City of Countryside Plan Commission Zoning Board of Appeals met March 5.

Roll Call


Secretary Anderson called the Roll of Members physically present as follows:

PRESENT:      Chairman Richard Fullmer, Jr., Secretary Michael Anderson, Marco Gutierrez, Ronald Ward, Steve Kehr

Absent:            Tina Grotzke, Chris Gonzalez, Robert Schwarz

Also Present:  Attorney Peck, Planning Manager Richard Trent

Chairman Fullmer stated that Shauna Urlacher has moved and is no longer a Board member. Chris Gonzalez is home recuperating from surgery.

APPROVAL OF MEETING MINUTES

The minutes of the Regular Meeting of January 8, 2019 were previously distributed to the Board Members. Chairman Fullmer asked if there were any corrections to be made to said minutes. There being no corrections or additions, motion made to approve the minutes of the Regular Meeting of January 8, 2019.

      A motion was made by Mr. Anderson, seconded by Mr. Ward that this matter be APPROVED as presented. The motion carried by the following vote:

               Aye:      5 Fullmer, Anderson, Gutierrez, Ward, Kehr

              Nay:       0

              Absent:  3 Grotzke, Gonzalez, Schwarz

CHAIRMAN’S COMMENTS

Chairman Fullmer stated the Rules of Proceeding for the hearing before the Plan Commission – Zoning Board of Appeals will follow a strict order of presentation. A sign-in sheet for interested persons addressing the Board is located at the podium. This hearing is being recorded. Please silence all cell phones and pagers.

Action Items

1. Continued - Case #21332-SU: Consideration of a Special Use

      a. To consider granting a Special Use to permit an amendment to Ordinance #17-37-O which granted a Special Use to Russell’s BBQ to permit the construction and operation of a drivethru and an outdoor patio in the B-1 Zoning District at the subject property – 5545 S. LaGrange Road.

Chairman Fullmer stated that Russell’s BBQ is not ready to make its presentation re: Special Use; they are still in negotiations with IDOT. Attorney Peck stated for the record that this matter will be continued to April 9, 2019.

      A motion was made by Mr. Ward, seconded by Mr. Kehr that this matter be APPROVED as presented. The motion carried by the following vote:

2. Consider Approving the Official Zoning Map Reflecting the Map Amendments through December 31, 2018.

Mr. Trent stated that each year municipalities are called upon to update their Zoning Map. Changes to the Zoning Map include map amendments, rezonings, special uses, and any other corrections noted throughout the year. Staff has prepared a report and a PowerPoint Presentation including those items. Attached is the proposed new Zoning Map for 2018; eight (8) changes that took place last year have been identified and incorporated into the new Zoning Map

LA Fitness had extensive renovations to the facility which required a Special Use -- identified on the Plan. Terry’s Plumbing – is in the process of relocating their business from LaGrange Road and moving to 9685 W. 55th Street. The next item, 10050 W. 55th St., was a rezoning from R-1 to B-1. Next was a Plat of Resubdivision involving some variances at 9620 W. 57th St. to subdivide the property; they did so and retained 9620 and added 9610 as a new address for the created parcel. Returning to 10050 W. 55th St, they received a Special Use for the drive-thru and the outdoor seating area. 6201 Joliet Road is the Holiday Inn – T-Mobile came in to increase the number of rooftop antennas.

Item 6404 and 6406 Joliet Road involved an amendment to an existing Special Use – premises Inspections -- which should occur next week; hopefully the City will receive updated reports. The last one was Continental Honda, 5901 LaGrange Road, expanding their facility; they received a Special Use.

There were at least six (6) map corrections – the 9601 W. 57th Street resubdivision addresses do not mirror the addresses that Cook County is using; the City has been attempting to correct that.

The former Ettleson Dealership at 6420 Joliet Road had a special use that was tied to that particular user; if property becomes abandoned or not used for a period of 12 months; it is considered null and void; so that designation has been removed. Mr. Ettleson may be revisiting discussions with Mr. Keporos, owner of the property, to return to that property as a satellite location. Mr. Trent stated that the Special Use would have to be reestablished and special conditions considered; Mr. Ettleson is aware of that and may be coming to the PC/ZBA in the near future. Attorney Peck asked Mr. Trent to send him the revised Zoning Map with all attachments. This matter will come before the City Council on March 27, 2019.

      A motion was made by Mr. Ward, seconded by Mr. Gutierrez that this matter be APPROVED as presented. The motion carried by the following vote:

Other Business

Mr. Trent stated that the City was approached by the owner of 7061 Willow Springs Road -- Joe Polini. The house serves as an office, currently zoned B-1. He would like to construct a second building – two stories, four units, two (2) commercial and two (2) residential. In order to do that, he would need to seek a Special Use to create a Commercial PUD. Rather than have him begin that route, Staff suggested he come to the PC/ZBA to gauge the interest of the Board regarding the concept in general. That would only be a Discussion item – not a hearing.

The next item, Ms. Borizoff, resurfaced – she may be interested in pursuing a rezoning to R-2 – her property at 7130 Willow Springs Road is currently zoned R-1. She was planning on building townhomes; the suggestion was made to pursue single family – more in keeping with the surroundings. They may be planning to submit for a Rezoning (to a R-2 classification) – the property is under 25,000 sf. and it is a corner lot – with 250 feet of road frontage. The Illinois toll road has taken a 30-foot angled section of that property, approximately 2-3,000 sf. They still have approximately 22,000 sf. remaining. They may consider applying for a Plat of Resubdivision. Other potential cases may include a dog grooming facility at Willow Springs Plaza – this request may or may not occur. Ms. Grotzke entered the Hearing Room.

Mr. Kehr asked if they are moving forward at Plainfield and Brainard after demolition (Former Speedway Site). Mr. Trent stated that they are; they will submit plans in the next month or so. The new owner is seeking tenants; Mr. Trent is passing any inquiries along to the owner. There is apparent interest in that location.

      A motion was made by Ms. Grotzke, seconded by Mr. Ward that this meeting be ADJOURNED.
