City of Northlake City Council met July 15.

Here is the minutes provided by the council:

The regular meeting was called to order at 7:00 p.m. Mayor Sherwin asked everyone to stand for the pledge of allegiance.

Mayor Sherwin called for the roll.

ROLL CALL:

PRESENT: ALDERMEN STRAUBE, FELDMANN, GARCIA, GONZALEZ, GROCHOWSKI AND PATTI

ABSENT: ALDERMAN CONTRERAS

ALDERMAN JOHNSON

Mayor Sherwin presented the minutes of the regular meeting held on June 10, 2019. Alderman Patti made a motion to accept the minutes of the regular meeting held on June 10, 2019; seconded by Alderman Feldmann. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. Alderman Gonzalez abstained. All were in favor. The motion carried.

MOTION TO ACCEPT THE MINUTES OF THE JUNE 10, 2019 CITY COUNCIL MEETING CARRIED

Alderman Straube made a motion to appoint Anna Johnson to the Community Events and Affairs Commission; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, GARCIA, GONZALEZ, GROCHOWSKI AND PATTI

NAYS: NONE

MOTION TO APPOINT ANNA JOHNSON TO THE COMMUNITY EVENTS AND AFFAIRS COMMISSION CARRIED

Alderman Patti made a motion to appoint Bobby Riesterer to the Zoning Board of Appeals, Planning and Economic Development Commission; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

NAYS: NONE

MOTION TO APPOINT BOBBY RIESTERER TO THE ZONING BOARD OF APPEALS, PLANNING AND ECONOMIC DEVELOPMENT COMMISSION CARRIED

Alderman Patti made a motion to pay the warrants and vouchers if and when the funds become available; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO PAY THE WARRANTS AND VOUCHERS CARRIED

Winning raffle tickets were pulled for the two old police vehicles and the grill; Mayor Sherwin noted the carnival, fireworks and car show were all a success; it was noted the next City Council meeting is on August 12.

Mayor Sherwin opened the one bid received for Elevator Installation at the Northlake City Centre. It will be given to the architects for review.

Alderman Patti made a motion to approve a Contract with BS&A Software for new software for the City of Northlake; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

MOTION TO APPROVE CONTRACT WITH BS&A SOFTWARE FOR NEW SOFTWARE FOR THE CITY OF NORTHLAKE CARRIED

Alderman Patti made a motion to approve a proposal from A Lamp Concrete Contractors for the Railroad Avenue pavement patching; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO APPROVE A PROPOSAL FROM A LAMP CONCRETE CONTRACTORS FOR THE RAILROAD AVENUE PAVEMENT PATCHING CARRIED

Alderman Feldmann made a motion to approve a proposal from A Lamp Concrete Contractors for the Bike Path Bridge improvements; seconded by Alderman Patti. Mayor Sherwin called for the roll.

MOTION TO APPROVE A PROPOSAL FROM A LAMP CONCRETE CONTRACTORS FOR THE BIKE PATH BRIDGE IMPROVEMENTS CARRIED

Alderman Patti made a motion to approve a proposal from A Lamp Concrete Contractors for the Walgreens and Lake Street alley improvements; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO APPROVE A PROPOSAL FROM A LAMP CONCRETE CONTRACTORS FOR THE WALGREENS AND LAKE STREET ALLEY IMPROVEMENTS CARRIED

Alderman Patti made a motion to approve Ordinance O-10-2019; An Ordinance Increasing the Number of Video Gaming Terminals and Amending Title 3 of the Northlake City Code; seconded by Alderman Gonzalez. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-10-2019; AN ORDINANCE INCREASING THE NUMBER OF VIDEO GAMING TERMINALS AND AMENDING TITLE 3 OF THE NORTHLAKE CITY CODE CARRIED

Alderman Patti made a motion to approve the 2019/2020 Blue Cross Blue Shield/Met Life Insurance; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

MOTION TO APPROVE THE 2019/2020 BLUE CROSS BLUE SHIELD/MET LIFE INSURANCE CARRIED

Alderman Patti made a motion to approve the recommendation from our engineers on the proposal for the Addison Creek Musical Playground from Great Lakes Landscaping Inc. in the amount of $78,950.00; seconded by Alderman Garcia. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, GARCIA, GONZALEZ, GROCHOWSKI AND PATTI

MOTION TO APPROVE THE RECOMMENDATION FROM OUR ENGINEERS ON THE PROPOSAL FOR THE ADDISON CREEK MUSICAL PLAYGROUND FROM GREAT LAKES LANDSCAPING, INC. IN THE AMOUNT OF $78,950.00 CARRIED

Alderman Patti made a motion to approve the recommendation from our engineers to award the bid for 2019 Capital Improvements Project to A Lamp Concrete Contractors for $2,909,028.00; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO APPROVE THE RECOMMENDATION FROM OUR ENGINEERS TO AWARD THE BID FOR 2019 CAPITAL IMPROVEMENTS PROJECT TO A LAMP CONCRETE CONTRACTORS FOR $2,909,028.00 CARRIED

Alderman Patti made a motion to approve the variance at 46 E. Bernice; seconded by Alderman Feldmann. They are seeking a variation from the zoning ordinance from the required corner side set back of 35% of lot width to 3-1/2 feet to allow construction of new detached garage. Mayor Sherwin called for the roll.

MOTION TO APPROVE THE VARIANCE AT 46 E. BERNICE CARRIED

A couple of Melrose Park residents and a Northlake resident stated their concerns regarding the City of Northlake Dog Park. The Police Department and Public Works will investigate the issues they brought up.

Alderman Straube made a motion to go into Executive Session; seconded by Alderman Patti.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
