9.1.1 Trustee Liaison Report – Trustee Graf-Stone informed the Board that the Budget is finished and lots of planning was done for the summer events.

9.1.2 Motion to Approve an Ordinance Amending Various Sections of Title 4, Chapter 5 of the Village Code of the Village of Berkeley, Cook County, Illinois Regarding Canvassers, Peddlers and Solicitors

9.2 Finance and Economic Development (Chair – Trustee Washington; Co- Chair Trustee Salemi)

9.2.1 Trustee Liaison Report – No report

9.2.2 Marketing & Economic Development Plan Update – Administrator

Espiritu updated the Board on the Economic Development and Marketing Plan. The implementation plan includes recommended tasks, start and completion times, assigned leader(s) and costs. The tasks are divided into three phases. “Phase 1 Roll-out: Tactics” are the “low hanging fruit” that can be implemented quickly at relatively low cost. “Phase 2 Roll-out: Targeted Improvements” require a longer planning and development process. However, Phase 2 tasks are initiated at the same time as the Phase 1 rollout. “Phase 3 Roll-out: Ultimate Development” are the longer term activities that will help the Village fulfill its goal of becoming one of the most desirable business addresses in West Cook County. Implementation of Berkeley’s Economic and Marketing Plan is an ongoing work in progress, subject to systematic evaluation and modification as the marketplace and other variables change.

9.2.3 3rd Quarter Financial Report – Administrator Espiritu presented the Financial Report Dashboard and informed the Village of Berkeley Board that due to some transitioning with their accountant the report reflects 7 months of data rather than 6 months (which is what would normally be reported). Due to good projection, watching their expenses, the Village’s Budget is good and on target.

9.2.4 Motion to Approve a Resolution Authorizing the Execution of a Reciprocal Agreement Regarding the Exchange of Information between the Village of Berkeley, Cook County, Illinois and the Illinois Department of Revenue

9.3 Police and Property Maintenance (Chair – Trustee Salemi; Co-Chair Trustee Hammar)

9.3.1 Trustee Liaison Report – Trustee Salemi informed the Board that last week they co-chaired a meeting with Trustee Hammar, Administrator Espiritu, President Lee, Chief Larem, Chief Kuryla and herself to discuss code enforcement, and how they are going to proceed going forward. Firm, Fair and Compliant is how the Village is going to proceed with this department. President Lee encourages subcommittee meetings.

9.4 Fire and Health (Chair – Trustee Grenier; Co-Chair Trustee Perez) 9.4.1 Trustee Liaison Report – No report

Police Chief Larem and Chief Kuryla gave an update on a Fire Alarm call that became an aggressive fire and police incident. While the Fire Department were doing their job, the three police officers that came on the scene were able to locate and arrest the three offenders that fire bombed the house. Chief Kuryla gave an update on another fire. The fire was on the roof of Eagle Distributors. At this point, the cause of the fire is undetermined.

9.5 Public Works and Utilities (Chair – Trustee Hammar; Co-Chair Trustee Grenier)

9.5.1 Trustee Liaison Report – No report

9.5.2 Motion to Approve a Resolution to Waive Competitive Bidding and

Authorize the Execution of a Purchase Agreement between the Village of Berkeley, Cook County, Illinois and 1st Choice Equipment LLC. Providing for the Procurement of a 2019 Kubota RTV in an Amount Not To Exceed $42,000.00

9.6.1 Trustee Liaison Report - Trustee Perez informed the Board that they are ready to go for the Summer Events. They are working on the Day of Service for June 22nd. The Westchester Food Pantry bin is now setup in the Village Hall on the main floor.

10.1 President’s Report

10.1.1 05/21/2019

Board Meeting at 6:30 p.m.

Assistant Village Administrator Brandiss Martin will be moving on after six years of employment. The Village of Berkeley thanks Assistant Village Administrator Martin for all her work here. The Village of Berkeley congratulates her and wish her well.

13 Public Comments and Questions

Denise K. Kouba, Berkeley resident – Ms. Kouba, Coordinator for the Westchester Food Pantry thanks Berkeley and the Public Library for their support. Bins are now set up at the Village Hall and the Berkeley Public Library. On Thursday night or Friday morning they will pick up the items that are in the bins.

Rich Saviano, Berkeley resident – On May 21st the US Bank will be closing and the property is for sale. He suggested if it could be used as the Food Pantry Distribution. President Lee informed Mr. Saviano that Berkeley does not own the property.

Angela Villafana, Berkeley resident - Is there a fee for the Solicitor licenses? Will there be an expiration date on it? Administrator Espiritu responded yes, there is a small fee and yes, there will be an expiration date on the license.

Angela Villafana, has not received her Berkeley Connects. President Lee responded they

will follow up.
