTES of the Committee of the Whole Meeting of May 7, 2020 be approved.
Upon roll call the following voted:
Aye: Trustees: Diaz, Klug, Golembiewski, Deegan, Lima, and Sheridan
Absent: None
Nay: None
President Caiafa declared the motion carried.
IV. PERSONS WISHING TO BE HEARD:
No one to be heard. No written public comment was received by the Clerk's Office.
V. BUSINESS:
There was discussion on the following topics:
1. Community Walk Program - Recreation Director Bealer gave an overview of a recreation department sponsored outdoor activity for residents to enjoy this summer. He is proposing a community walk program; a walking route throughout the Village that will entail multiple routes with different fun doings along the way. Board consensus is for staff to move forward on planning for this event.
2. COVID-19 Purchase Recommendations - Staff recommend the purchase of the following items to combat the COVID-19 virus:
i. A sprayer used to disinfect surfaces; the Board suggests getting more information on this item.
ii. A permanent glass protector for Village Hall entrance counter.
iii. Touchless items to minimize the spreading of viruses.
iv. Additional face coverings. Board consensus is for Staff to purchase these items; FEMA Disaster Relief will possibly reimburse 75% of the cost.
3. Solid Waste Services Contract - Assistant Village Manager Bursiek gave an overview of the proposed price comparison for the Schiller Park Solid Waste Contract 2020-2025. Michael Flood from Flood Brothers Disposal attended the meeting in the event that there were questions regarding his company's proposal.
He introduced himself and gave a bit of history about his company. Due to a competitive proposal and substantial savings for the Village, Staffs recommendation is to move forward with Flood Brothers. Final decision regarding contract approval for Solid Waste Services will be on the June 4th meeting agenda.
4. Development Update:
i. Representatives of an industrial pita bread bakery that is planning on locating their business in Schiller Park were in attendance to give some background information about themselves and their bakery.
ii. Mayor Caiafa noted that discussions between the Village and the Tollway regarding the Oasis property is corning to an end; this item will be up for Board approval in the near future.
5. Financial Matters
i. Liquor Licenses will be extended an additional 90 days from the current expiration date.
6. Status of infrastructure Improvement Projects:
i. Irving Park Viaduct Bridge Deck Color Selection - Consensus is to use the color Monterrey Tile.
ii. River Street Drainage Improvement - Staff recommends that the Village Board provides consensus to use the Capital Improvement Fund to complete the River Street drainage improvement.
iii. Mayor Caiafa noted that the Manheim and Irving Park Road development is moving forward.
VI. EXECUTIVE SESSION:
There was no Executive Session.
VII. ADJOURNMENT:
With no further business to conduct, it was moved by Trustee Golembiewski, seconded by Trustee Sheridan, that the Committee of the Whole Meeting be adjourned.
