Village of Forest Park Village Board met Feb. 10.

Here is the minutes provided by the board:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Novak, Byrnes, Voogd, Nero and Mayor Hoskins answered the Roll Call.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Nero and seconded by Commissioner Novak that the minutes from the January 27, 2020, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

The motion carried unanimously.

PUBLIC COMMENT

Mr. Mark Boroughf spoke on behalf of the Historical Society and stated that they are hosting their 2nd annual History Day event and requested that banners promoting the event be allowed to be displayed in the village. In addition, Mr. Boroughf invited all in attendance to come to the event and enjoy the day.

Ms. Mary Williamson expressed her dissatisfaction and frustration with the new requirement for parking fees along Madison Street and requested a change in the hours for the meters.

DEPARTMENT REPORTS:

The Police Department submitted their November/December 2019 report.

APPROVAL OF BILLS:

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $354,256.68.

UNFINISHED BUSINESS:

NEW BUSINESS:

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Ordinance amending the Village Code of the Village of Forest Park with respect to Water and Sewer Rates be adopted. It was discussed that the Council was provided additional water rates of surround villages and the rates proposed in the ordinance will leave Forest Park below all surrounding villages for water and sewer. It was further discussed that sewer fees will be restricted to be used only for water and sewer infrastructure upgrades and repairs only. Last, residents were urged to check to ensure that no inadvertent water leaks are existing in their property, and to call Village Hall at 708-366-2323 if they need assistance with checking.

O-07-20 ORDINANCE AMENDING WATER RATES AND INSTITUTING SEWER FEES APPROVED

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the Ordinance amending Section 6, entitled “License Fees and Number,” of Chapter 3, entitled “Liquor Code,” of Title 3 of the Municipal Code of the Village of Forest Park, Cook County, Illinois affecting Class A-1 and A-2 Liquor Licenses be adopted. It was discussed that the amendment is to ensure that there is no surplus of available liquor licenses.

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Ordinance authorizing the disposal of surplus property (seizure vehicle) be adopted.

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the Ordinance amending Title 5, entitled “Police and Public Safety,” and Title 6, entitled “Motor Vehicles and Traffic,” of the Municipal Code of the Village of Forest Park regarding Cannabis and Tobacco be adopted.

It was moved by Commissioner Voogd and seconded by Commissioner Byrnes that the Resolution for Maintenance under the Illinois Highway Code for 2020 be adopted.

R-07-20 RESOLUTION FOR MAINTENANCE OF STREETS FOR 2020 APPROVED

The motion carried unanimously.

It was moved by Commissioner Byrnes and seconded by Commissioner Nero that the Resolution appointing certain Chief Executives, Administrators/Managers, and Members of the Village Council to the position of Director and Alternate Directors of the West Cook County Solid Waste Agency be adopted.

R-08-20 RESOLUTION APPOINTING MEMBERS TO WEST COOK COUNTY SOLID WAS AGENCY APPROVED

The motion carried unanimously.

There was unanimous consent to adopt the Mayor’s Proclamation declaring February 14, 2020 as a date to celebrate “The 100th Anniversary of The League of Women Voters” in Forest Park. The clerk read the Proclamation aloud. It was discussed that the League provides great services and events in the community and their work in Forest Park was acknowledged.

It was moved by Commissioner Voogd and seconded by Commissioner Byrnes to approve the request from the Historical Society of Forest Park to display banners promoting their Leap Day History and Community Festival event.

MAYOR’S PROCLAMATION CELEBRATING 100TH ANNIVERSARY OF LEAGUE OF WOMEN VOTERS

It was moved by Commissioner Voogd and seconded by Commissioner Nero to authorize and ratify the Mayor signature on the following agreements associated with Senior Citizen and Community Relations functions organized by the Community Center:

• American Mobile Staging Inc.

• Broadway in Chicago Group Sales (6 agreements)

• Potawatomi Bingo Casino

• Starlight Express Coaches

ADMINISTRATOR’S REPORT:

Administrator Gillian reported that, as a follow up to the ordinance updating the village code regarding cannabis, there will be proposed council action on the next agenda to update the Employee Handbook and policy with regard to cannabis use in the workplace.

COMMISSIONER’S REPORTS:

Commissioner Novak stated that he attended the Library Grand Opening and Ribbon Cutting event this Saturday and congratulated the Library for hosting the passport program and a job well done. The commissioner further expressed his gratitude to Fire Chief McDermott, Clerk Moritz and Director Olmsted for carving out time to meet with him to discuss department matters. In addition, these department head meetings will continue going forward three times a month.

Commissioner Byrnes echoed Commissioner Novak’s comments about the library event. The commissioner further notified the community of the loss of two long-time residents. Mr. George Silva and Mr. Denny Moran both passed away this last weekend. They could always be counted on to support the events and fundraisers in the village and will be sorely missed.

Commissioner Voogd reported that she is working on hosting a Composting Forum on March 15th in the early afternoon at the Park District. Details will be proved as they are confirmed.

Mayor Hoskins reported that the village is hosting a Recruiting event for the Census on February 26th at the Community Center from 10:00 a.m. to 1:00 p.m. Anyone interested in employment should attend The Mayor also received notification of the release of 2 grants that have been released by DCEO. The first is a $550,000.00 grant to be used for the reconstruction and resurfacing of the parking lot North of the Desplaines CTA lot. The second grant is in the amount of $250,000.00 and is to be used to provide

a new backup generator at the village’s North Pumping Station. In addition, representatives Welch and Lightford assisted Forest Park in obtaining a $750,000.00 grant to demolish the four Altenheim buildings owned by the village. We are hoping to start work on this project by mid-summer. Last, Forest Park was awarded a $120,000.00 CDBG grant from the county to resurface sidewalks south of Roosevelt Road. The mayor advised anyone with questions about these grants to contact Village Administrator Gillian.

There being no further business to be addressed, Commissioner Nero moved and Commissioner Byrnes seconded to adjourn the meeting. The motion carried unanimously.

Mayor Hoskins declared the meeting adjourned at 7:36 P.M.
