City of Northlake Committee of The Whole met July 15.

The committee reviewed the minutes of the June 10, 2019 meeting. Alderman Patti made a motion to approve the minutes of the June 10, 2019 meeting; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. Alderman Gonzalez abstained. The minutes were approved.

Mayor Sherwin presented the Warrants and Vouchers. Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Grochowski. Questions were asked and answered respectively. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented the Commission Expenditures. Alderman Patti made a motion to pay the Commission Expenditures; seconded by Alderman Feldmann. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Under New Business:

Mayor Sherwin opened a discussion for approval of a contract with BS&A Software for new software for the City of Northlake. Alderman Patti made a motion to approve; seconded by Alderman Feldmann. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve a proposal from A Lamp Concrete Contractors for the Railroad Avenue pavement patching. Alderman Patti made a motion to approve; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve a proposal from A Lamp Concrete Contractors for the Bike Path Bridge improvements. Alderman Patti made a motion to approve; seconded by Alderman Gonzalez. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve a proposal from A Lamp Concrete Contractors for the Walgreens and Lake Street alley improvements. Alderman Patti made a motion to approve; seconded by Alderman Garcia. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented Ordinance O-10-2019; An Ordinance Increasing the Number of Video Gaming Terminals and Amending Title 3 of the Northlake City Code. Alderman Patti made a motion to approve; seconded by Alderman Gonzalez. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve the 2019/2020 Blue Cross Blue Shield/Met Life Insurance. Questions were asked and answered respectively. Alderman Patti made a motion to approve; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve the recommendation from our engineers on the proposal for the Addison Creek Musical Playground from Great Lakes Landscaping Inc. in the amount of $78,950.00 Alderman Grochowski made a motion to approve; seconded by Alderman Feldmann. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve the recommendation from our engineers to award the bid for 2019 Capital Improvements Project to A Lamp Concrete Contractors for $2,909,028.00. Alderman Patti made a motion to approve; seconded by Alderman Feldmann. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin stated that the bonds issued to the City should be paid off early in 2024.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
