Village of Schiller Park Committee of the Whole of the President and Board of Trustees met April 2.

Here is the minutes provided by the committee:

I. CALL TO ORDER: President Nick Caiafa called the meeting to order at 6:07 P.M.

II. ROLL CALL: Upon a call of the roll by Village Clerk Jos, the following Elected Officials were:

Present: President Nick Caiafa, Trustees: Moses Diaz, Russell Klug, Joan Golembiewski, Tom Deegan (present by phone, joined at 6:40 P.M.) Robert Lima (present by phone), Terri Sheridan, and Village Clerk Rosa Jos

Absent: None

Clerk Jos declared a quorum present.

Also present: Corporate Counsel Joe Montana, Interim Village Manager Dave Strahl, Brian Bursiek, Scott Bernacki (left at 6:20 P.M.), Anna Gorzkowicz, and Janet Matthys 

The following department heads joined the meeting when their respective department was up for discussion: Tony Anczer, John Bealer, Stuart Caravello, Peter Chiodo, and Tom Fragakis

III. APPROVAL OF MINUTES:

Trustee Diaz moved, seconded by Trustee Sheridan that the MINUTES of the Committee of the Whole Meeting of March 19, 2020 be approved.

Upon roll call the following voted:

Aye: Trustees: Diaz, Klug, Golembiewski, Lima, and Sheridan

Absent: Trustee Deegan

Nay: None President Caiafa declared the motion carried.

2. Trustee Klug moved, seconded by Trustee Sheridan that the MINUTES of the Special Committee of the Whole Meeting of March 23, 2020 be approved.

Upon roll call the following voted:

Aye: Trustees: Diaz, Klug, Golembiewski, Lima, and Sheridan Absent: Trustee Deegan

Nay: None

President Caiafa declared the motion carried.

IV. PERSONS WISHING TO BE HEARD:

No written comment was received.

1. A Village employee gave his interpretation of the Governor's executive order limiting the number of people attending the meeting in response to COVID-19 Pandemic. Corporate Counsel Montana clarified the COVID-19 Executive Order 2020-10 issued by the Governor on March 20, 2020 and suggested that attendees rotate in and out of the Board Room.

2. Lt. Swiontek suggested sending out a retail selling price for ambulance billing to see if a better rate can be attained.

BUSINESS: There was discussion on the following topics:

1. Sign Code Revision - Village Planner Bernacki gave his recommendation regarding the need to update the Village sign code. The suggested revision would be an adjustment to electronic message centers for businesses.

2. Village Planner Bernacki briefly presented his analysis of the number of Tollway residential re-development sites.

3. Financial Matters - Fiscal Year 2020-2021 budget review. Mayor Caiafa noted that the Village will be applying for a $2,000,000 low interest loan to fund the Capital Improvement Project; loan payment will not be funded by property tax revenue.

4. Status of Infrastructure Improvement Projects - Public Works Director Anczer gave a presentation regarding sewer and road rehabilitation. He stated that preventive maintenance is more cost efficient than waiting until things fail completely. Mayor Caiafa noted that the Village infrastructure is in desperate need of rehabilitation.

5. Staff introduced the revised Fiscal Year 2020-2021 Budget; necessary cuts and staff recommendations were made in an effort to move the Village forward. It was noted that the budget was revised due to the current decrease of revenue caused by the COVID-19 pandemic. Reduction to the budget is based on financial information that finance staff has at the present time. Discussion continued regarding preliminary approval of the budget; consensus is to adopt the budget at the March 16, 2020 Village Board Meeting.

VI. EXECUTIVE SESSION:

There was no Executive Session.

VII. ADJOURNMENT:

With no further business to conduct, it was moved by Trustee Diaz, seconded by Trustee Golembiewski, that the Committee of the Whole Meeting be adjourned. Upon roll call the following voted: Aye: Trustees: Diaz, Klug, Golembiewski, Deegan, Lima, and Sheridan Absent: None Nay: None President Caiafa declared the motion carried and this Committee of the Whole Meeting was adjourned at 7:16 P.M.
