Village of Forest Park Village Board met Sept. 23.

Here is the minutes provided by the board:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Byrnes, Nero, Voogd and Mayor Hoskins answered the Roll Call. Commissioner Novak was absent.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the minutes from the September 9, 2019, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

The motion carried.

It was moved by Commissioner Voogd and seconded by Commissioner Nero that the minutes from the September 9, 2019, Closed Session Meeting of the Village Council be approved without reading as each member has received a copy thereof.

PUBLIC COMMENT

Ms. Brittany Tamul stated that she is a new resident in Forest Park and expressed her dissatisfaction with the village’s website, and stated that the website needs to be updated. Ms. Tamul requested that the village provide its residents with an accurate up-to-date website.

DEPARTMENT REPORTS:

The Fire and Finance Departments submitted their August, 2019 reports.

APPROVAL OF BILLS:

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $591,665.38.

NEW BUSINESS:

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Ordinance authorizing a loan from Forest Park National Bank be adopted. Village Administrator Tim Gillian gave a brief overview of items 1 and 2 on tonight’s agenda. Mr. Gillian stated that paid parking along Madison was requested by the Chamber of Commerce. Additional pay boxes were added to the agreement for the area on Circle near the green line train as the existing meters are in disrepair and parts are unavailable. The supplier, Total Parking Solutions, is already providing us with pay boxes in several of our municipal lots. Initially the plan was to have TPS supply the equipment and for the village to pay for it through a revenue sharing agreement. It was discovered that it would make more financial sense to purchase the equipment outright and finance it through a 3.25% loan through the bank. Parking fees are suggested at 75 cents per hour (versus $1.00 per hour in neighboring communities). The contract includes 2 years of maintenance on the equipment.

It was moved by Commissioner Nero and seconded by Commissioner Byrnes that the Resolution waiving bid and authorizing the purchase, installation and maintenance of Automated Parking Terminals from Total Parking Solutions Inc. be adopted.

It was moved by Commissioner Byrnes and seconded by Commissioner Voogd that the request from the Forest Park Public Library to conduct a fundraiser through the Village of Forest Park vehicle sticker renewal process be approved. Library Director Pilar Shaker spoke in support of the request.

ADMINISTRATOR’S REPORT:

Mr. Gillian stated that the village has allowed different groups to conduct fundraising campaigns through donations solicited on the vehicle sticker renewal for the last seven to eight years. Second, the construction project on Circle at Elgin is a 56 unit Senior Citizen apartment building. The construction is coming along well and the owner stated that they have received over 200 applications for the 56 apartments to date. Last, Mr. Gillian stated that the water main construction on the North end of town is substantially complete and the sewer separation project is on schedule. This is a large project and is being completed with very few resident complaints.

COMMISSIONER’S REPORTS:

Commissioner Byrnes stated that he has seen a log of conversations on Facebook about rats in the residential areas. The village has ramped up the rodent control and will be out weekly to monitor and maintain the traps. Commissioner Byrnes reminded residents to please not touch the bait stations or traps and cooperate with the village pest control contractor. Commissioner Nero stated that the sewer separation infrastructure project is for flooding relief and these projects are small steps toward the greater goal of the village. Further Commissioner Nero reminded residents, property owners, and all of us to take a look at our own properties and clean up any organic materials that can allow rodents to hide and nest in the village.

Commissioner Voogd reported that the Recreation Board has changed their regular meeting date to the second Thursday of each month, the next meeting being October 10th. In addition, we are in need of board members for the Recreation Board. The Recreation Board influences the maintenance and safety of the playgrounds in the village. Anyone interested in volunteering to serve on this board is encouraged to visit the village website to obtain an application, or simply email Commissioner Voogd at jvoogd@forestpark.net.

Mayor Hoskins reported that the village held a public meeting to discuss the legalization of recreational cannabis in Illinois and its potential effect on the village. This meeting was held 2 weeks ago and there was low public attendance. The mayor stated that we will schedule another public meeting and will ensure that this meeting does not conflict with any other local public meetings.

There being no further business to be addressed, Commissioner Nero moved and Commissioner Voogd seconded to adjourn the meeting. The motion carried.

Mayor Hoskins declared the meeting adjourned at 7:30 P.M.
