Village of Schiller Park Committee of the Whole of the President and Board of Trustees met March 19.

Here is the minutes provided by the committee:

I. CALL TO ORDER: President Nick Caiafa called the meeting to order at 6:05 P.M. and noted that Trustee Lima would be joining the meeting by phone.

II. ROLL CALL: Upon a call of the roll by the Village Clerk, the following Elected Officials were: 

Present: President Nick Caiafa, Trustees: Russell Klug, Joan Golembiewski, Tom Deegan, Robert Lima (present by phone), Terri Sheridan, and Village Clerk Rosa Jos 

Absent: Trustee Moses Diaz

President Caiafa declared a quorum present.

Trustee Deegan Moved, seconded by Trustee Sheridan to allow Trustee Lima to join the meeting remotely by phone. Motion carried unanimously on a voice vote. 

Also present: Corporate Counsel Joe Montana, and Interim Village Manager Dave Strahl

III. APPROVAL OF MINUTES:

1. Trustee Klug moved, seconded by Trustee Golembiewski that the MINUTES of the Committee of the Whole Meeting of March 5, 2020 be approved. 

Upon roll call the following voted: 

Aye: Trustees: Klug, Golembiewski, Deegan, Lima, and Sheridan 

Absent: Trustee Diaz 

Nay: None

President Caiafa declared the motion carried.

IV. PERSONS WISHING TO BE HEARD:

No one to be heard.

V. BUSINESS: There was discussion on the following topics: 

1. Surplus Tollway Property - Tollway representatives and the Village of Schiller Park are currently discussing potential buildable parcels owned by the Tollway. 

2. Vehicle Stickers - Policy changes will be implemented to improve existing practice. 

3. Sewer Project - Staff recommends the approval of the Fiscal Year 2020 Sanitary Sewer Cleaning and Televising project. 

4. COVID-19 - The Village has moved forward with modifications to Village procedures in response to the COVID-19 pandemic; first responders' protocols and how office business is being conducted with residents.

5. Development Update - The Irving Park Rd. and Scott St. project is moving forward. 

6. Financial Matters - Mayor Caiafa and staff met with the Village Engineer to discuss projects that can be put on hold due to the impact the Coronavirus is having on the economy and on Village finances. Mayor Caiafa noted the importance of having a cash reserve during difficult economic times, and to plan and budget for enforceable circumstances. 

7. Status of Infrastructure Improvement Projects - Esthetics of the bridge on Lawrence Ave. 

VI. EXECUTIVE SESSION: Trustee Klug moved, seconded by Trustee Golembiewski to adjourn into Executive Session in compliance with the Open Meetings Act, pursuant to Sec. 2-C-1 Employment, Compensation, Discipline, Performance or Dismissal of Certain Employees, and 2-C-2 Collective Bargaining Negotiations and Matters. 

Upon roll call the following voted: 

Aye: Trustees: Klug, Golembiewski, Deegan, Lima, and Sheridan 

Absent: Trustee Diaz 

Nay: None 

President Caiafa declared the motion carried.

 The President and Board of Trustees adjourned to Closed Session at 6:41 P.M.

VII. RECONVENE: At 6:56 P.M. following the Closed Session, the President reconvened the public portion of the Meeting. 

Upon a call of the roll by the Village Clerk, the following Elected Officials were: 

Present: President Nick Caiafa, Trustees: Russell Klug, Joan Golembiewski, Tom Deegan, Robert Lima (present by phone), Terri Sheridan, and Village Clerk Rosa Jos 

Absent: Trustee Moses Diaz President Caiafa declared a quorum present. 

Also present: Corporate Counsel Joe Montana, Interim Village Manager Dave Strahl 

VIII. ADJOURNMENT: With no further business to conduct, it was moved by Trustee Lima, seconded by Trustee Deegan, that the Committee of the Whole Meeting be adjourned. 

Upon roll call the following voted: 

Aye: Trustees: Klug, Golembiewski, Deegan, Lima, and Sheridan 

Absent: Trustee Diaz 

Nay: None 

President Caiafa declared the motion carried and this Committee of the Whole Meeting was adjourned at 6:57 P.M.
