City of Northlake Finance & Rules and Committee of the Whole met February 11.

The committee reviewed the minutes of the January 14, 2019 meeting. Alderman Patti made a motion to approve the minutes of the January 14, 2019 meeting; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The minutes were approved.

Mayor Sherwin presented the Warrants and Vouchers. Alderman Grochowski made a motion to pay the Warrants and Vouchers; seconded by Alderman Patti. Questions were asked and answered respectively. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented the Commission Expenditures. Alderman Patti made a motion to pay the Commission Expenditures; seconded by Alderman Padilla. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Under New Business:

Mayor Sherwin presented Resolution R-04-2019; A Resolution Supporting a Proposed Class 7a Classification for the Property Commonly Known as 401-411 East North Avenue, Northlake, Illinois. Representatives of the buyer of this property, which is the old Al Piemonte car dealership, were present; questions were asked and answered respectively. Alderman Patti made a motion to approve; seconded by Alderman Contreras. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve the engineer’s recommendation of Chicagoland Paving Contractors Inc. bid for the Diversey Avenue Stormwater Storage in the amount of $219,900.00. Alderman Patti made a motion to approve; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented Ordinance O-02-2019; An Ordinance Providing for the Abatement of the 2018 Tax Levy for the General Obligation Tax Increment Refunding Bonds, Series 2015, of the City of Northlake Cook County, Illinois, along with Ordinance O-03-2019; An Ordinance Providing for the Abatement of the 2018 Tax Levy for the General Obligation Bonds, Series 2011, of the City of Northlake, Cook County, Illinois. Alderman Patti made a motion to approve both Ordinances together; seconded by Alderman Padilla. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented Resolution R-05-2019; A Resolution Authorizing Local Appropriations for the Execution of the Local Public Agency Agreement and the Preliminary Engineering Agreement in the Amount of $52,000 (or as much may be needed to match federal funds) for the Roy Avenue Over Addison Creek Bridge Rehabilitation Project. Alderman Patti made a motion to approve; seconded by Alderman Contreras. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin opened a discussion to approve the engineer’s recommendation of D & J Landscape Inc. bid for $114,502.15 for the Addison Creek Fitness Park. Alderman Patti made a motion to approve; seconded by Alderman Werba. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented Resolution R-03-2019; A Resolution for the Improvement by a Municipality Under the Illinois Highway Code (17-00091-00-RS). Alderman Patti made a motion to approve; seconded by Alderman Padilla. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented Resolution R-06-2019; A Resolution of the City of Northlake, Cook County, Illinois Authorizing a County of Cook No Cash Bid Program Application to Secure a Tax Certificate of Purchase for the Nonpayment of Real Estate Taxes on a Certain Parcel of Real Property. Alderman Patti made a motion to approve; seconded by Alderman Padilla. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
