Village of Forest Park Village Board met March 9.

Here is the minutes provided by the board:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Byrnes, Voogd, Nero and Mayor Hoskins answered the Roll Call. Commissioner Novak was absent due to a work obligation

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Byrnes and seconded by Commissioner Nero that the minutes from the February 24, 2020, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

AYES: Commissioners Byrnes, Nero, Voogd and Mayor Hoskins

NAYES: None

ABSENT: Commissioner Novak

The motion carried.

PUBLIC COMMENT

Mr. Osvaldo Leon stated that he is interested in opening an old-school barber shop at 7453 W. Madison, however he discovered that zoning restrictions do not allow this use. Mr. Leon further stated that the salons in the area do not offer the same services and he would llike to be able to open at this location.

DEPARTMENT REPORTS:

None

APPROVAL OF BILLS:

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance

has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $463,067.29.

NEW BUSINESS:

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Ordinance authorizing the disposal of surplus property (modems and radios) owned by the Village of Forest Park be adopted

O-13-20 ORDINANCE AUTHORIZING DISPOSAL OF SURPLUS RADIOS AND MODEMS APPROVED

AYES: Commissioners Byrnes, Nero, Voogd and Mayor Hoskins

NAYES: None

ABSENT: Commissioner Novak

The motion carried.

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the Resolution approving and authorizing the execution of the application for Invest In Cook Department of Transportation Fiscal Year 2020 Grant Funding be adopted.

R-15-20 RESOLUTION AUTHORIZING INVEST IN COOK GRANT APPLICATION APPROVED

NAYES: None

ABSENT: Commissioner Novak

The motion carried.

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Resolution the specifications and authorizing the advertising of bids for the Village of Forest Park Elgin Avenue Resurfacing CDBG Project 1906-011 be approved.

It was moved by Commissioner Voogd and seconded by Commissioner Byrnes to approve the request from Tom Holmes to display banners promoting the CROP Hunger Walk.

CROP HUNGER WALK BANNER REQUEST APPROVED

It was moved by Commissioner Nero and seconded by Commissioner Byrnes to authorize and ratify the Mayor’s signature on agreements with Sound Works Productions and Midwest Time Recorder.

MAYOR’S SIGNATURE ON AGREEMENTS AUTHORIZED AND RATIFIED

The motion carried.

It was moved by Commissioner Byrnes and seconded by Commissioner Nero to appoint Ms. Megan Roach to the Board of Fire and Police Commissioners.

ADMINISTRATOR’S REPORT:

Administrator Gillian reported that staff is working hard to be up to date on issues concerning the spread of the corona virus. Mr. Gillian further reported that there will be a bid opening this Friday for the 2020 Watermain project and he expects the award of contract to be on the March 23rd Village Council agenda. Last, the 25th St. Patrick’s Parade was held this past Saturday and it was the best ever. Each department excelled this past week with professionalism and hard work, especially the Police, Fire and Public Works Departments.

COMMISSIONER’S REPORTS:

Commissioner Byrnes echoed Administrator Gillian and thanked staff for a great job done.

Commissioner Nero stated that Byrnes and Gillian are absolutely right and pointed out that sometimes we lean on department heads when things are going wrong and expressed his gratitude for doing a great job. In addition to keeping the village and attendees safe, staff did a fantastic job staying safe as well. Last, the commissioner reminded everyone that vehicle stickers are due April 1st.

Commissioner Voogd stated that she had a lot of fun at the parade and that staff did a great job. The commissioner further reported that with respect to the corona virus, the composting forum is still happening on March 15th at the Library.

Mayor Hoskins stated that we had a great parade on Saturday and staff was a model of efficiency and further stated his appreciation for all their hard work. The mayor further reported that the village is taking precautions regarding the Covid 19 siutuation over the last several weeks and staff is keeping up to speed on safety precautions, through contact with Local, State and Federal agencies in order to slow the spread of the virus. The village has many other contingencies in place, suchh as mutual aid for Police and Fire situations, if necessary. In addition, the village is coordinating with the Library and the School District as well as implementing extra staffing to clean village vehicles and buildings. Residents are urged not to come into Village Hall unless necessary. Many village services can be taken care of through our website.

ADJOURNMENT

There being no further business to be addressed, Commissioner Nero moved and Commissioner Voogd seconded to adjourn the meeting. The motion carried.

Mayor Hoskins declared the meeting adjourned at 7:21 P.M.
