Village of Forest Park Village Board met Oct. 28.

Here is the minutes provided by the board:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Novak, Byrnes, Nero, Voogd and Mayor Hoskins answered the Roll Call.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Novak and seconded by Commissioner Byrnes that the minutes from the October 15, 2019, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

ROLL CALL:

AYES: Commissioners Novak, Byrnes, Voogd and Mayor Hoskins

ABSTAIN: Commissioner Nero

ABSENT: None

The motion carried.

PUBLIC COMMENT

Mr. Tom Holmes presented 127 signatures on a petition requesting that the village allow condo buildings to negotiate their own garbage contract, instead of being required to be included in the village’s contract.

COMMUNICATIONS:

DEPARTMENT REPORTS:

The Finance, Fire and Police departments submitted their September, 2019 report.

APPROVAL OF BILLS:

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $549,555.56.

Mayor Hoskins administered the official oath of office to newly promoted Deputy Chief of Police, Kenneth Gross and to Police Lieutenant, Peter Morrissette.

KENNETH GROSS PROMOTED TO DEPUTY CHIEF OF POLICE AND PETER MORRISSETTE PROMOTED TO POLICE LIEUTENANT

It was moved by Commissioner Voogd and seconded by Commissioner Nero that the Ordinance amending Chapter 3, entitled “Trees, Shrubs and Vegetation,” of Title 7, entitled “Public Ways and Property,” of the Village Code of Ordinances of the Village of Forest Park, Cook County, Illinois be adopted.

O-33-19 ORDINANCE AMENDING TREE CARE AND MANAGEMENT

It was moved by Commissioner Byrnes and seconded by Commissioner Novak that the Resolution authorizing the adoption of the Updated Cook County Multi-Jurisdictional Hazard Mitigation Plan be adopted.

It was moved by Commissioner Novak and seconded by Commissioner Byrnes that the Resolution approving an Intergovernmental Agreement between the Illinois Department of Healthcare and Family Services and the Village of Forest Park for Enhanced Medicaid Ambulance Rates. be adopted.

R-70-19 RESOLUTION APPROVING IGA WITH STATE RE: ENHANCED AMBULANCE RATES

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd to direct the Forest Park Board of Fire and Police Commissioners to appoint one candidate from its current Police Sergeant Eligibility List to fill a vacancy be adopted.

It was moved by Commissioner Voogd and seconded by Commissioner Nero to approve the request from Heritage Chorale to display banners promoting its Music Concert Series on November 16th and 17th.

ADMINISTRATOR’S REPORT:

Mr. Gillian stated that he has been working along with the Chamber toward adopting a Special Service Area for Harlem from Circle to Madison and Madison from Harlem to the railroad tracks. It is planned to have a 10-year SSA, levying approximately $65,000 annually. There will be an Ordinance on the agenda sometime around March, 2020, for inclusion in the December 2020 levy. In addition, at least one town hall meeting will be held for all property owners and tenants in the SSA area.

COMMISSIONER’S REPORTS:

Commissioner Novak wished all a happy and safe Halloween.

Commissioner Byrnes commented that the casket races this past weekend were well attended and a really great event.

Commissioner Nero reported that a “lessons learned” meeting regarding Ribfest will be held on November 13th at 3:00. In addition, Public Works has been busy planting 56 trees, after having to take down 65 trees this year. Commissioner Nero further stated that he is performing a facility walk-through in order to ensure safe and efficient operations. The final paving for the Northside construction project is scheduled for November 4th. Last, it was discovered that the water main contractor made some errors when installing individual water service to several homes. This was researched and the contractor is correcting and re-paving the streets affected at 100% their expense. There will be no cost to the village for correcting these mistakes.

Commissioner Voogd announced that she is hosting a forum to discuss recycling and changes in the industry on November 17th at 3:00 at the Community Center. A representative from Republic Services will be on hand.

Mayor Hoskins stated that the Chamber’s Casket Race event was a huge success. There were no issues with safety or law enforcement. The Cindy Lyons Health Fair was also held last week and was well-attended. Last, there was a public hearing regarding the 305 Bus line being changed, omitting stops at the Forest Park Mall. Pace has agreed to install bus shelters at the mall to ensure full-service access to the mall for all.

ADJOURNMENT

There being no further business to be addressed, Commissioner Nero moved and Commissioner Byrnes seconded to adjourn the meeting. The motion carried unanimously.

Mayor Hoskins declared the meeting adjourned at 7:55 P.M.
