Village of Forest Park Village Board met Sept. 9.

Here is the minutes provided by the board:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Novak, Nero, Voogd and Mayor Hoskins answered the Roll Call. Commissioner Byrnes was absent.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Novak and seconded by Commissioner Nero that the minutes from the August 26, 2019, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

ROLL CALL:

AYES: Commissioners Novak, Nero, Voogd and Mayor Hoskins

NAYS: None

ABSENT: Commissioner Byrnes

The motion carried.

PUBLIC COMMENT

Mr. Thomas Kovac expressed his support of Commissioners giving department reports.

COMMUNICATIONS:

None

DEPARTMENT REPORTS:

None.

APPROVAL OF BILLS:

It was moved by Commissioner Novak and seconded by Commissioner Voogd that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $342,460.49

UNFINISHED BUSINESS:

None

NEW BUSINESS:

It was moved by Commissioner Nero and seconded by Commissioner Voogd that the Ordinance amending Chapter 2, entitled “Municipal Taxes,” of Title 3, entitled “Business and License Regulations,” of the Municipal Code of the Village of Forest Park, Illinois be adopted.

O-29-19 ORDINANCE IMPOSING A 3% MUNICIPAL CANNABIS RETAILERS’ OCCUPATION TAX APPROVED

ROLL CALL:

AYES: Commissioners Nero, Voogd and Mayor Hoskins

ABSENT: Commissioner Byrnes

ABSTAIN: Commissioner Novak

The motion carried.

It was moved by Commissioner Novak and seconded by Commissioner Nero that the Resolution authorizing the execution of an Interagency Information Sharing Agreement between the Cook County Sheriff’s Office and the Police Department of the Village of Forest Park be adopted.

R-58-19 RESOLUTION AUTHORIZING INFORMATION SHARING AGREEMENT WITH COOK COUNTY SHERIFF APPROVED

AYES: Commissioners Novak, Nero, Voogd and Mayor Hoskins

NAYS: None

ABSENT: Commissioner Byrnes

The motion carried.

It was moved by Commissioner Novak and seconded by Commissioner Voogd that the Resolution providing for the levy of an additional Library Tax for building and maintenance be adopted.

R-59-19 RESOLUTION PROVIDING ADDITIONAL LIBRARY TAX FOR BUILDING AND MAINTENANCE APPROVED

Mayor Hoskins advised that item #4 is being withdrawn and not considered this evening.

ADMINISTRATOR’S REPORT:

None

COMMISSIONER’S REPORTS:

Commissioner Novak noted that the Environmental Control Commission is currently not listed on the village’s website and requested that the website be updated.

Commissioner Nero gave a shout out to the village staff for the Ribfest last weekend, which was a “smashing success,” with lots of people in attendance, and for which we did not have any issues from a safety standpoint. In addition Commissioner Nero volunteered to work with staff in the future to potentially improve and grow the event.

Commissioner Voogd thanked the Police and Public Works Departments for their swift action when a large tree branch fell near her home. In addition, the Commissioner commended staff on the Ribfest success, and commented that it was a great event. Last, Commissioner Voogd noted that the last of the Public Works summer help has left and encouraged anyone who is interested to apply for summer work next year.

Mayor Hoskins echoed the sentiments about the staff’s success and hard work executing the Ribfest event. In addition the Mayor commented that the event was a great representation of the Forest Park Community and was also recognized by a tweet by WTTW. Next, Mayor Hoskins announced that there will be a Public Meeting this Thursday at 7:00 p.m. at the Community Center regarding recreational cannabis and what it means to Forest Park. There will be representatives at the meeting available to speak about the issue. Last, September 15 through October 15 is Hispanic Heritage Month. In observance of Hispanic Heritage, an ad hoc committee is planning an event on October 5th in Constitution Court.

ADJOURNMENT

There being no further business to be addressed, Commissioner Nero moved and Commissioner Voogd seconded to adjourn to closed session to consider pending litigation. The motion carried.

Mayor Hoskins declared the meeting adjourned at 7:29 P.M.
