Village of Forest Park Village Board met Jan. 13.

Here is the minutes provided by the board:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:01 p.m.

ROLL CALL

Commissioners Novak, Byrnes, Voogd, Nero and Mayor Hoskins answered the Roll Call.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Nero and seconded by Commissioner Novak that the minutes from the December 16, 2019, Tax Levy Public Hearing be approved without reading as each member has received a copy thereof.

NAYES: None

ABSTAIN: None

The motion carried unanimously.

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the minutes from the December 16, 2019, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

PUBLIC COMMENT

Mr. Scott Dunnell and Ms. Amy O’Connell of Forest Park District 91 Schools spoke in support of Project Kindness, a campaign being presented by the children of the district. Students, Ms. Elena Baker and Mr. Bryce Grandberry spoke in support of the project, presented the mayor with a Project Kindness t-shirt, and requested the backing of the Village for this village-wide effort to spread kindness throughout the village the week of February 10th.

Mr. Scott Lehman requested that the village offer incentives for property owners to insulate their homes or start a program where the village insulates homes for homeowners in the village.

DEPARTMENT REPORTS:

The Finance Department submitted its November report.

APPROVAL OF BILLS:

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance

has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $1,190,112.14.

UNFINISHED BUSINESS:

NEW BUSINESS:

It was moved by Commissioner Voogd and seconded by Commissioner Nero that the Ordinance amending Sections 6- 4-2, 6-4-3, 6-4-4, 6-5-9, 6-5-10 and 6-9-9 of the municipal code of the Village of Forest Park be adopted. It was discussed that this ordinance would change hours and rates for parking throughout the village, including adding parking pay boxes on Madison Street and various other locations. After discussion, Commissioners Voogd and Nero agreed to amend the motion to change the hours of operation for the parking pay boxes from beginning at 6 a.m. to 8 a.m., excepting the area on Circle Avenue from Franklin to Harlem, which would remain operating from 6 a.m. to midnight.

O-01-20 ORDINANCE AMENDING PARKING HOURS AND METER RATES THROUGHOUT VILLAGE AND ADDING PAY BOXES IN SPECIFIC AREAS APPROVED AS AMENDED

It was moved by Commissioner Voogd and seconded by Commissioner Byrnes that the Ordinance amending Title 9, entitled Forest Park Zoning Ordinance,” of the village code of the Village of Forest Park re: ZBA 2019-11 Adult Use Cannabis Ordinance be adopted. Director Steve Glinke gave an overview of the development of the Ordinance as well as the justification for staff’s recommendation to make cannabis a permitted use in the I-2, rather than a conditional use. A discussion ensued about the possibility of adopting the ordinance with an amendment to the Zoning Board’s recommendation. After discussion, Commissioners Voogd and Byrnes agreed to amend the motion by amending section 9 of the Ordinance, making the use permitted in the I-2 district and striking section 10.

O-02-20 ORDINANCE AMENDING ZONING CODE TO ALLOW ADULT-USE CANNABIS AS PERMITTED AND CONDITIONAL USES APPROVED AS AMENDED

It was moved by Commissioner Novak and seconded by Commissioner Byrnes that the Resolution authorizing the execution of Reciprocal Agreements by and between the Illinois Department of Revenue and the Village of Forest Park for the exchange of confidential sales tax and simplified municipal telecommunications tax information be adopted.

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Resolution authorizing the execution of Pay Request #4 for the 2019 Water Main Project to Uno Construction Co. Inc. be adopted.

It was moved by Commissioner Novak and seconded by Commissioner Nero that the Ordinance authorizing the approval of the purchase of a replacement squad car and body camera video server for the Forest Park Police Department be adopted.

It was moved by Commissioner Novak and seconded by Commissioner Byrnes that the Ordinance approving and authorizing the execution of Purchase Agreement and Installation Proposal for the Village of Forest Park Fire Station Alert System be adopted.

O-04-20 ORDINANCE APPROVING PURCHASE OF FIRE STATION ALERT SYSTEM APPROVED

The motion carried unanimously.

Mr. James Amelio and Mr. John Caruso of Christopher Burke Engineering presented the Village Council with the results of the water and sewer rate study that was conducted by their firm. The study showed that Forest Park’s water rates have not kept up with the rate increases charged by the City of Chicago. Further, Forest Park’s rates are among the lowest in the surrounding area. Mr. Amelio articulated the infrastructure repairs and projects required in the village. Last, Mr. Amelio explained the impact of various rate increase options, including instituting a sewer fee, while illustrating the effect the different options would have on a typical residential water bill.

WATER AND SEWER RATE STUDY PRESENTATION BY CHRISTOPHER BURKE ENGINEERING

Mr. Amelio moved on to a presentation showing the 2020 Infrastructure Plan, going over the 5-year plan presented for 2018-2022, showing the proposed and completed projects for 2018 and 2019, including costs and source of funds. Last, Mr. Amelio presented the proposed 2020 projects, costs, and sources of funding, explaining that some of the projects are contingent on DCEO grant funding. Village Administrator Gillian added that the plans and specifications for the proposed projects will come before the Council for approval and then again once the bids are received and tabulated.

PROPOSED 2020 INFRASTRUCTURE PLAN PRESENTATION BY CHRISTOPHER BURKE ENGINEERING

It was moved by Commissioner Voogd and seconded by Commissioner Byrnes to approve the request from the Forest Park Chamber of Commerce to display banners promoting their St. Patrick’s Day Parade, the January Sidewalk Sale and the Spring Wine Walk.

ADMINISTRATOR’S REPORT:

None

COMMISSIONER’S REPORTS:

Commissioner Novak thanked the Library for the promotional mail he received about the post- renovation grand opening of the Library on February 8th from 3-5 p.m.

Commissioner Byrnes expressed his gratitude to Director, Steve Glinke, Engineer,, Jim Amelio and Village Administrator, Tim Gillian for all their efforts and for a great job gathering and distributing the detailed information tonight.

Commissioner Voogd echoed Commissioner Byrnes and expressed her appreciation to staff and everyone who provided the extensive background work for the agenda this evening.

Mayor Hoskins further echoed the Commissioners in gratitude to the hard work of staff preparing the agenda items for this evening. In addition, the mayor announced that April 1, 2020 is the official Census Day. The Census is looking to recruit seasonal employees and will pay between $26.00 and $28.00 per hour for local work. Last, this March is the primary elections nationwide and Cook County is recruiting Election Judges and Equipment Managers for each precinct. The pay for these positions ranges from $200 to $365 per election day.

ADJOURNMENT

There being no further business to be addressed, Commissioner Nero moved and Commissioner Voogd seconded to adjourn the meeting. The motion carried.

Mayor Hoskins declared the meeting adjourned at 8:55 P.M.
