City of Berwyn City Council met April 9.

Here is the minutes provided by the council:

1. Mayor Lovero called the Regular Meeting to Order at 8:00 p.m. Deputy Clerk Anderson called the roll. The following Aldermen responded present: Lennon, Ramirez, Reardon, Fejt, Santoy, Ruiz, Avila, and Garcia.

2. The Pledge of Allegiance was recited. A moment of silence was observed in memory of former Alderman Ray Fron, in memory of Natividad Salas, in memory of Robert Perlot, and for the safety of our First Responders.

3. Open Forum was announced. Berwyn Fire Department Battalion Chief Mario Manfredini stepped forward to introduce the winners of the Fire Department’s annual poster contest. Brooklyn Casas won First Prize, Daniel Casas won Second Prize and Ena Laubis won Third Prize in the competition open to all Berwyn schoolchildren. The children came forward to receive their prizes.

Ms. Ana Marin and Berwyn Community Action (BCA) representatives were recognized. Ms. Marin read a letter, dated April 9, 2019, from BCA aloud critical of a recent city-distributed Berwyn Watch newsletter because the newsletter content contained racial stereotypes. BCA asked for a meeting with Mayor Lovero and a printed retraction in the next edition. Mayor Lovero invited the group to contact him to schedule an appointment. Ms. Marin submitted a copy of the BCA letter to be included with the Minutes.

Ald. Ruiz announced Young Latina Day April 11, 2019; an event sponsored by the Fig Factor Foundation.

4. Ald. Avila made the motion, seconded by Ald. Santoy, to approve the Minutes for the Committee of the Whole and Regular Berwyn City Council meetings (each held on March 26, 2019) as submitted. The motion carried on a unanimous voice vote.

5. Ald. Santoy made the motion, seconded by Ald. Ruiz, to concur in Mayor Lovero’s appointment of Benjamin Daish as Finance Department Director. The motion carried by a unanimous voice vote. Deputy Clerk Anderson administered the Oath of Office to Mr. Daish.

6. Ald. Lennon made a motion, seconded by Ald. Reardon, to adopt the Proclamation recognizing Brian Patrick L. Kitane for his achievement in attaining the rank of Eagle Scout. The motion carried by a unanimous voice vote.

7. Ald. Lennon made the motion, seconded by Ald. Ramirez, to adopt the Proclamation recognizing John Riley Flanagan for his achievement in attaining the rank of Eagle Scout. The motion carried by a unanimous voice vote.

8. Ald. Avila made the motion, seconded by Ald. Garcia, to adopt the Proclamation declaring March as the 17th Annual March for Meals Month in the City of Berwyn. The motion carried by a unanimous voice vote.

9. Ald. Avila made the motion, seconded by Ald. Ruiz, to adopt the Proclamation declaring April as Fair Housing Month in Berwyn. The motion carried by a unanimous voice vote.

10. Ald. Garcia made the motion, seconded by Ald. Avila, to approve Prairie Oak School’s Walk for a Cure Event scheduled for Wednesday, May 22, 2019 from 5:00 until 8:30 p.m. and to authorize city departments to provide the requested services. The motion carried by a unanimous voice vote.

11. Ald. Avila made the motion, seconded by Ald. Lennon, to concur in the promotion of William Glaser to the rank of Lieutenant in the Berwyn Fire Department. The motion carried by a unanimous voice vote. Deputy Clerk Anderson administered the Oath of Office to Lieutenant Glaser.

12. Ald. Avila made the motion, seconded by Ald. Ruiz, to concur in the promotion of Ryan Hickerson to the rank of Engineer in the Berwyn Fire Department. The motion carried by a unanimous voice vote. Deputy Clerk Anderson administered the Oath of Office to Engineer Hickerson.

13. Ald. Avila made the motion, seconded by Ald. Ruiz, to authorize settlement of 13WC31201 for $73,542.72. The motion carried on a unanimous call of the roll.

14. Ald. Avila made the motion, seconded by Ald. Garcia, to accept as informational the announcement that a television show would be using the Public Safety building as a film shoot location from April 17 through April 18, 2019. The motion carried on a unanimous voice vote.

15. Ald. Avila made the motion, seconded by Ald. Lennon, to approve the Consent Agenda by omnibus vote designation. The motion carried by a unanimous voice vote. The following Consent Agenda items were approved:

1. Payroll: 4/3/2019 in the amount of $1,167,004.96: Informational

2. Payables: 3/28/2019 to 4/10/2019 in the amount of $1,346,709.54: Informational

3. Collector’s Department Report for March: Informational

4. Building Department Report for March, 2019: Informational

5. Combined Veterans of Berwyn Annual Poppy Sales (various locations): Approved

6. Combined Veterans of Berwyn Memorial Day Observance: Approved

7. Veltway Corporation Make Music Summer Solstice Celebration: Approved

8. Urban Mutt Bow Wow Luau event: Approved

9. Salvation Army Red Kettle Campaign: Approved

16. Committee Meetings and Announcements from Aldermen: Ald. Reardon announced a Third Ward meeting scheduled for April 18, 2019 at Proksa Park; Ald. Fejt announced a Fourth Ward meeting scheduled for April 18, 2019 at Liberty Center; Ald. Santoy announced a Fifth Ward meeting scheduled for April 15, 2019 at Hett Park.

17. There being no further business to come before the Council, Ald. Lennon made the motion, seconded by Ald. Avila, to adjourn at the hour of 8:40 pm. The motion carried by a voice vote.
