Village of Forest Park Village Board met Nov. 12.

Here is the minutes provided by the board:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Novak, Byrnes, Nero, Voogd and Mayor Hoskins answered the Roll Call. It was noted that Commissioner Voogd is attending the meeting remotely, in accordance with village code.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Nero and seconded by Commissioner Byrnes that the minutes from the October 28, 2019, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

NAYES: None

PUBLIC COMMENT

Ms. Michelle Fitz-Henry spoke in support of the Forest Park Complete Count Committee, a group of Forest Park residents committed to helping raise awareness and reach out to encourage a robust response to the United States Census survey in 2020. Ms. Fitz-Henry encouraged other engaged residents to join the committee.

Mr. Daniel Epstein, candidate for the Illinois Supreme Court, spoke about the powers and opportunities of the Illinois Supreme Court and criminal justice reform.

DEPARTMENT REPORTS:

The Department of Public Health and Safety submitted its third quarter 2019 report.

APPROVAL OF BILLS:

It was moved by Commissioner Novak and seconded by Commissioner Byrnes that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $1,246,058.56.

Mayor Hoskins administered the official oath of office to newly promoted Police Sergeant John Reilly.

JOHN REILLY PROMOTED TO POLICE SERGEANT

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the Ordinance amending Section 3- 3-5, entitled “License Classifications,” and Section 3-3-6, entitled “License Fee and Number,” of Chapter 3, entitled “Liquor Control," of the village code of ordinances of the Village of Forest Park, Cook County, Illinois be adopted.

It was moved by Commissioner Byrnes and seconded by Commissioner Nero that the Resolution approving an Intergovernmental Agreement for the provision of Environmental Health Inspection Services be adopted.

It was moved by Commissioner Novak and seconded by Commissioner Nero that the Resolution approving an Intergovernmental Agreement between the Chicago Transit Authority and the Village of Forest park for special transit police detail services be adopted.

R-73-19 RESOLUTION APPROVING IGA WITH CHICAGO TRANSIT AUTHORITY FOR POLICE DETAIL APPROVED

It was moved by Commissioner Nero and seconded by Commissioner both Commissioners Novak and Voogd that the Resolution authorizing the execution of Pay Request #2 for the 2019 Brown Avenue TIF Improvements Project to Swallow Construction Corp. be adopted.

R-74-19 RESOLUTION AUTHORIZING PAY REQUEST #2 FOR BROWN AVENUE TIF IMPROVEMENTS APPROVED

It was moved by Commissioner Novak and seconded by Commissioner Nero to direct the Forest Park Board of Fire and Police Commissioners to appoint three candidates from its current Probationary Police Officer Eligibility List to fill vacancies.

BOARD OF FIRE AND POLICE COMMISSIONERS DIRECTED TO APPOINT THREE PROBATIONARY POLICE OFFICERS APPROVED

It was moved by Commissioner Nero and seconded by Commissioner Voogd to appoint Ms. Amy Binns-Calvey and Mr. Robert Dorneker to the Recreation Board to fill vacancies.

ADMINISTRATOR’S REPORT:

None.

COMMISSIONER’S REPORTS:

Commissioner Novak reported that The Fire Department and is having a fundraiser for the Forest Park Food Pantry at Twisted Cookie on Saturday, November 16th. In addition, there is a staff meeting tomorrow at 3:00, to discuss Ribfest.

Commissioner Byrnes echoed Commissioner Novak and encouraged all to attend the Food Pantry fundraiser or to donate canned goods or non-perishable foods as the Thanksgiving Baskets will be prepared and delivered right after that.

Commissioner Nero reported that on October 30th, over 30 trees fell in Forest Park due to the high winds. Leaf pickup is ongoing as well. The commissioner performed a site walk through at the Public Works facility and made recommendations for improvements as a result. The Brown Avenue road paving will be completed just as soon as weather permits. All of the sewer lines were repaired by the water main contractor. The Department of Health and Safety’s report mentioned that Smithereen has stepped up their rodent program from twice monthly to every week. Last, there is a ZBA meeting scheduled to consider cannabis zoning.

Commissioner Voogd reminded everyone that she is hosting a forum to discuss recycling and changes in the industry on November 17th at 3:00 at the Community Center. A representative from Republic Services will be on hand.

Mayor Hoskins reported that the Veteran’s Day observance, held by the VFW at the Adams and Thomas tot lot was a great event. Further, The Living Word Church is holding a Veteran’s Resource Fair Friday from 11:00 to 3:00. The fair will provide clothing to Veterans and those reentering society from the penal system. Last, the mayor reported that the Village’s Toy Drive will be held on December 12th and McGaffer’s is holding their Toy Drive on December 7th.

ADJOURNMENT

There being no further business to be addressed, Commissioner Novak moved and Commissioner Byrnes seconded to adjourn the meeting. The motion carried unanimously.

Mayor Hoskins declared the meeting adjourned at 7:55 P.M.
