Village of Forest Park Village Board met Nov. 25.

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

Commissioners Novak, Byrnes, Voogd and Mayor Hoskins answered the Roll Call. Commissioner Nero was absent.
APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS
It was moved by Commissioner Novak and seconded by Commissioner Byrnes that the minutes from the November 12, 2019, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

PUBLIC COMMENT
Ms. Betty Alzamora spoke as a citizen as well as a member of the village’s Diversity Commission. Ms. Alzamora expressed her appreciation to Tim Gillian and the Public Works team for their efforts helping with the vandalism on the mural over the Circle Bridge, as well as to the Mayor for publicizing the message that No Human is Illegal. She expressed that the combined efforts show all citizens that the village cares.

DEPARTMENT REPORTS:
The Police and Fire Departments submitted their September/October, 2019 reports.
APPROVAL OF BILLS:
It was moved by Commissioner Novak and seconded by Commissioner Byrnes that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $633,140.41.

Mayor Hoskins announced that New Business Item 1 will be withdrawn for this evening.

It was moved by Commissioner Novak and seconded by Commissioner Voogd that the Ordinance authorizing the disposal of surplus property (tasers) owned by the Village of Forest Park be adopted.

ADMINISTRATOR’S REPORT:
Administrator Gillian reported that the crews worked over the weekend on the Brown Street TIF Improvements, completing the 1st course of asphalt. The final street surface will be laid in the spring. All areas will be leveled out and topsoil added and temporary striping will be completed this fall.
COMMISSIONER’S REPORTS:
Commissioner Novak wished all a Happy Thanksgiving and stated he is looking forward to kicking off the 2020 year.
Commissioner Byrnes gave kudos to the Fire Department for the hugely successful fundraiser they held at Twisted Cookie, where they raised over $500 for the Forest Park Food Pantry. In addition, the commissioner expressed his gratitude to the Public Works crews, who have been working really hard to clean up leaves village-wide. Last, Commissioner Byrnes wished all a Happy Thanksgiving.
Commissioner Voogd wished all a Happy Thanksgiving and expressed her gratitude to all those involved in the Recycling Forum. There was a great turnout and an informative presentation by John Clifford of Republic Services.
Mayor Hoskins reported that Forest Park School District 91 has a Citizen’s Advisory Committee, which meets on the 3rd Wednesday of each month. They are requesting that one of the elected officials serve as a liaison to the committee, and the mayor invited the commissioners to do so. Next, the mayor stated that he was pleased to see the Fire Department participating in the District 209 Career Fair. Last, Mayor Hoskins notified those in attendance of the passing of long-time crossing guard, Karen Stuart.
Toy Drives benefitting Forest Park Residents are being held on December 7th at McGaffer’s as well as on December 12th at the American Legion. In addition, the Police Department is holding their “Shop with a Cop” program on December 14th.

There being no further business to be addressed, Commissioner Byrnes moved and Commissioner Voogd seconded to adjourn the meeting. The motion carried.
