Village of Forest Park Village Council met July 8.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS
It was moved by Commissioner Nero and seconded by Commissioner Voogd that the minutes from the June 24, 2019, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof.

PUBLIC COMMENT
Mr. Paul Price expressed his comments about the Responsible Bidder Ordinance that is on tonight’s agenda for consideration. Mr. Price thanked the staff, attorney, Village Council and Mayor for putting forth this important legislation. Mr. Price further stated that he appreciates his tax dollars being spent wisely on contractors who pay a living wage.
COMMUNICATIONS:
Ms. Bridget Lane and Ms. Laurie Kokenes of the Forest Park Chamber of Commerce and Development spoke regarding the letter forwarded to the Village Council concerning the prospect of creating a Special Service Area on Madison Street. Their goal is to seek support for economic development and to provide a consistent source of funding. The Chamber appreciates the village’s efforts and is requesting their assistance in the process. Ms. Lane further stated that the SSA request was approved unanimously by the Economic Development Committee, and requires that 51% of property owners in the SSA do not object to its creation. Money raised through the SSA would be spent on events, and village contributions would include providing staffing or consultants’ help in the process. The Chamber will forward an SSA fact sheet to the clerk for distribution to the elected officials.
In addition, the Chamber expressed their appreciation for the village’s annual funding, which is used in their marketing efforts, and requested a continued village contribution of $25,000.00.
DEPARTMENT REPORTS:
The Fire Department submitted its May, 2019 report.
APPROVAL OF BILLS:
It was moved by Commissioner Novak and seconded by Commissioner Byrnes that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $794,216.26.

ADMINISTRATOR’S REPORT:
Mr. Gillian reported the following:
• The Brown Street project is scheduled for bid opening on July 25, 2019 and the award of the
contract will be on the August 12, 2019, Council Meeting.
• About a month ago, there was a citizen request for the village to make space available for
butterflies. After researching the idea, Commissioner Voogd, Director Doss and two Public Works staff members, Pat Braniff and Steve Knysch followed through with installing plants that attract butterflies at the park located at Lathrop and Roosevelt. Butterflies have already starting gather in this park and more plants will be added to the landscaping at the administration building.
COMMISSIONER’S REPORTS:
Commissioner Byrnes commended the Police, Fire, Streets and Public Works departments for their work and assistance to the Park District for the Fourth of July celebration and fireworks.
Commissioner Nero reminded Department Heads to talk to their staff and remind them bout focusing and safety after the long holiday weekend. In addition, Commissioner Nero was happy to report that the requested crosswalk near the CTA station has been completed, as requested.
Commissioner Voogd expressed her appreciation for the butterfly garden and to Administrator Gillian for removing all Styrofoam cups from village departments.

There being no further business to be addressed, Commissioner Novak moved and Commissioner Nero seconded to adjourn the meeting. The motion carried unanimously.
Mayor Hoskins declared the meeting adjourned at 7:31 P.M.
