Village of Berkeley Village Board met April 2.

Here is the minutes provided by the board:

President Lee called the meeting to order at 7:32 p.m.

Present: President Lee, Trustees Hammar, Grenier and Washington

Absent: Trustees Salemi, Graf-Stone and Perez

Also present: Village Administrator Rudy Espiritu, Assistant Village Administrator Brandiss Martin, Fire Chief Michael Kuryla, Police Chief Timothy Larem, Public Works Superintendent Joe Wagner, and Village Attorney Gregory Smith and Assistant Attorney Liz Brogan

4 Presentations and Appointment

4.1 Proclamation Honoring LeDonne True Value Hardware for 50 Years Of Business and Community Service in the Village of Berkeley since 1968 – Congratulations to the LeDonne Family!

4.2 Berkeley Neighborhood Watch Donation Request

Tim Carpenter, President, introduced Mari Carpenter, Treasurer, and Amber Horton, Secretary & Social Media Administrator. Neighborhood Watch Meetings are held every 2nd Wednesday at 6:30 p.m. in the Village Hall. There are about 15 – 26 residents who attend the monthly meetings. There are 12 Block Captains. Neighborhood Watch has present educational topics such as Smart 911 system, Animal Safety, Prevention of Senior Fraud, and other great topics. They attend all community events. They are requesting $1000 Donation from the Village.

9.4.1 Trustee Liaison Report – Trustee Grenier shared with the Board that there is a big push for solar as such staff should consider possible impact to building regulations.

9.4.2 Motion to Approve a Proposed Resolution Approving and Authorizing the Execution of an Extension Agreement between the Village of Berkeley, Cook County, Illinois and Mr. Scott Weer – on Behalf of Harold Group, LLC, (5607 St. Charles Rd.) Providing for a One Year Extension to Install a Fire Sprinkler System

9.5 Public Works and Utilities (Chair – Trustee Hammar; Co-Chair Trustee Grenier)

9.5.2 Motion to Approve a Proposed Resolution of the Village Of Berkeley, Cook County, Illinois Authorizing the Superintendent of Public Works To Complete The Water Meter Project With Water Resources For A Not-To- Exceed Amount Of $250,000 From The Fiscal Year 2018-2019 Water Fund

Technology and Crime Prevention @ 6:30 pm 10.1.3 04/16/2019 Board Meeting @ 7:30 p.m.

Baseball Parade is on April 26th. Roundtable will be held on April 24th. President Lee thanked everyone for their work on the Budget.

11 Village Administrator

11.1 Statement of Economic Interests due 5/1/19.

Administrator Espiritu shared that the Village was awarded the EDP grant for $400,000 which will be used towards Proviso Drive. Staff is currently applying for another grant for Phase II of Proviso Drive.

12 Village Attorney –Tom Melody will be attending the April 16th Board meeting.

Village Attorney Smith gave a brief update on a Senate Bill which may amend the Downstate Firefighter Pension Code requiring municipalities with Part-time firefighters to contribute to the employee’s pension cost at their primary/full-time employer.

13 Public Comments and Questions

Dan O’Connell commented on the proposed Senate Bill.

Mr. O’Connell asked a question regarding the Water Project, if any of the money was received for the additional costs from the Community Development Block Grant- Disaster Recovery (CDBG-DR) funds?- Administrator Espiritu answered no additional money came in from the CDBG-DR funds,
