Village of Schiller Park Committee of the Whole met March 27.

CALL TO ORDER:
President Nick Caiafa called the meeting to order at 6:15 P.M.
ROLL CALL:
Upon a call of the roll by the Village Clerk, the following Elected Officials were:
Present: President Nick Caiafa, Trustees: Russell Klug, Joan Golembiewski, Tom Deegan, Robert Lima (6:40 P.M.), Catherine Gorzynski, and Village Clerk Rosa Jos
Absent: Trustee Moses Diaz
President Caiafa declared a quorum present.
Also present: Interim Village Manager Dave Strahl, Brian Bursiek, Anna Gorzkowicz, and Janet Matthys
III. PERSONS WISHING TO BE HEARD:
No one to be heard.
IV. BUSINESS:
Staff gave final recommendations for the fiscal year 2019-2020 budget. Interim Village Manager Strahl presented the schedule of budget amendments for fiscal year 2019 2020 that were made after the March 18, 2019 budget meeting. He also introduced the projected street projects for fiscal years 2019-2020 through 2023-2024.
Staff reviewed the Grant total for all street projects as well as planned reduction in accumulated reserves, projected beginning fund balance 5/1/2019 and the projected fund balance at 4/30/2020.
Staff introduced the water and sewer projects. Capital improvement water fund, total for engineering and construction, as well as other projects. Discussion continued on the net fund impact, initial budget surplus (3/11/2019) and revised budget surplus.
Consensus is that the budget be scheduled for approval at the April 18, 2019 Regular Board Meeting
Discussion on the analysis of Special Service Area #7 debt service 2002C GO bonds; fiscal year tax levy and abatement amount per ordinance.
ADJOURNMENT:
With no further business to conduct, it was moved by Trustee Lima, seconded by Trustee Klug, that the Special Committee of the Whole Meeting be adjourned.
Upon roll call the following voted:
Aye: Trustees: Klug, Golembiewski, Deegan, Lima and Gorzynski
Absent: Trustee Diaz
Nay: None
President Caiafa declared the motion carried and this Special Committee of the Whole Meeting was adjourned at 8:49 P.M.
