Cicero School District 99 Board of Education met March 11.

Here is the minutes provided by the board:

I. The meeting was called to order by President Tomschin at 6:30 p.m.

II. Roll call was conducted and the following members were recorded present: President Tomschin, Vice-President Polk, Secretary Terracino, Members Rueda, Segura, Dominick and Couch. An interpreter was present.

III. A quorum was established.

IV. The pledge to the flag was recited.

President Tomschin noted that they would come out of order for the Goodwin Student presentation.

Ms. Alison Espinoza, Assistant Principal, welcomed everyone to the meeting. She introduced the students, who are involved in the Change Makers group, along with their teachers, Ms. Jessica Mieczkowski and Ms. Kate Johansson. She noted that they have been working very hard to support local and global causes this school year. She thanked the parents for their dedication and supporting their initiative by coming to school early and staying late. The students presented their projects that were created to support and raise funds for various local and global causes. They also noted they would have a community performance on May 9, 2020, at 12:00 p.m.

President Tomschin thanked the students for the invite and said he would come back to help them. He commended the students for a fantastic job on their performance. Vice- President Polk reiterated and thanked the students for a great job well done.

Superintendent Hernandez noted that the following reports were placed in each Board Member’s packet:

6. Cory Kalyvas and Danyra Urbina presented this month’s recipients of D99’s Very Own:

· Marcela Galvez, Clerk at Unity Junior High School

· Liliana Castaneda, 3rd Grade Teacher at Burnham School

All recipients received a pin and a certificate acknowledging them as one of District 99’s very own. There was a PowerPoint presentation highlighting the recipients.

President Tomschin congratulated the recipients and thanked them all for their continued work and dedication to the community, which is much appreciated.

7. Mrs. Ewa Klis, Manager of Business Affairs, presented the monthly Treasurer’s Report. She noted that the state still owed the district $1.5 million dollars. She asked if they had any questions, they indicated none.

VI. Other Reports

A. Architect’s Report – FGM – Dean Manasses reported the following updates:

· FGM continued to provide construction administrative assistance to Vision Construction for the Sherlock School Replacement Project. They continued to obtain updates on punch-lists and open items as they are being addressed by the trade contractors.

· FGM was preparing bid documents for the parking and playground scope at Sherlock School. They were coordinating with the civil engineering group and the Metropolitan Water Reclamation District (MWRD) to obtain the necessary permits for the project.

· FGM continued to provide construction administrative to Vision Construction for the masonry restoration project at Cicero East. They also provided bid documents for the interior portion of the work to Vision Construction. FGM attended the bid opening for this work on February 27, 2020.

· FGM observed selective demolition openings at Lincoln School on February 14 and 15, 2020. The purpose of the observations was to obtain better insights of the existing conditions of the masonry and roof elements at the gymnasium.

· FGM is in coordination with the district and Vision Construction for upcoming work. They assisted the district with a co-op pre-purchase of the roof top units located at Cicero West and Columbus West Schools.

· FGM was preparing construction contracts for documents for the HVAC controls work associated with the chillers at Unity Junior High School for the recommended contractor and the district to execute.

Mr. Manasses asked the Board if they had any questions. The Board indicated none.

B. Construction Manager’s Report – Vision Inc. – Jim Dobrowski reported the following updates.

New Sherlock Elementary School

· Vision reported that the Sherlock School Project was currently in the punch-list phase, which was 98% complete and the commissioning was at 97% complete.

· Vision has conducted the public bidding process on behalf of the district for the Sherlock Playground/Parking Lot Project. They have also conducted scope reviews with the 3 lowest bidders for all bid packages as presented.

Vision has thoroughly interviewed the qualified bidders for the Sherlock Playground/Parking Lot Expansion Project and were prepared to proceed with contracts upon Board approval of recommendation of the bid package.

Vision Inc. has reviewed the qualifications and conducted a scope review with the companies listed above and recommended awarding them as the lowest responsible bidders.

Columbus East School

· Vision reported that they continue to wait for the start of Phase 2, which was anticipated in June 2020.

Cicero East School

· Vision reported that the masonry contractor started work on February 24, 2020.

· Vision completed the public bidding process on behalf of the district for the Phase 2 of the 2020 Capital improvements Project at Cicero East School. They conducted scope reviews with the 3 lowest bidders for all the bid packages as presented.

Vision has thoroughly interviewed the qualified bidders for the Phase 2 of the 2020 Capital Improvements Project at Cicero East and were prepared to proceed with contracts upon Board approval of recommendation of the bid package.

Vision Inc. has reviewed the qualifications and conducted a scope review with the companies listed above and recommended awarding them as the lowest responsible bidders.

Lincoln School

· Vision has completed the exploratory demolition phase on the weekend of February 14, 2020 through February 17, 2020 and were awaiting the engineer reports.

2020 Capital Improvement Projects

· Vision continued to work with FGM and the district to compile bid documents for capital improvement 2020 work.

Mr. Fraghia asked if there were any questions. The Board indicated none.

VII. Correspondence

There was none reported.

