Berwyn North School District 98 Board of Education met May 30.

A Regular Meeting of the Board of Education Members of Berwyn North School District 98 was held Thursday, May 30, 2019, beginning at 6:31 PM in the Jefferson Elementary School, 7035 West 16th, Berwyn, IL 60402.

I. CALL TO ORDER

Meeting began at 6:31 p.m.

II. ROLL CALL

Members Present: Swade, Arenella, Paul-Emile, Cuevas, Kulis-Kearns Valeriano and Pabon

III. THE PLEDGE OF ALLEGIANCE:

IV. COMMUNICATIONS

A. The 2019 Best of Berwyn Recognition:

The 2019 Best of Berwyn student’s names were called out and recognized for their participation in the Best of Berwyn.

B. Writing on the Wall Presentation:

The writing prompt this year was about "My Trip in a Time Machine". Our Berwyn North Education Foundation and the Board presented gift cards, certificates and medals to the winners.

C. Retiree Recognition:

Linda A. Bulster, Teacher, Havlicek Elementary School was recognized by Jessica Hartless Principal and Charlie DeLeonardis Assistant Principal of Havlicek Elementary School for her years of service and was presented with a chocolate plaque from the Board of Education.

D. Berwyn North Mariachi and Ballet Folklorico Staff Recognition:

The following teachers and staff members were recognized by the Board and presented with Berwyn North District 98 pins and certificates.

E. Chicago Board of Options Exchange (CBOE) Presentation:

Lincoln Middle School students who participated in the Chicago Board of Options Exchange “Stock Market Games” on Thursday, May 16th presented to the Board, how they won the first and third place. Member Swade posed several questions after the presentation and was extremely impressed by the student’s knowledge in the stock market. Member Cuevas was also very impressed with their presentation and complimented them on their acquired knowledge.

Member Paul-Emile moved and was seconded by Member Arenella that the Board approve the following items listed on the Consent Agenda. Approval of Minutes items A 1-7, Personnel B 1,2,&4 (Tabled B 3 &5), Building Use C, Finance D 1-3 as submitted.

APPROVAL OF BOARD POLICIES – SECOND READING

Member Paul-Emile moved and was seconded by Member Arenella that the Board approve the second reading of the Board Policies.

Ayes: Swade, Arenella, Paul-Emile, Cuevas, Pabon, Kulis-Kearns Valeriano, and Mounce B. West Cook Division Governing Board Representative

Each school board should be certain to identify a board member who will serve as the Governing Board Representative prior to the Governing Board Meeting date. Each (board- approved) Governing Board Representative will receive one vote on all actionable agenda items.

APPROVAL OF WEST COOK DIVISION GOVERNING BOARD REPRESENTATIVE 

Member Mounce nominated Member Kulis-Kearns Valeriano as Governing Board Representative. Member Arenella moved and was seconded by Member Cuevas to approve Member Kulis-Kearns Valeriano to serve as Governing Board Representative.

C. Award Food Vendor Bid:

Bids for the Food Service Program for District 98 have been submitted by Preferred Meals System Inc. and Open Kitchens. Bids were received on May 24, 2019. The projected meals served totals for breakfast are $ 249,566, lunch $ 404,875 and summer breakfast $ 3,709. The total rate per meal along with the total estimated cost per bidder is attached and will be put forth for board approval at the upcoming board meeting.

APPROVAL OF FOOD VENDOR BID

Approval of Food Vendor Bid was Tabled for June 27, 2019 Board Meeting Pending Regina Johnson, Business Manager receiving more information from the State. Vendor Open Kitchen will return with samples at the June Board Meeting.

D. Intergovernmental Agreement between the City of Berwyn and Berwyn North School District 98

Based on the extension of the 12 year TIF, the City of Berwyn will provide Berwyn North School District 98 with 1 resource officer and 10 crossing guards for the next 12 years, as well as other amenities.

APPROVAL OF INTERGOVERMENTAL AGREEMENT BETWEEN THE CITY OF BERWYN AND BERWYN NORTH SCHOOL DISTRICT98

Member Arenelle moved and was seconded by Member Swade that the Board approve the Intergovernmental Agreement between the City of Berwyn and Berwyn North School District 98.

IX. INFORMATION AND REPORTS

A. Monthly Fund Report

Regina Johnson, Business Manager, presented the Monthly Fund Report to the Board and community.

B. Preliminary FY20 Budget Presentation

Regina Johnson, Business Manager presented the Board with the preliminary first draft of the FY20 Budget.

X. PUBLIC COMMENT

Gina Parker, NBEA President, greeted the Board Members. Member Mounce congratulated Ms. Parker.

B. The Conference Public Education Leaders: NSBA 2020 Chicago April 4th-6th, 2020 Board members that would like to be participate please let Jessica Ibarra know, as soon as possible. Submission Deadline will be June 5, 2019.

XI. NEW BUSINESS

A. Board Member Joann Kulis-Kearns Valeriano, brought up topic of government legislation that will increase the income tax rate, school consolidation and the government’s desire to decrease by school districts by 25%. She also mentioned the senate trying to pass a bill that will mandate all students to fill out the FAFSA application and the risks of the government having too much information on students. She spoke to IASB she advised her that districts must file a witness of opposition.

B. Board Member Elizabeth Cuevas, brought up the topic of District Grants. Ms. Gina Parker, Ms. Francela Lopez, and Ms. Michelle Smith explained to Board Member Mrs. Cuevas the different grants along with process and procedures.

XII. ADOURNMENT MOTION TO EXECUTIVE SESSION

Member Paul-Emile moved and seconded by Member Cuevas that the Regular Meeting of the Board of Education, School District 98 Adjourned to Executive Session at 7:50 p.m., Thursday, May 30, 2019 for the purpose of discussing the following items:

1. Student disciplinary cases. 5ILCS 120/2(c)(9).

2. The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. 5ILCS 120/2(c) (1).

MOTION TO HAVE STUDENT #106689 – FULFILL CONSEQUENCES IN LEIU OF SUSPENSION
