Village of Schiller Park Committee of the Whole met April 4.

CALL TO ORDER:
President Nick Caiafa called the meeting to order at 6:10 P.M.
ROLL CALL:
Upon a call of the roll by the Village Clerk, the following Elected Officials were:
Present: President Nick Caiafa, Trustees: Moses Diaz (6:28 P.M.), Russell Klug, Joan Golembiewski, Tom Deegan, Robert Lima (6:53 P.M.), Catherine Gorzynski, and Village Clerk Rosa Jos
Absent: None President Caiafa declared a quorum present.
Also present: Corporate Counsel Joe Montana, Interim Village Manager Dave Strahl, Janet Matthys, and Terri Sheridan
III. APPROVAL OF MINUTES:
1. Trustee Golembiewski moved, seconded by Trustee Klug that the MINUTES of the Special Committee of the Whole Meeting of March 11, 2019 be approved.
Upon roll call the following voted:
Aye: Trustees: Klug, Golembiewski, Deegan, and Gorzynski
Absent: Trustees: Diaz and Lima
Nay: None
President Caiafa declared the motion carried.
2. Trustee Gorzynski moved, seconded by Trustee Klug that the MINUTES of the Special Committee of the Whole Meeting of March 12, 2019 be approved.
Upon roll call the following voted:
Aye: Trustees: Klug, Golembiewski, Deegan, and Gorzynski
Absent: Trustees: Diaz and Lima
Nay: None
President Caiafa declared the motion carried.
3. Trustee Golembiewski moved, seconded by Trustee Deegan that the MINUTES of the Special Committee of the Whole Meeting of March 18, 2019 be approved.
Upon roll call the following voted:

Absent: Trustees: Diaz and Lima
Nay: None
President Caiafa declared the motion carried. 4. Trustee Klug moved, seconded by Trustee Deegan that the MINUTES of the Committee of the Whole Meeting of March 21, 2019 be approved.

5. Trustee Deegan moved, seconded by Trustee Klug that the MINUTES of the Committee of the Whole Meeting of March 27, 2019 be approved.

IV. PERSONS WISHING TO BE HEARD:
No one to be heard.
V. BUSINESS:
The following business discussions took place:
1. Development Update:
i. Shoeless Joes is moving into Schiller Park.
ii. Discussion on the property at Mannheim Rd. road and Irving Park Rd., River Rd. and Lawrence Ave., Hotel Comfort Suites, Elite Ambulance, ground breaking on the EJ Basler redevelopment of their building, and the Banquet Hall located at 42000 N. River Rd.
2. Financial Matters:
i. The Village is trying to secure additional funds from Invest in Cook Dollars for the traffic light on Old River Rd.
ii. Janet Matthys presented a letter she wrote regarding a recommendation for a salary increase for a finance employee to reflect the increased responsibilities that have been assumed. Ms. Matthys feels the employee has been quick to pick up additional tasks, displays a strong work ethic, and works well independently.
3. Status of Infrastructure Improvement Projects.
i. According to our engineers, while the infrastructure improvement project is an aggressive program, it will get done.
4. Matter Identified on the April 4, 2019 Board Meeting Agenda - Not Discussed
5. MCD Discussion - According to our financial experts, there are concerns that MCD is becoming a financial burden, and difficult for the Village to sustain the total expense. The Village is looking into other options to lower the costs.
6. Planters were purchased to complete the beautification on Irving Park Rd. and continue on Lawrence Ave; funds are coming out of Video Gaming revenue.
7. Stop Sign at Sterling and Emerson - Additional discussion will follow on this matter.
VI. EXECUTIVE SESSION:
There was no Executive Session.
VII. ADJOURNMENT:
With no further business to conduct, it was moved by Trustee Golembiewski, seconded by Trustee Gorzynski, that the Committee of the Whole Meeting be adjourned. Upon roll call the following voted: Aye: Trustees: Diaz, Klug, Golembiewski, Deegan, Lima, and Gorzynski Absent: None Nay: None President Caiafa declared the motion carried and this Committee of the Whole Meeting was adjourned at 7:08 P.M.