VIII. Comments from the audience

Rachel Esposito, Language Arts Teacher at Unity and President of Cicero Council, commented she received concerns from staff due to Sherlock’s parking lot being temporarily closed, due to the impending construction work. She said staff at Sherlock were told they would need to park at the Unity West parking lot. She noted their concerns as that parking lot is usually always full and would create problems for teachers. She noted there was auxiliary parking by Laramie Avenue across Unity, but noted that one is usually half full and expressed her concern for staff parking. She asked if there have been any other options for parking.

President Tomschin said that he would look into the matter for a resolution.

Nina Terebessy, one of the attorneys representing student number ending in 4991, noted she was there to speak on his behalf. She commented that she was there to ask the Board to consider their decision, as an expulsion can cause a major impact on her client’s future. She noted there were other options and interventions that could have been enforced instead of an expulsion. She thanked the Board for their time.

IX. Board Moved To Executive Session

It was moved by Vice-President Polk and seconded by Member Segura to adjourn into Executive Session at 7:01 p.m. Roll call: Yeas: President Tomschin, Vice- President Polk, Secretary Terracino, Members Rueda, Segura, Dominick and Couch. Nays: None. Motion carried.

PURPOSE

A. Student Disciplinary cases. 5ILCS 120/2(c)(9).

B. The placement of individual students in special education programs and other matters relating to individual student. 5 ILCS 120/2(c)(9).

C. The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine validity. However, a meeting to consider an increase in compensation to a specific employee of a public body that is subject to the Local Government Wage Increase Transparence Act may not be closed and shall be open to the public and posted and held in accordance with this Act. 5 ILCS 120/2(c)(1).

D. Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. 5 ILCS 120/2(c)(2).

E. Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. 5 ILCS 120/2(c)(11)

F. The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. 5 ILCS 120/2(c)(5)

It was moved by Vice-President Polk and seconded by Secretary Terracino to adjourn from Executive Session at 8:07 p.m. Roll call: Yeas: President Tomschin, Vice-President Polk, Secretary Terracino, Members Rueda, Segura, Dominick and Couch. Nays: None. Motion carried.

XI. Reconvened To Open Session

It was moved by Vice-President Polk and seconded by Member Dominick to approve the Resolution for Dismissal of Probationary Teachers (Fourth Year) from 2019-2020 school year. It was moved by Vice-President Polk and seconded by Member Dominick to approve the Resolution for Dismissal of Teachers who worked less than 120 days during the 2019-2020 school year. XVII. Resolution for Non-Renewal and Dismissal of Building Principal

It was moved by Vice-President Polk and seconded by Member Dominick to approve the Resolution for Non-Renewal and Dismissal of Building Principal. Roll call: Yeas: President Tomschin, Vice- President Polk, Secretary Terracino, Members Rueda, Segura, Dominick and Couch. Nays: None. Motion carried.

XVIII. Resolution for Non-Renewal and Dismissal of Building Assistant Principal

It was moved by Vice-President Polk and seconded by Member Dominick to strike from the agenda the Resolution for Non-Renewal and Dismissal of Building Assistant Principal. XIX. Resolution for Honorable Dismissal of Educational Support Staff

It was moved by Vice-President Polk and seconded by Member Dominick to approve the Resolution for Honorable Dismissal of Educational Support Staff. Roll call: Yeas: President Tomschin, Vice- President Polk, Secretary Terracino, Members Rueda, Segura, Dominick and Couch. Nays: None. Motion carried.

XX. Student Discipline Dispositions

It was moved by Vice-President Polk and seconded by Secretary Terracino to approve the student dispositions that was considered by the Board of Education as discussed in executive session. Roll call: Yeas: President Tomschin, Vice-President Polk, Secretary Terracino, Members Rueda, Segura, Dominick and Couch. Nays: None. Motion carried.

• Student Number # 990022570 shall be expelled from all attendance and/or enrollment at Cicero School 99 for the remainder of the 2019-2020 school year. That said expulsion shall be held in abeyance pending successful enrollment, attendance and completion of an appropriate program at Menta Academy. If student is successful at Menta Academy, student, may enroll in high school. That student is not allowed any Cicero School District 99 property.

• Student Number # 990017929 shall be expelled from all attendance and/or enrollment at Cicero School 99 for the remainder of the 2019-2020 school year. That said expulsion shall be held in abeyance pending successful enrollment, attendance and completion of an appropriate program at Menta Academy. That student would not be allowed to be on any Cicero School District 99 properties. That student would not be allowed to attend graduation ceremonies at Unity. If student is successful at Menta Academy, student may enroll in high school.

· Student Number # 990017475 shall be expelled from all attendance and/or enrollment at Cicero School 99 for the remainder of the 2019-2020 school year and the first semester of the 2020-2021 school year. That said expulsion shall be held in abeyance pending successful enrollment, attendance and completion of an appropriate program at Menta Academy. If student is successful at Menta Academy, student would be allowed to enroll for the second semester at Unity Junior High School.

· Student Number # 990014991 shall be expelled from all attendance and/or enrollment at Cicero School District 99 for the remainder of the 2019-2020 school year. That student shall remain at Menta Academy for the remainder of the 2019-2020 school year until their graduation.

XXII. Informational Items

President Tomschin announced that the next Regularly Scheduled Board Meeting will be held on April 8, 2020 at 6:30 p.m. at the Administration Building.

President Tomschin thanked the Principal and staff at Goodwin for hosting the meeting and the students for their great presentations.
